Week of April 4,2011
According to staff notes,the following items were discussed.
Monday,April 4,2011
9:00 A.M. Central Operations-Diane Zoren
Commissioners Sheldon and Lingle were in attendance. Commissioner Ring Erickson
was absent.
The following items were reviewed:
• Tentative Closed Session has been scheduled on Tuesday at 8:30 a.m.
• Stormwater work session is scheduled on Monday,April 18 at 1:30 p.m.
• .09 funding request from EDC has been circulated for comment. Diane received
permission to place it on the April 12 agenda.
• Ross Gallagher has applied for appointment to the Area Agency on Aging. This will be
on the April 12 agenda.
9:15 A.M. Human Resources—Karen Jackson
Commissioners Sheldon and Lingle were in attendance. Commissioner Ring Erickson
was absent.
The following items were reviewed:
• Non-represented worker health care. HR had previously presented information to the
Commissioners regarding the cost to increase the county's health care contribution from
$825 to$855 per month for non-represented employees. The purpose of today's briefing
was to obtain approval to move forward with this initiative. The Commissioners denied
approval for this increase given current economic conditions.
• Labor/Employee Relations. This month we will have nine of ten labor contracts involved
in negotiations. Health care cost is one of the biggest issues. There also has been an
increase in grievance activity,due in part to recent disciplinary decisions and also to the
fact that we're engaged in labor contract negotiations. The latter is typical,as employee
issues rise to the surface during contract negotiations. No action from the Commissioners
was requested.
• Human Resources Extra Help. Beginning April 11,2011,HR will have additional
clerical assistance from a participant in Goodwill's senior work experience program.
There are no direct costs to the county for the participant,whose wages and LNI are paid
by Goodwill. The participant,who is able to work up to 20 hours per week,will assist
with the revamping of our personnel file system and perform data entry work. No action
from the Commissioners was requested.
9:45 A.M. Facilities&Grounds—Mike Rutter
Commissioners Sheldon and Lingle were in attendance. Commissioner Ring Erickson
was absent.
The following items were reviewed:
• Bid award for the Courthouse interior remodel for Phase 1 will be on the agenda.
• Approved the use of Building 3 basement to be used as a juror holding area.
• Discussed using REET 1 funds for the Sheriffs impound yard.
10:00 A.M. Utilities&Waste Management -Emmett Dobey
Commissioners Sheldon and Lingle were in attendance. Commissioner Ring Erickson
was absent.
The following items were reviewed:

• Belfair Sewer—working on the Overton land purchase.
• North Bay Utility rate increase proposal will be forthcoming.
• Requested permission to hire a temporary position for the Solid Waste division to fill
in for David Baker's position. Emmett will contact Prothman Company.
• Ecology meeting on Johns Creek is rescheduled to May 16 @ 1:30 p.m.
• Ecology grant agreement for DOC pass-thru grant monies for Food Waste
Composting project will be placed on the agenda for action.
• Hartstene Pointe damage claim assignment will be on the agenda.
• Humane Society request for property. Emmett will schedule a time for the group to
brief the board on their request.
10:15 A.M. Department of Community Development—Barbara Adkins/Mark Core
Commissioners Sheldon and Lingle were in attendance. Commissioner Ring
Erickson was absent.
The following items were reviewed:
• ADAGE Application Status—Written communication received from ADAGE
requesting the withdrawal of their permit applications. News Release prepared for
April 5,2011 regular Board meeting announcing the request. Commissioners had no
specific comments or questions.
• Fire Investigation—Requested Commissioners for approval to proceed with an
interlocal agreement with Mason District 5 to cover fire investigation.
Commissioners recommended getting the Prosecutor's Office to review the
agreement prior to proceeding with District 5 or the BOCC approval.
• Abatement of dangerous structures—Commissioners requested DCD building staff
to set up a meeting with prosecutors and health department to discuss the proper
procedure for abatement.Two specific locations needing to be discussed were
Riverside Dr.&Hwy. 101,north of Hoodsport.
• Two requests for information have been received regarding Community
Development Block Grants. Briefed Commission on the expressed interest and will
them apprised if the applications come in and if they are competing for the same
funding source.
10:30 A.M. Public Works-Charlie ButrosBrian Matthews
Commissioners Sheldon and Lingle were in attendance. Commissioner Ring
Erickson was absent.
The following items were reviewed:
• Interlocal Agreement for work,supplies and equipment between Mason County,the
City of Shelton,Mason Transit, Shelton School District and the Port of Shelton
• Call for bids for two used gradall excavators.
• County Road Projects 1951 through 1958 for the 100%federally funded(Through
WSDOT Highway and Local Programs)Mason County Run-Off-Road&
Intersection Safety Projects.
• Public hearing for the revised 2011 Annual Construction Program to reflecting the
federally funded Mason County Run-Off-Road&Intersection Safety Projects.
• Public hearing for the revised 2011-2016 Six-Year Transportation Improvement
Program to reflecting the federally funded Mason County Run-Off-Road&
Intersection Safety Projects.
• Request to lower speed limit on Lynch Road from milepost 8.40 to milepost 9.23.
• Revised Right of Way Acquisition Procedures.
• Potential Right of Way Condemnation.
• Update on the Lower Elfendahl Pass Road.

9:00 A.M. Closed Session—RCW 42,30,140(4)labor discussion
Commissioners Ring Erickson and Lingle called a special meeting at 9:00 a.m. and
went into closed session with Karen Jackson for a labor discussion. Commissioner
Sheldon was absent. The closed session ended at 10:00 a.m.
