HomeMy WebLinkAbout2011/01/03 - Briefing BOARD OF MASON COUNTY COMMISSIONERS'BRIEFING MINUTES Week of January 3,2011 According to staff notes,the following items were discussed. Monday, January 3,2011 9:00 A.M. Central Operations—Diane Zoren Commissioners Ring Erickson, Sheldon and Lingle were in attendance. The Board discussed the 2011 board and committee assignments they will sit on. 9:15 A.M. Human Resources—Karen Jackson Commissioners Ring Erickson,Sheldon and Lingle were in attendance. The following items were reviewed: Mason County Bargaining Units-Provided incoming County Commissioner Jerry Lingle a brief update on the various county bargaining units and the status of labor negotiations, which is as follows: The Sheriff Deputies contract was resolved in mid-September 2010, and we are actively bargaining with three other bargaining units(AFSCME, Corrections/Staff Support,and Teamsters—Personal Health). I also advised that we will begin negotiations with the Public Works Engineering Guild in January. There are five bargaining units involved in the County's appeal of the Teamsters ULP,and negotiations have not yet been scheduled with any of those units. Lastly,there has not been a date established for commencement of negotiations with the Deputy Prosecutors unit. Personnel Files-Human Resources will begin project to centralize all employee personnel files. The Commissioners advised that this project will be a priority item for Human Resources and requested HR Director to ascertain current practices of the various department. Human Resources 2011 Budget-HR Director to pursue supplemental to 2011 budget to fully fund the salaries of the Human Resources Director and Personnel Analyst. The budget allocation the director was instructed to use was based on 2009 wage decreases, which were carried over into 2010. 9-;T5 inMr1✓9-r1T9rrrrrrcini6ati6nS All Evancr canceled 10:00 A.M. Mason County Economic Development Council—Matt Matayoshi Commissioners Ring Erickson, Sheldon and Lingle were in attendance. Mr. Matayoshi presented a draft letter to the Department of Corrections regarding the proposed DOC Reception Center Site Selection. The Board agreed to place this on their January 4`h agenda. 10:15 A.M. Department of Community Development—Barbara Adkins/Mark Core Commissioners Ring Erickson, Sheldon and Lingle were in attendance. The following items were reviewed: • Washington Rural Loan Fund—Commissioners were provided with additional loan/grant documents regarding the public hearing scheduled for January 4,2011. Provided brief background on the topic to Commissioner Lingle. Questions/comments included: dispelling any public perception that the county is loaning money,the county's promotion of these types of funding opportunities. • Effective January 1,2011 Washington State implements the mandated changes to the WSEC(WA State Energy Code)and the revisions to the IBC(International Building Code)These changes will include air leakage and duct testing,carbon-monoxide detectors and insulation values in the ceiling sections of new construction. Carbon- monoxide detectors shall be installed in all newly constructed homes after January 1, 2011 and in all existing homes by January 1,2013. Newly constructed homes will include those permitted prior to 1-01-11 but have not yet received occupancy approval. Air leakage/duct testing and more stringent insulation requirements is for all homes that Board of Mason County Commissioners' Briefing Meeting Minutes Week of January 3,2011 permit applications are received after the 1-01-I I date. Staff will issue a news release with this information. 10:30 A.M. Public Works-Charlie Butros/Brian Matthews Commissioners Ring Erickson, Sheldon and Lingle were in attendance. The following items were reviewed: • County Road Project 1950,North Shore Road,at milepost 18.04. • Supplemental agreement#1 with Appraisal Solutions Northwest extending the agreement for on-call right of way appraisal services through 2011 with an additional maximum amount of$25,000. • Call for Bids for Hot Mix Asphalt,MC250 Cold Mix and/or CSS I Tack Coat for calendar year 2011. • Request authorization to hire a college credit G1S Intern from Olympic College. • Hearing authorizing the update to the Mason County Cable TV Ordinance(Repealing and reenacting Chapter 5.20 and amending Chapter 12.24 of the Mason County Code). • Towing Services for 2011 bid award. • Draft State Intra-Mutual Aid Legislation. • Update on Storm Damage(December 2010)$940,000. 1 1:00 A.M. Utilities&Waste Management -Emmett Dobey Commissioners Ring Erickson, Sheldon and Lingle were in attendance. The following items were reviewed: • Legislative workshop on January 61h. • Reported on the road washout at North Bay. • Reported on stolen vehicle and equipment from North Bay. • During the storm event in November they had minimally treated sewage flow into Anderson Lake. • Need to make infiltration improvements at Rustlewood. -1-1:30 A.M. PaFks& Trails Sohnn Keates canceled Tuesday,January 4,2011 10:30 A.M. Facilities&Grounds—Mike Rutter Commissioners Ring Erickson,Sheldon and Lingle were in attendance. The following items were reviewed: • Request for qualifications for mechanical/electrical engineering consultant for the Courthouse Interior Rehabilitation. An award recommendation will be on the January 1 I"'agenda. • Update on the Building 3 water damage. • Remodel of Memorial Hall was discussed.
