Monday, May 2,2011 t1-00 A.M. Cat,-.,, Operations Diane?e canceled The Board requested the agenda be amended to include an Executive Session on a personnel matter. The Central Operations briefing was canceled. 9:00 A.M. Executive Session—RCW 42.30.110(1)(g) Commissioners Ring Erickson, Sheldon and Lingle met in Executive Session fi-om 9:02 a.m. to 9:37 a.m. for a personnel matter. No action was taken. 9:'�r9:30 A.M. Human Resources—Karen Jackson Commissioners Ring Erickson, Lingle and Sheldon were in attendance. The following items were reviewed: • Personnel files project to get underway this month. • Contract Negotiations: In April and May we appear to be at the apex, with numerous bargaining sessions held or scheduled during both months, and the expectation that we may be nearing the conclusion of the process in several bargaining units. • Miscellaneous Personnel Matters: We have three active grievances at various stages,with one appearing before the Board tomorrow. Human Resources is assisting departments in a number of disciplinary activities, as well. • Classification Item in Assessor's Office: Melody Peterson, Assessor,briefed the Commissioners on her interests in refashioning an existing classification into a higher-level position within a particular job class series. This position will be needed as the office moves to annual revaluations. • Day of Caring: The United Way's annual Day of Caring is Saturday,June 18. This is a day where volunteers perform community-service projects such as yard work,painting,and other services to help fellow citizens. The Mason County Employees Group will share information with employees who may be interested in volunteering to assist in these endeavors;however,this is not a function that is organized or sponsored by the county. 944 ^."". 10:00 A.M. Facilities&Grounds - Mike Rutter Commissioners Ring Erickson, Lingle and Sheldon were in attendance. The following items were reviewed: • Courthouse security issues were discussed. Facilities staff access the courthouse via the basement. Cmmr. Ring Erickson has received phone calls from citizens expressing their unhappiness with the screening station. • Campus security. Cmmr. Ring Erickson has asked the Prosecuting Attorney if there would be any problems with displaying signs stating you are on camera. A security camera has been ordered for Building 3 and will be paid for fi-om FEET 1. • Mr. Rutter gave copies of the campus map to the Commissioners that is also available for the public. 10:00 .M.10:15 A.M. Utilities&Waste Management -Emmett Dobey Commissioners Ring Erickson, Lingle and Sheldon were in attendance. The following items were reviewed: • Humane Society staff presented a request for county property to use for an animal shelter. They will contact Grrmr. Sheldon about the possibility of DNR land. • Update on the claim fi•om the Allyn View Mobile Home Park. • Staff will have General Obligation bond information for the May 9 Finance Committee. • Utilities Department has no items for the May 31 North Mason meeting. • Update on the meeting with the Belfair Development Community. Hoard of Mason County Commissioners Briefing Meeting Minutes Week of May 2,2010 4 39 A.M. 10:50 A.M. Public Works-Charlie Butros/Brian Matthews Commissioners Ring Erickson,Lingle and Sheldon were in attendance. The following items were reviewed: • The 2010 Title VI Non-Discrimination Agreement Annual Accomplishments and Update Report. • Local Agency Federal Aid Project Prospectus for the County Run-Off and Intersection Safety Road Projects-2010 County Road Safety Program CRP 1951-1958. • Wash facility improvement was discussed. • Hunter property right of way, possible delays for Weaver Creek Bridge project. • Tahja property slide inspection was discussed. 1 1:00 A.M. Parks&Trails—John Keates Commissioners Ring Erickson,Lingle and Sheldon were in attendance. The following items were reviewed: • Confirmed park tour with Commissioners for May 6. • Confirmed Boat Ramp Dedication at Mason Lake for May 17. • Reviewed the park volunteer work effort at Foothills Park on April 23. • Next Park Board meeting will be May 10. • Update of possible grants Parks might receive from the state including Boating Facilities,Aquatic Lands Enhancement Account, and Washington Wildlife and Recreation Program. • Reviewed the possible implementation of boat ramp fees at Latimers Landing and Mason Lake, scheduled for May 17. • Provided update of the project delay at Oakland Bay. • John brought up the issue of no portable restroom being available at Menards Landing. Sound Solutions had sent a letter with concerns about the lack of a restroom at the site and it is purely a byproduct of lack of budget dollars. 1 1:30 A.M. BREAK NOON Elected Official's Briefing Commissioners Ring Erickson, Lingle and Sheldon were in attendance. The following items were reviewed: • Memo regarding the 1%or 2%possible reduction to budgets. • Preparation for 2012 budget. • Friday's mail distribution. • Office space in the north end of the county. • Security cameras in offices outside the main courthouse. 1:30 P.M. Stormwater Briefing Commissioners Ring Erickson, Sheldon and Lingle were in attendance. Others in attendance: Charlie Butros, Loretta Swanson,Emmett Dobey, Vicki Kirkpatrick,Debbie Riley, Bob Simmons, Emily Sanford and John Bolender,Mason Conservation District. • This work session was follow-up to the April 18th presentation by Randy Young,Henderson, Young&Company. Discussion continued around potential funding sources for a"Clean Water" program, and the activities or work that would happen as part of the Clean Water program. Commissioners are reading the consultant report,and additional materials are being prepared for Commissioners to assist with their review. Another work session is scheduled for May 23,2011. The following two items were added to the agenda: 2:37 P.M. Executive Session—RCW 42.30.140(1)(g)Personnel Commissioners Ring Erickson, Lingle, and Sheldon met in Executive Session fi•om 2:37 p.m.to 3:24 p.m. for a personnel issue.No action was taken. F oard of Mason County Commissioners Briefing Meeting Minutes Week of May 2,2010 3:25 P.M. Commissioners Ring Erickson, Lingle,and Sheldon met with Mark Core and discussed the race track permit. Tuesday, May 3,2011 1 1:00 A.M. Probation Services—Harris Haertel Commissioners Ring Erickson and Lingle were in attendance. Cmmr. Sheldon was absent. Harris Haertel and Colin Williams,Thurston/Mason Chemical Dependency Program Coordinator, informed the Commissioners the Criminal Justice Treatment Account(CJTA)administrative funds, in the amount of$7,500, would not be transferred from Thurston County to Mason County Probation as previously discussed in a public hearing on February 1,2011. Mr.Williams gave a Mason County Drug Court funding update. 1 1:47 A.M. Executive Session—RCW 42.30.140(1)(g)Personnel An Executive Session was added to the agenda. Commissioners Ring Erickson and Lingle met with Emmett Dobey and Barbara Adkins in Executive Session from 11:47 a.m. to 12:11 a.m. for a personal issue. No action was taken. 1:30 P.M. Closed Session—RCW 42.30.140(4)Deputy Holiday Pay Grievance Commissioners Ring Erickson and Lingle met in Closed Session starting at 1:30 p.m,to hear the grievance filed by the Mason County Sheriff Deputies regarding holiday pay.
