Monday,May 16,2011
9:00 A.M. Central Operations-Diane Zoren
Commissioners Ring Erickson,Lingle and Sheldon were in attendance.
The following items were reviewed:
■ Plan to start cross training Britta to clerk a Commission meeting.
■ LTAC appointments. The Board agreed to make appointments to the Lodging Tax
Advisory Board on the June 7 agenda. In order to have a broad representation from
citizens on advisory boards,a citizen shall be appointed to serve on only one standing
advisory board.
■ Employee Service Awards will be on Wednesday,July 20 @ 2 p.m.at the Colonial
House.
■ A draft agenda for the May 31 North Mason Commission meeting was reviewed. The
Parks&Trails Department will be presenting information on parks,focusing on those in
the north end of the County.
■ The Board agreed to schedule a Courthouse Weapons Screening briefing on Wednesday,
May 25.
■ Cmmr.Ring Erickson presented a letter from Dan Ward who is volunteering,along with
Tim Whitman,to represent the County's interest on a study group that has been formed
on fire marshal services. The Board agreed Mr.Ward and Mr.Whitman could represent
Mason County in a non-voting capacity.
■ 3/10 of 1%sales tax for criminal justice—Cmmr.Lingle brought up this tax option. He
believes it can be designated to law enforcement with the intent of keeping law
enforcement on the street. He also noted the call volumes to MACECOM have increased
and their rates will be increasing. He would like to give this funding option to the voters.
Cmmr. Sheldon expressed concern of what the impact could be to large sales,such as
vehicles,if the sales tax is increased. He noted the Board is also considering the 1/10 of
1%sales tax for mental health.
Cmmr.Ring Erickson commented that the 1/10 of 1%sales tax was passed that is
dedicated to MACECOM. There has been no discussion of cutting Mason County law
enforcement.
9:15 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Ring Erickson,Sheldon and Lingle met in Closed Session from 9:35 a.m.
to 10:10 a.m.for a labor discussion.
9:^�.N4-. 10:10 A.M. Noxious Weed Control Board—Patricia Grover
Commissioners Ring Erickson,Lingle and Sheldon were in attendance.
The following items were reviewed:
• Received permission to place on the May 24 agenda the Modification No.2 Participating
Agreement No. 10-PA-11060900-018 between USDA Forest Service and the Mason
County Noxious Weed Control Board. This adds$16,900 to the 2011 Financial Plan and
Annual Operating Plan.
Cmmr. Sheldon left for the legislature in Olympia.
10:15 A.M. Department of Community Development—Barbara Adkins
Commissioners Ring Erickson,Lingle were in attendance. Cmmr. Sheldon was absent.
The following items were reviewed:
• Tahja Residence

Will be proceeding with the abatement process on the Tahja residence. The building
code describes a specific process for proper owner notification and demolition
proceedings.
• Wild Felids
Received materials from Wild Felid association describing the facility. Information
concerning visitors was not well described,however. Staff will be requesting owners to
respond to specific special use permit criteria to determine if a public hearing is required.
• Robin Hood
In response to several neighbor complaints,a meeting with Darrin Barry,John Woodring,
Rick Mraz(Ecology),Rebecca Herscha and me has been scheduled for Friday,May 20,
2011.
• Belfair Water District Annexation
An annexation request has been received from the Belfair Water District. The
Commissioners have 60 days to hold a hearing in response to this request. Staff will be
preparing necessary staff report and resolutions in the next week or two.
• Joint Briefing/Fire Investigation Duties
Staff requested a joint briefing with Sheriff's office to discuss possibility of utilizing
qualified deputies for fire investigations. Commissioner Ring Erickson discussed a letter
received from Dan Ward and Tim Whitman offering their services in assisting the county
with fire investigation. Will follow up with that letter.
• Building#3 Staff Meeting
Will hold a staff meeting with building division on Tuesday morning. The intent of the
meeting is to get better acquainted with staff and daily procedures.
10:30 A.M. Public Works-Charlie Butros/Brian Matthews
Commissioners Ring Erickson,Lingle were in attendance. Cmmr. Sheldon was absent.
The following items were reviewed:
• Annual Day Labor Construction Projects for 2010 Notification of Final Costs.
• Vactor Truck purchase agreement$43,584+tax licensing.
• No bids received at May 110'bid opening for Gradall Excavator for Public Works.
10:45 A.M. MACECOM—Jill Evander
Commissioners Ring Erickson,Lingle were in attendance. Cmmr. Sheldon was absent.
• Discussion of the Sprint/Nextel contract for E911 services for caller/GPS information on
cell calls made to 911.There is no financial impact to the county. This will be on the
May 24 agenda for approval.
11:00 A.M. Utilities&Waste Management-Emmett Dobey
Commissioners Ring Erickson,Lingle were in attendance. Cmmr.Sheldon was absent.
The following items were reviewed:
• Request to set a hearing to consider the North Bay Utility rate increase. The hearing will
be on June 14. Current rates and revised rates were included.
• Board of Equalization appointment. Recommendation is to appoint the current alternate
as a regular member and fill the alternate position.
• Johns Creek meeting this afternoon that is being hosted by Department of Ecology at the
Civic Center.
1:30 A.-,4.11:10 A.M.Parks&Trails—John Keates
Commissioners Ring Erickson,Lingle were in attendance. Cmmr. Sheldon was absent.
The following items were reviewed:
• The Mason Lake Park Dedication is on May 17,2:00 p.m.at the park.
• John will attend the performance reviews workshop on May 20,the WRPA Board
meeting on May 24 and the employment law class on May 26.
• The Sponsorship Policy was tabled at the last Commission meeting and John provided an
updated copy with corrections.

• Informed the Commissioners that the lousy spring weather was having a serious impact
on practice and game play at MCRA and Sandhill Park.
• Provided the fee schedule for the proposed implementation of boat launch fees at Mason
Lake and Latimers Landing.
• John brought up the idea of parks purchasing a laptop computer.
• Informed the Commissioners that the department was applying for a SRFB grant for the
acquisition of the Coulter Creek Property.

11:00 A.M. Puget Sound Partnership—Gerry O'Keefe&Martha Kongsgaard
Commissioners Ring Erickson,Lingle were in attendance. Cmmr. Sheldon was absent.
Also present:Martha Kongsgaard,Chair of Puget Sound Partnership(PSP)Leadership
Council,Gerry O' Keefe,Executive Director,Tristan Peter—Contesse and Duane
Fagergren.
Ms.Kongsgaard and Mr. O'Keefe briefed the Commissioners on their new roles with the
Partnership and the status of Partnership's Action Agenda. Mr.O'Keefe mentioned the
Naval Station Bremerton's submarine docking project and the possibility of
environmental mitigation funds that may be available to local governments. The
Commissioners elaborated on the projects that are on-going in Mason County to improve
water quality in Puget Sound and in Hood Canal. The Commissioners emphasized that
the county has very high environmental quality. Any available funding for projects and
programs to maintain that quality would be most beneficial and cost effective to use in
Mason County rather than trying to repair the environmental damage in more degraded
areas of the sound.
The Commissioners offered to host a tour of the County for Ms.Kongsgaard and Mr.
O'Keefe sometime during the up-coming summer. They accepted the invitation and
requested that the staffs work together to arrange the tour.
