BOARD OF MASON COUNTY COMMISSIONERS' BRIEFING MINUTES
Week of March 21,2011
According to staff notes,the following items were discussed.
Monday, March 21,2011
9:00 A.M. Auditor's Office—Theresia Ehrich
Commissioners Ring Erickson, Sheldon and Lingle were in attendance.
The following items were reviewed:
• Budget hearing needs to be set to adjust several fund balances.
• Indirect cost rate has been certified.
• Reviewed the leave fund liability including the comp time in the Sheriff's office.
• Reviewed the current cash flow
9:15 A.M. Facilities&Grounds-Mike Rutter
Commissioners Ring Erickson, Sheldon and Lingle were in attendance.
The following items were reviewed:
• Bob Deans demonstrated how to instant message in the GroupWise system for
emergencies. Cmmr. Ring Erickson stated a policy will be developed on how and when
to use it.
• The Commissioners approved the use of Central Operations staff for Friday clerical
support.
9:45 A.M. Human Resources—Karen Jackson
Commissioners Ring Erickson, Sheldon and Lingle were in attendance.Bonnie Cap
represented Human Resources in Karen's absence.
The following items were reviewed:
• Staff distributed material related to the proposed$855 County contribution for non-union
employees' health premiums and discussed the additional costs and pooling method.
• HR announced the intent to obtain a volunteer through a program offered by
Goodwill/Worksource to assist with general clerical in HR. Candidates will be
interviewed soon.
10:15 A.M. Department of Community Development—Barbara Adkins/Mark Core
Commissioners Ring Erickson,Sheldon and Lingle were in attendance.
The following items were reviewed:
Project Updates
• ADAGE Application Status—At the time of briefings no additional information had been
received regarding the status of the applicant's pending permit applications.
• Ridge Motorsports—Updated Commissioners on upcoming hearing for a special use
permit. This hearing is the last in a series of three required for land use approval of the
proposed club motors facility.
Other Business
• Commissioner Sheldon received a complaint from Don and Bonnie Wilson regarding
excessive parking associated with the Hood Canal Patient 2 Patient Co-Op. Staff will
open an enforcement file and follow up on the issue.
• Permits have been issued for the construction of the new Treasure Island Bridge.
Commissioners asked staff to provide some additional information on the specifics of the
bridge(e.g.size,cost,materials,etc.)which was provided subsequent to this briefing.
10:30 A.M. Public Works-Charlie ButrosBrian Matthews
Commissioners Ring Erickson, Sheldon and Lingle were in attendance.

• Set hearing to consider the application of Jack Johnson/North Ridge Properties,LLC for
a Private Line Utility Occupancy Permit for a 1"water line for water distribution for a 2-
party well and water system for parcels located on both sides of 1761 NE Tahuya
Blacksmith Road. Requesting hearing be set for 9:30am May 3,2011.
• CRP 1882 Bear Creek Dewatto County Road-Project status/timing update
• Summary of Mason County Bridge Conditions(2010-2011 Bridge Index Handout).
11:00 A.M. Utilities&Waste Management -Emmett Dobey
Commissioners Ring Erickson, Sheldon and Lingle were in attendance.
The following items were reviewed:
• The Utilities&Waste Management Work Plan was reviewed.
The Board approved the work plan and would like to expand Ed Cebron's contract to
include utilities governing options including divestiture.
• David Baker has resigned effective March 31.
1 1:30 A.M. Prosecuting Attorney—Michael Dorcy
Commissioners Ring Erickson, Sheldon and Lingle met with Mike Dorcy and Gary
Burleson to discuss the potential budget impact due to an inmate medical expense.
