Call to Order—The Chairperson called the regular meeting to order at 9:03 a.m. 2. Pledge of Allegiance—Chair Jeffreys led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon-Absent; Commissioner District 3 —Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 The Liquor and Cannabis Board sent a liquor license application for North Mason Rotary Club, P.O. Box 321 Shelton, WA 98584. 4.1.2. Washington Department of Natural Recourses sent in a Draft Environmental Impact Statement. 4.1.3 Comments received on the Shoreline Master Program from the following: Jim & Janet Mutter, Stephen Whitehouse, and Rick Mraz 4.2 Stacey Anderson, Program Manager for Youth and Specialized Populations, Pacific Mountain Workforce, presented a check to Katrinka Hibler on behalf of Hands on Personal Empowerment, and to Shawna Meyer on behalf of Costal Community Action Program. These are High Impact Community Grant Awards. 4.3 Commissioner Jeffreys proclaimed December 15, 2016 Hydropower Appreciation day in Mason County, and presented a proclamation to Kristin Masteller from Mason County PUD #1. 5. Open Forum for Citizen Input: None 6. Adoption of Agenda - Cmmr. N eatherl in/Jeffreys moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-absent; J-aye. 7. Approval of Minutes— November 14, 2016 budget workshop minutes. Cmmr. Neatherlin/Jeffreys moved and seconded to approve. Motion carried unanimously. N-aye; S-absent; 3-aye. 8. Approval of Action Agenda: 8.1 Approval to purchase Laserfiche software, hardware and licensing for a total cost of$84,902.54. 8.2 Approval to purchase the EMC Unity 30OF Flash Array SAN with 17 TB capacity and newer technology from the Washington State Master Contract and approved vendor, Xiologix for $68,045. 8.3 Approval to have the Public Defender 2016 Client Service Contract amendments signed by the Chair extending the contracts to March 31, 2017. The contracts are with Jeanete Boothe, Justus Kandoll, Kristen Bishopp, Taschner Law, PLLC and Law Office of McNamara-Jardine. 8.4 Approval for the Mason County Board of Equalization to hear timely filed appeals for the 2016 assessment year. 8.5 Approval of Veterans Assistance Fund applications for: Necessity items $1,396.00; Utilities $1,819.44 and Housing $1,280.00 for a total of$4,495.44 as recommended by the Veterans Service Office. 8.6 Approval of a resolution establishing the salaries of the Assessor, Auditor, Clerk, Coroner, and Treasurer's salary at 95% of the highest paid County Commissioner and establish the Sheriff at 22% above the elected official's salary commencing January 1, 2017. Resolution No. (Exhibit A ) BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS December 13, 2016 - PAGE 2 8.7 Approval of the Washington Early Learning Fund d/b/a Thrive Washington Independent Contractor Agreement for the Nurse Family Partnership Program. 8.8 Approval to have the Chair sign the Joint Funding Agreement No. 17WNWA03400 with the U.S. Department of the Interior, U.S. Geological Survey, for the period of October 1, 2016 to September 30, 2017. 8.9 Approval of the revised resolution for the restricted balance in the Road Fund reserved for new road projects beginning with the 2017 adopted budget. This resolution will replace Resolution No. 76-16. Resolution No. (Exhibit B) 8.10 Approval of the resolution to establish lane limits for traffic control on seven Mason County bridges for the 2017 calendar year: Rossmaier Bridge, Stretch Island Bridge, Hliboki Bridge, Gosnell Creek Bridge, Eich Rd. 1 Bridge, Eich Bridge and Carlson Bridge. Resolution No. (Exhibit C ) Cmmr. Neatherlin/Jeffreys moved and seconded to approve action items 8.1 through 8.10. Motion carried unanimously. N-aye; S-absent;]-aye. Commissioner Neatherlin said that the Laserfiche (8.1) will be a positive move in regards to record retention. Commissioner Jeffreys thanked IT for their work with this. Commissioner Neatherlin and Commissioner Jeffreys each addressed salary levels (8.6) and how they will now be back to the pay scale established before the recession. 9. Other Business (Department Heads and Elected Officials)- None 10. 9:30 a.m. Public Hearings and Items set for a certain time— 10.1 Frank Pinter, Support Services Director, presented the amount of taxes levied for county purposes and the amount of taxes levied for each taxing district for 2017. Grand total from all taxing districts is $9,678,320.50. Frank Pinter then presented the Road property tax levy for 2017 noting that the new amount would be $1,500,000, Public testimony: None Comm Neatherlin/Jeffreys moved and seconded for the adoption of the resolution to certify the property tax levies for collection in 2017 for the amount of $9,678,320.50. Motion carried unanimously. N-aye; S-absent; ]-aye. Resolution No. 98-16 (Exhibit D ) Comm Neatherlin/Jeffreys moved and seconded for the approval of a recertification of the road fund levy with the change of diversion amount from $1,380,000 to $1,500,000. Motion carried unanimously. N-aye; S-absent;J-aye. Resolution No. 97-16 (Exhibit E) 10.2 Public hearing to consider the following transfers to the 2016 budget: • Sheriff's Department(001.205): $200,000 to pay all 2016 Outsourcing invoices, $193,694 Woodworkers new contract rates, $25,000 replacement of fingerprinting machine and Polycom system for the jail. • Juvenile Probation (001.170): $20,939 new contract rates. • Juvenile Care &Custody (001-172): $22,368 new contract rates. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS December 13, 2016 - PAGE 3 • $11,000 transfer from Combined Utilities Ending Fund Balance (406) to $3,000 Office Supplies and $8,000 Communications. • $10,000 transfer from Rustlewood Sewer and Water Ending Fund Balance (411) to Repairs and Maintenance. • $750,000 transfer from Belfair Waste Water Bio-solid Waste Permit (413) to Bond Principle Payments. Frank Pinter presented each item for the 2016 budget. Connely Watson questioned if the $10,000 transfer from Rustlewood was to change from a"B"to an "A"metering system. The response was that it's for general maintenance. Public testimony: None Comm. Neatherlin/Jeffreysmoved and seconded to approve budget transfer to the 2016 budget as requested. WHEREAS,the Public Works Department has been directed by the Board of Mason County Commissioners to set aside a balance for use on future road projects beginning with the 2017 adopted budget. WHEREAS,on November 1,2016,the Board of Mason County Commissioners approved Resolution 76-16,creating a restricted balance within the Road Fund reserved for new road projects; and WHEREAS,expenses of the restricted balance reserved for new road projects use will be determined either in a budget supplemental expense request or as expenses in the adoption of the annual budget each year. WHEREAS,the annual construction program shall include a listing of all proposed construction projects for the year,regardless of funding source,as set forth by WAC 136-16-020. The Public Works Department shall evaluate and recommend revisions to the Annual Construction Program,if needed. NOW THEREFORE BE IT RESOLVED THAT,the Road Fund shall set aside a restricted reserved balance,determined by the Board of County Commissioners, for new road projects beginning in the 2017 adopted budget. BE IT FURTHER RESOLVED THAT, this resolution replaces Resolution 76-16 and expenses from the restricted balance within the Road Fund reserved for new road projects shall be approved by the Board of Mason County Commissioners either in the adoption of the annual budget or in a budget supplemental expense request. L-16 Exhibit C BRIDGE LINIITS WHEREAS,RCW 36.75.270 gives the Board of Mason County Commissioners the authority by resolution to limit or prohibit classes or types of vehicles on any county bridge and may limit the weight of vehicles which may travel thereon. WHEREAS,In compliance with the requirements of the Federal Highway Administration's National Bridge Inspection Standards(NBIS)for specialized haul vehicle regulations,updated bridge load rating have been completed as required;and WHEREAS,load ratings have determined that two(2)of Mason County's sixty-four(64)bridges shall be posted with a maximum load limits,and WHEREAS,five(5)of Mason County's Sixty-four(64)bridges shall continue to be posted as one lane.
