HomeMy WebLinkAbout2011/08/29 - Briefing BOARD OF MASON COUNTY COMMISSIONERS' BRIEFING MINUTES Week of August 29,2011 According to staff notes,the following items were discussed. Monday,August 29,2011 9:00 A.M. Central Operations-Diane Zoren Commissioners Ring Erickson and Sheldon were present. The following items were reviewed: • Memorial for Cmmr. Lingle is scheduled on Tuesday,3:30 p.m., courthouse lawn. • 2012 budget requests will be presented by the Auditor's office at the September 6"h meeting. • No briefings are scheduled until September 19`h • Title II& III resolutions will be on the September 61h agenda. • The Commissioner reviewed the various boards and committees that Cmmr. Lingle had covered and discussed how to cover them until a Commissioner appointment is made. 9:15 A.M. Sheriff's Office—Sheriff Salisbury/Undersheriff Barrett Commissioners Ring Erickson and Sheldon were present. The following items were reviewed: • North Mason building update. • Jail population and inmate medical update. • Filling vacated positions for Finance Manager and Corrections Officers. • Medical marijuana discussion. 9:45 A.M. Cascade Land Conservancy—Betsy Carlson Commissioners Ring Erickson and Sheldon were present. • Betsy Carlson asked the Board to sign on to a letter of support for a HUD Sustainable Communities grant for the Olympic Peninsula Consortium. The Board indicated they may want to change the language. 10:00 A.M. BREAK 10:15 A.M. Department of Community Development—Barbara Adkins Commissioners Ring Erickson and Sheldon were present. The following items were reviewed: FEMA Biological Opinion Letter Staff provided Commissioners with a series of letters regarding FEMA's Biological Opinion and the County's responsibility to demonstrate compliance. A letter drafted for staff(director)signature was presented to the Board for informational purposes and to provide an update on the County's current position in the compliance process. • Planning Advisory Commission Appointment Two applications for appointment were received fi•om citizens in Districts#1 and#2. No applications were received from District#3 as requested. Commissioners suggested staff re-advertise the position to District#3 citizens only and see if there is any response. • Historic Preservation Commission Appointments Applications were received to fill two vacant HP Commission positions. Two applications were receive and staff requested approval of appointment of both on September 6,2011 Action Agenda. Commissioners approved placement of the appointments on the agenda. • Collective Gardens Moratorium Commissioners aware of upcoming public hearing and what is being asked. Commissioners also briefed on outcome of hearing should the Findings of Fact not be adopted or no consensus be reached. It was suggested that staff prepare a letter to any Board of Mason County Commissioners' Briefing Meeting Minutes Week of August 29,2011 and all currently operating medical marijuana dispensaries to provide the county with verification that they are a collective garden,or to cease and desist. 10:30 A. Public Works-Charlie Butros/Brian Matthews Commissioners Ring Erickson and Sheldon were present. The following items were reviewed: • Resolution transferring the jurisdiction of a portion of Sixth Street to the Port of Grapeview and authorize the Chair to sign a quitclaim deed. • Call for bids for a Used Hydraulic Tracked Excavator for Public Works. • Authorization to purchase the web site module for the Land Records document system. • Request authorization to request Proposals for a Treasurer Financial System Replacement. • Hearing for Comcast Cable TV Franchise Agreement. • Hearing for Wave Broadband Cable TV Franchise Agreement,Michael Talpai will be at the hearing for Wave Broadband. • Hearing considering speed limit change on a portion of Skokomish Valley Road.Hearing is scheduled for September 13,2011 at 9:30am • EPA Estuary Protection Grants • Relocation of the gate on "C" Street. • Project Excellence Award for Mason County's Tahuya River Bridge#2 on the Belfair Road Project. 1 1:00 A.M. Utilities&Waste Management -Emmett Dobey Commissioners Ring Erickson and Sheldon were present. The following items were reviewed: • Contract amendments with FCSG and Insley Best for additional work on the Belfair sewer project. • Reviewed the bid process for equipment upgrade for the Rustlewood Water&Sewer System. • Discussed the Water Conservancy Board(WCB). Mr.Dobey recommended the Board amend the resolution that established the WCB allowing them to accept revenue from other sources and to amend the resolution that established the Wastewater Development Fund to include water system development. Information has been received fi-om Ecology referring to RCW 90.80.055 (1)(d)that allows assistance from the county government to water conservancy boards. The WCB has agreed to assist with the coordination of water resources and additional revenues are needed to do that. 11:15 A.M. Closed Session—RCW 42.30.140(4)labor discussion Commissioners Ring Erickson and Sheldon met in closed session with the Human Resources Director and other department directors from 11:30 a.m.to 12:20 p.m.for a labor discussion.
