Commission Chambers
9:00 A.M. Auditor's Office—Theresia Ehrich
Commissioners Ring Erickson, Sheldon and Lingle were in attendance.
The following items were reviewed:
• Brief overview of the April Financial reports.
• Gave a 5-year Current Expense year-end report showing actual revenues,expenditures
and fund balance comparison with graphs. This is included in the County's Annual
Report.
• Ms. Enrich asked about the indirect rate allocation percentage presented the first of
February. It is being utilized to bill granting and other agencies to recover costs.
• Reviewed Sales& Use Tax .09 Fund status(report given through April at last briefing)
and obligations of this fund.
• REET 1 Fund status(gave report last briefing)and obligations of this fund.
9:15 A.M. Central Operations-Diane Zoren
Commissioners Ring Erickson,Sheldon and Lingle were in attendance.
The following items were reviewed:
• Pete Laserinko will present news release at June 7 Commission meeting regarding
Veterans' Stand Down event that held in April.
• Department of Connnerce request for the County to designate our Associate
Development Organizations(ADOs). EDC was appointed in 2009.
• Lewis-Mason-Thurston Area Agency on Aging—Mary Faughender's position is up for
reappointment. A news release will be issued at the next meeting.
• Pat Swartos stated she has new information she would like to brief the Board on.The
Board requested she submit her information in writing and Cmmr. Sheldon asked that she
submit information comparing Mason County Clerk's office to Walla Walla's Clerk's
office.
9:30 A.M. Facilities&Grounds-Mike Rutter
Commissioners Ring Erickson, Sheldon and Lingle were in attendance.
The following items were reviewed:
• The Jail intercom system will be going to bid.
• Facilities has received information on the Simpson-Reed Historic District proposal that
includes the Memorial Hall property. He will present the information at the May 24
Commission meeting.
Cmmr. Sheldon left to attend the legislature in Olympia at 9:45 a.m.
9:45 A.M. Sheriff's Office—Sheriff Sal isbury/Undersheriff Barrett
Commissioners Ring Erickson and Lingle were in attendance. Cmmr. Sheldon was
absent.
The following items were reviewed:
• Sheriff's office alerted the Board that the MACECOM fee is expected to increase
$42,000 to$50,000 in 2012.
• For ER&R 2012 rate planning,there are trucks in the fleet, five vehicles are mothballed,
and fuel costs need to be considered.
• They are proposing to convert two existing sergeant positions into lieutenants. This
would be one in the jail and one in patrol. The Board approved to proceed to Civil

Service. Final presentation to the Board on budget impacts and job description will be
coming.
• Update on medical costs for inmates. $87,500 for ls'_ ueger;$31,000 for Nelson, and two
other potentials. They are working with Medicaid on obtaining any reimbursements that
are due. The Commissioners made the point that county jails are for one-year sentences
and not multi -year sentences.
• Chief Haugen will be presenting the information for the courthouse weapons screening.
10:15 A.M. Department of Community Development—Barbara Adkins
Commissioners Ring Erickson and Lingle were in attendance. Cmmr. Sheldon was
absent.
The following items were reviewed:
• Robin Hood
Meeting with Darin Barry,John Woodring,Rick Mraz,Rebecca Hersha and Ms.Adkins
to discuss newly placed park models at the Robin Hood site. The meeting outcome did
not provide any resolution to the issues of park models as recreational vehicles and the
expansion of a grandfathered land use. Mr. Woodring will prepare a letter to summarize
the outstanding issues. Staff will seek guidance from the Prosecuting Attorney's to help
determine the County's position. Ultimately,since the property is within the shoreline
and governed by the Shoreline Management Act,the Department of Ecology will have
the final say.
• Belfair Water District Annex
The time limits for acting on a request for annexation are very specific within the state
code. The District provided the Commissioners with a resolution,which the RCW states
must be heard in a public hearing within 30 days. Commissioners were briefed on the
need to set a public hearing on June 7,2011 to meet that 30 day deadline. Additional
information and a staff report will be forthcoming.
• Fire Investigation Services
Meetings with Fire District Chiefs continue to help the county provide investigation
services in the current absence of a fire marshal. As information becomes available it
will be provided to the Board. A future joint briefing with District Chiefs may be
requested to discuss their proposal.
10:30 A.M. Public Works-Charlie Butros/Brian Matthews
Commissioners Ring Erickson and Lingle were in attendance. Cmmr. Sheldon was
absent.
The following items were reviewed:
• News release for the Clean Water Program Public Meetings will be presented at the May
24 Commission meeting.
• Set public hearing on June 21 for the Hood Canal Communications Cable TV Franchise
renewal.
• Request authorization to surplus vehicles,fuel facility equipment,parts and computer
equipment.
• Bid award to US Oil Trading, LLC out of Tacoma, Washington in the amount of$565.00
per ton for CRS 2P Emulsion and for$540.00 per ton for CSS 1 Emulsion or the 2011
calendar year.
• Discussed the HPA Senate Bill 5862 letter.
• Discussed Bourgault Road property use.
10:50 A.M. Executive Session—RCW 42.30.140(1)(b)
Real Estate
Commissioners Ring Erickson and Lingle met with Rick Brush,Property Manager, in
Executive Session for 10 minutes regarding a real estate matter.

Commissioners Ring Erickson and Lingle were in attendance. Cmmr. Sheldon was
absent.
The following items were reviewed:
• Call for bids for Belfair Sewer Retention Pond&Spray Field will be on the May 24
Action Agenda.,
• RFP award for"Get Connected"program will be in June.
• Bid award for grinder pumps will be on the June 7 agenda.
• News Release for Solid Waste Advisory Board will be on the June 7 agenda. There are
two members who have terms expiring July 5.
1 1:30 A.M. Closed Session—RCW 42.30.140(4)labor discussion
Commissioners Ring Erickson and Lingle met in Closed Session with Karen Jackson,
Human Resources,fi'om 11:30 a.m.to 12:05 p.m.for a labor discussion,
1:30 P.M. Stormwater Briefing
Commissioners Ring Erickson and Lingle were in attendance. Commissioner Sheldon
was absent.
• Draft materials for June 7, 8 and 9 meetings were shared which included the postcard
mailer and new release.
• Two draft outreach materials were shared with the Commissioners,a tri-fold Clean Water
Program hand out,and a survey of program and funding preferences.
• Otak and their sub-consultants have two major deliverables remaining and are preparing
to begin work. Outlines for the following products-Recommended Funding Plan to
Implement a Clean Water Program and Conceptual Approach for the Formation of a
Clean Water Agency were included.
• Staff anticipates that the consulting team will present these reports to the Board late
August/early September.

2:40 P.M. Health Services
Commissioners Ring Erickson and Lingle were in attendance. Commissioner Sheldon
was absent.
The following items were reviewed:
• National Association of County and City Health Officials(NACCHO)Accreditation
Technical Assistance Grant, The Commissioners were briefed on the benefits of this
grant to the work the health department is currently doing. The health department has
applied for this grant.
• Community Transformation Grant. The Commissioners heard a description of this grant
funded fi•om the public health prevention money appropriated by the federal government
as part of health reform. Mason County Public Health is working in partnership with
Thurston County Public Health and Social Services,Grays Harbor County Public Health
and Human Services, Lewis County Health Department,and Pacific County Health
Department hoping to partner with the State Department of Health who will apply for the
grant and is seeking a regional approach with local health departments.
• .09 Funding for Water Quality—2012. The Public Health Director indicated to the Board
that the health department needed to apply for.09 funding again in 2012 to maintain the
water quality work that is currently under way. With the loss of a water quality grant
next year and the fact that the funding for the Surface and Stormwater Management
program will not yet yield funding in 2012,the.09 money continues to be critical to the
health department's ongoing water quality work until such other funding becomes
available to meet county wide water quality needs.
