HomeMy WebLinkAbout2011/08/15 - Briefing BOARD OF MASON COUNTY COMMISSIONERS'BRIEFING MINUTES Week of August 15,2011 According to staff notes,the following items were discussed. Monday,August 15,2011 9:00 A.M. Behavioral Health Resources—John Masterson,CEO Commissioners Ring Erickson,Lingle and Sheldon were in attendance. • John Masterson,Chief Executive Officer,Behavioral Health Resources(BHR)met with the Commissioners to discuss the changes in services that result from funding reductions. The changes in Mental Health funding will not really result in significant changes in mental health services. However,the reductions in Chemical Dependency funding will reduce services. As a result of reduced funding in Chemical Dependency,BHR will focus on chemical dependency services in two areas: 1. Pregnant and post-partum women(the Harvest Program)and 2. Co-occurring disorders(mental health and chemical dependency disorders) which can be billed at the higher mental health rate(Medicaid reimbursement rate for chemical dependency services pays only about half the cost of the services). 9:20 A.M. Probation Services—Diana Renecker Commissioners Ring Erickson,Lingle and Sheldon were in attendance. • Staff briefed the Board on a contract for CASA Funding(Court Appointed Special Advocates). The item will be placed on an agenda for approval. 9:30 A.M. Human Resources—Karen Jackson Commissioners Ring Erickson,Lingle and Sheldon were in attendance. The briefing was two-part: the first in a Closed Session per RCW 42.30.140(4)Labor Relations 9:28 AM to 9:52 AM and the remainder in a regular,public briefing began at 9:53 AM. In attendance at the public part of the meeting were: Tom Moore,Emmett Dobey and John Cunningham,all from the Department of Utilities and Waste Management. The session ended at 10:02 AM. The following items were reviewed: • PEBB 2012 Rates for Medical—The state's Public Employee Benefits plans were announced recently with a high-deductible product added to Group Health and Uniform plans. HR will present for approval the updated contribution amounts,which are authorized by resolution,on the agenda for the August 23 public meeting. The resolution affects non-represented employees and shows the pooled rates for individual employee and employees w/dependents,which is based the county's current contribution rate of $825/month per capita. • HR Director will be absent on 8/17 for medical appointments. 10:00 A.M. Utilities&Waste Management-Emmett Dobey Commissioners Ring Erickson,Lingle and Sheldon were in attendance. The following items were reviewed: • Meeting with Hoodsport/Skokomish Tri-Party Group on August 22 @ 10 a.m. • Two bids received on the bio solids hauling;need to inspect equipment prior to awarding the bid. • Discussed the financial situation of the Water Conservancy Board.It is out of money and in order for the conservancy board to assist in the water system coordination, additional funding from the county will be necessary. • Outlined the Belfair Sewer update for the 5th Tuesday discussion in Belfair. • Indicated that the week of September 12,staff will have packets in the mail for connections to the Belfair sewer. • Discussed the sole source contract for the Allyn pumps. I Board of Mason County Commissioners'Briefmg Meeting Minutes Week of August 15,2011 • Outlined potential temporary help during the development of connections to the Belfair sewer. 10:15 A.M. Public Works-Charlie ButrosBrian Matthews Commissioners Ring Erickson,Lingle and Sheldon were in attendance. The following items were reviewed: • New Capital Hill Road Opening Ceremony is scheduled on August 30,2011,3:00 pm. • Agenda item to adopt the new Capital Hill Road into the County Road system and changing the road number and speed limit to reference the new road and retire the old County Road Number for referencing the old segment of Capital Hill Road. • Set a public hearing for September 13,2011 at 9:30 a.m.to consider changing the speed limit on Skokomish Valley Road from 45mph to 40mph from milepost 1.50 to 2.19. • Authorization for Public Works to enter into a Cooperative Governmental Purchasing Agreement with the City of Shelton. 10:30 A.M. Community Development—Allan Borden The following items were reviewed: • Staff briefed the Board of the request by Five C's Partnership to rezone one parcel(13.00 ac.)along State Route 3 and Ridgepoint Dr.in the Belfair Urban Growth Area;request involves the rezone of this parcel from Residential 4 zone to Mixed Use zone. A public hearing date will be set. The Planning Advisory Commission held a public hearing on July 18,2011 and their recommendation is to support staff findings for the approval of this request.
