HomeMy WebLinkAbout2011/03/14 - Briefing BOARD OF MASON COUNTY COMMISSIONERS' BRIEFING MINUTES Week of March 14,2011 According to staff notes,the following items were discussed. Monday,March 14,2011 9:00 A.M. Auditor's Office—Theresia Ehrich Commissioners Ring Erickson, Sheldon and Lingle were present. The following items were reviewed: • February financial statements were reviewed. • Theresia asked the Board to set a budget hearing so fund balances can be adjusted for several special funds to reflect accurate fund balances. • Indirect charges were discussed. 9:15 A.M. Central Operations-Diane Zoren Commissioners Ring Erickson, Sheldon and Lingle were present. The following items were reviewed: • 09 funding request received from Economic Development Council. Request is for$68,000 each year for 2011,2012&2013. The Board asked that it be circulated for comment. • Mental Health Fund#164. Currently Central Operations vouchers for this fund,for now,Cmmr. Ring Erickson would like this to remain in Central Operations. • A news release for LTAC membership will be issued. • Belfair agenda for March 29 was reviewed. 9:45 A.M. Health Services—Vicki Kirkpatrick Commissioners Ring Erickson, Sheldon and Lingle were present. The following items were reviewed: • One tenth of one percent sales tax for mental health,substance abuse prevention and treatment and therapeutic courts. The Public Health Director discussed the next steps in the process of gathering data and creating a task force to review data,gather community input,and create a report making recommendations to the Board of County Commissioners regarding the special sales and use tax for mental health, substance abuse prevention and treatment and therapeutic courts. • The State Capital budget and Enterprise Cascadia funding for low interest loans for septic system repair and replacement. The Board and staff discussed the level of legislative involvement regarding the funding for this program. • WRIA(Water Resources Inventory Area) 16 grant. Staff updated the Board on the receipt of state pass through funding for the WRIA 16 work. • Tobacco Proclamation. Staff will prepare a proclamation for the 3/22/2011 BOCC meeting for the annual"Kick Butts Day"which is a national event targeting youth and a reduction in smoking among children. 10:15 A.M. Department of Community Development—Barbara Adkins/Mark Core Commissioners Ring Erickson, Sheldon and Lingle were present. The following items were reviewed: • Belfair Future Roads Map—This map and accompanying text amendment was tabled in December 2010 until December 2011. At this time the Planning Division of Community Development does not have sufficient staff or funding to pursue the map amendments resulting from previous public hearings. Commissioners'comments suggest staff take a more"passive"approach to seeking public comment for revision in lieu of conducting more time intensive and costly public workshops. Staff will look into accepting written comments at public meetings and through our website,and utilizing the TIP-CAP meetings. • Medical Marijuana Dispensaries—Commissioners expressed an interest in discussing these facilities as they related to Mason County ... how they are permitted and are there current Board of Mason County Commissioners' Briefing Meeting Minutes Week of March 14,2011 regulations for them. Staff invited Tun Whitehead from the Prosecuting Attorney's Office to attend and provide some additional information. At this time,three dispensaries have located within the county. Two have obtained a change of tenant permit and the other has been advised of their need to complete that process. Commissioner Sheldon asked for clarification on the permitting process and the department's role in regulation. It is the staff s position at this time that the use(dispensaries)can be considered as an allowed based on zoning. Whether or not the distribution of marijuana in this manner is illegal is not clearly defined. Commissioner Sheldon expressed an interest in imposing a moratorium on these facilities until such time as the State can provide more guidance. Commissioners Lingle and Ring-Erickson were not inclined support a moratorium at this time. Direction to staff was to continue with a careful and consistent review of any future facilities of this type. • Security Update—This discussion postponed until Committee of the Whole meeting. 10:30 A.M. Public Works-Charlie ButrosBrian Matthews Commissioners Ring Erickson,Sheldon and Lingle were present. The following items were reviewed: • Replacement of Utilities vehicle#203 a 2009 Ford F350 flatbed,(stolen and totaled)fi•om the WA state contracts. • Call for Bids for Asphalt Emulsion for 2011. • Submittals for County Road Administration Board. The following documents prepared by Public Works to be submitted to the County Road Administration Board: Annual Certification for 2010,Certification of Expenditures for Traffic Law Endorsement—2010, Certification of Expenditures for Fish Passage Barrier Removal—2010 and Annual Certification for 2010(County's level of compliance with pertinent laws and regulations) • Road Operations&Maintenance open crew positions • Stormwater enforcement issues • Shorecrest Homeowner drainage concern • FEMA denial letter of Federal Assistants for the December 8-18,2010 storm 10:50 A.M. Executive Session—RCW 42.30.110(1)(b) Commissioners Ring Erickson,Sheldon and Lingle met in Executive Session with Public Works staff to discuss a real estate matter from 11:00 a.m.to 11:10 a.m. No action was taken. 11:00 A.M Utilities&Waste Management -Emmett Dobey Commissioners Ring Erickson,Sheldon and Lingle were present. The following items were reviewed: • Treasurer Lisa Frazier joined the Utilities briefing along with Allan Dashen and Gordon Wilson from FCS Group to discuss selling$4 million dollars of general obligation bonds to finish Phase I of the Belfair sewer system and start planning Phase 2. Utilities will bring forward a resolution to start the process with the intent to sell the bonds before August. • Also discussed the Utilities Work Plan. 11:45 A.M. Facilities&Grounds—Mike Rutter Commissioners Ring Erickson, Sheldon and Lingle were present. The following items were reviewed: • Memorial Hall -the Moose Lodge will be a regular paying user of the hall for Sunday bingo and for pinochle. • Jail—Richmond Engineering is looking at the intercom panel and the generator switch. • Courthouse screening station—moving forward on installing the equipment. • Update on the Courthouse interior remodel project. • Discussed using Central Operations staff for Friday clerical support for his department and funding this from his existing budget. Board of Mason County Commissioners'Briefing Meeting Minutes Week of March 14,2011 1:30 P.M. Committee of the Whole Commissioners Ring Erickson and Lingle met with Department Directors for a Committee of the Whole meeting. Cmmr. Sheldon was absent. Items of discussion included security issues and employee ID badges. The next meeting will be April 11. 2:30 P.M. Closed Session—RCW 42.30.140(4)labor discussion Commissioners Ring Erickson and Lingle met in a Closed Session from 2:45 p.m.to 3:30 p.m. for a labor discussion. Cmmr. Sheldon was absent. i Tuesday,March 15,2011 10:30 A.M. Sheriff s Office—Sheriff Salisbury Commissioners Ring Erickson,Lingle and Sheldon met with the Sheriff and staff to discuss the budget impacts from a medical expense of a jail inmate.
