HomeMy WebLinkAbout2016/12/05 - Briefing BOARD OF MASON COUNTY COMMISSIONERS'BRIEFING MINUTES Mason County Commission Chambers,411 North 5th Street,Shelton,WA Week of December 5,2016 Monday,December 5,2016 10:00 A.M. Support Services—Frank Pinter Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. • Homeless Veterans Housing. Tom Davis,Rob Drexler and Shaun McCrady,Panza,were in attendance. Mr.Davis requested clarification on who is directing the effort for homeless veterans. He understands the county would provide support in ways such as for zoning. He has found a suitable 8-acre parcel of property on West Deegan Road East. Cmmr.Jeffreys noted that she was hopeful that county-owned property could be used rather than purchase. Mr.Davis has researched the county-owned surplus property,eliminated property in north end of county;believes the Deegan Road or property by Public Works would work best. Cmmr.Sheldon has talked to legislature for capital budget funding;Housing Trust Fund is one resource;is supportive of Deegan Road location. Cmmr.Neatherlin is supportive of the project and would like to review all options for location. Cmmr.Jeffreys doesn't believe county needs to play a role in this;need to have correct zoning and/or development regulations;supports selling property at below market value,if county owns appropriate property. Mr.McCrady stated the Department of Veterans Affairs is supportive of this type of housing; could use DASH vouchers;have grants and private donations. Access to American Lake services is key to the location. Rob Drexler identified vacant land in the north end outside the Belfair UGA. Other issues: possible MTA van donation;county property at Highway 101/102 is owned by Road Fund;Deegan Road is in the Shelton UGA,water and sewer could be an issue; need to know if changes to zoning or development regulations are needed. • Cmmr.Sheldon stated he met with WSDOT for support of the Simmons Road project;he mentioned using CERB funding for the project. 11:00 A.M. Community Services—Dave Windom Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. • Request to schedule a hearing on a rezone request on December 20 and the December 6 agenda needs to be amended. This was approved to be scheduled. • Dave reported there was a meeting with Squaxin Island Tribe regarding the Hirst decision and impact to water availability. A hydrology study is needed and amendment to the Comp Plan. • Cmmr. Sheldon left the briefing at 12:05 p.m. • Renewal of the Nurse Family Partnership(NFP)grant agreement approved to be placed on the agenda. • Cmmr.Jeffreys attended a meeting at Lake Cushman on Saturday with Tacoma Power regarding permitting. The request will be for Tacoma Power to fund a staff person to work through all the layers of permitting. Board of Mason County Commissioners'Briefing Meeting Minutes December 5,2016 11:30 A.M. Public Works—Jerry Hauth/Melissa McFadden Utilities&Waste Management Commissioners Jeffreys and,Neatherlin were in attendance. Commissioner Sheldon was absent. • Staff researched the feasibility of Belfair accepting domestic septage waste and the potential costs would not make the Belfair facility competitive with other locations. • Melissa McFadden provided information on Mason County Public Works property on Public Works Drive for possible use by the Historical Society as a museum site. The property is zoned Public Institutional and is appropriate for a museum siting. Regarding if this can be surplused for less than market value;the Road Fund cannot do this but the Current Expense could purchase the property from the Road Fund and would have to show public benefit. Steve Bloomfield stated he has a letter from Manke that would allow the Historical Society to build on their property but water and sewer would be an issue. Discussion of the original purchase of the John's Prairie property by the Road Fund for$10 that was eventually traded for the current location. Mr. Bloomfield brought up the concept of partnering with the Homeless Veteran tiny homes project. Mr.Bloomfield stated it may be time to see what the Historical Society can purchase on their own. • Annual bridge limit resolution establishing lane limits for traffic control on certain Mason County bridges. Rossmaier Bridge and Stretch Island Bridge will need to be posted with maximum load limits. The bridges are not in bad shape and there are no plans to rebuild but they were not built for today's large loads. Resolution will be placed on the agenda. • The revised resolution for setting up a restricted fund balance for new road projects will be placed on the agenda. • Joint Funding Agreement No. 17WNWA03400 with the US Department of the Interior,U.S. Geological Survey,for the period October 1,2016,to September 30,2017 will be placed on the agenda.
