BOARD OF MASON COUNTY COMMISSIONERS' BRIEFING MINUTES
Week of July 4,2011
According to staff notes,the following items were discussed.

10:00 a.m. indigent Defense
Commissioner Ring Erickson,Commissioner Sheldon and Commissioner Lingle were
present. Others in attendance included staff fi-om Superior Court,District Court and
Human Resources.
Discussion of indigent defense including the proposal to create a supervisor position.
Because Charles Lane was not able to attend and he has been assisting with the
proposal, it was agreed to schedule another briefing.
10:30 a.m. Auditor Elections—New Voting Precinct Boundaries& Commissioner District
Boundaries.
Commissioner Ring Erickson,Commissioner Sheldon and Commissioner Lingle were
present.
Karen Herr,Amber Cervantes and Nicole Burgess fi•om the Auditor's office were also in
attendance,as well as members of the Redistricting Advisory Committee.
Ms. Cervantes presented the proposals for the Commissioner Districts and the
corresponding voting precinct boundaries. She explained that an advisory committee was
formed to help with the process. Their decisions were based on state law and what is best
for the community.
There was discussion regarding the makeup of the advisory committee.
Ms. Cervantes noted that under the new law the voting precincts went fi•om a maximum
of 900 voters to a maximum of 1500 voters. The plan is to go from the current 57
precincts to 37 precincts. She explained that the advisory committee came up with three
options for new commissioner districts and each of those plans has corresponding voting
precinct boundaries. She noted that the voting precincts legally only need a number but
the County has traditionally used names as well. The Board will have to decide if they
would like just numbers or numbers and names.
The advisory committee members discussed how they came up with the 3 plans.
Cmnn•. Sheldon commented that he wouldn't advocate for option 3 because it would put
two Commissioners in the same area. He felt better about option two.
Cmmr. Lingle agreed that option 3 has two commissioners in the same district,which
could be complicated. He thought option 2 was the best bet. He also noted that it would
be better for people to know that if they live in the city they have one commissioner.
Cmmr. Sheldon agreed that it would be good for the citizens of the city to have one
commissioner to represent them so there is not overrepresentation since the city already
has a commission and a mayor.
Cmmr. Ring Erickson thought it was a good discussion. She also had some concerns
about option 1.
There was discussion of the pros and cons of dividing the city.
Ms. Herr noted that the public hearing is on the agenda to be set for July 26"'at 1:00 p.m.
She reminded the Board that a plan couldn't be adopted until one week after hearing.
She also asked if the Board had any direction for the naming of the precincts.
The Board agreed that the old names should be used as best as possible.

2012 budget guidelines were discussed. The 2012 budgets will be distributed July 12;
preliminary budget requests are due to the Auditor by August 9 and will be presented to
the Commissioners on September 6"i.
