Pledge of Allegiance— Kathy McDowell led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon; Commissioner District 3 —Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 The Liquor and Cannabis Board sent a marijuana License application for Bomar Holdings. 4.2 Chair Jeffreys presented Service awards to: Kerry Schuffenhauer and Wes Stockwell. 4.3 Barbara Adkins read the News Release-Planning Advisory Commission Vacancy. 5. Open Forum for Citizen Input— 5.1 Bob Pastore spoke about a Recreation Conservation Grant to acquire property. He asked if the County could come up with 33%. 5.2 Ken VanBuskirk reiterated what he spoke about last week regarding the Belfair UGA and the sewer system (Phase 2). He would like to complete the bypass before they think about the sewer. 5.3 Annette McGee spoke about the Mason County Historical Society and asked for an update on the land for the historical society museum. Frank Pinter said they are working on the appraisal and in the next couple of weeks we should know more. 5.4 Bonnie Knight spoke about restoring the oyster building and said they are getting a lot of support. 6. Adoption of Agenda - Cmmr. Sheldon/Neatherlin moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; 3-aye. 7. Approval of Minutes—There were no minutes for approval. 8. Approval of Action Agenda: 8.1 Approval of the Washington Early Learning Fund DBA Thrive Washington Independent Contractor Agreement for the Nurse Family Partnership Program. This is a renewal grant agreement for $100,000 from July 1, 2016 through June 30, 2017. 8.2 Approval of the 2016 Sub-Contract with Capital Region ESD 113 to provide Substance Abuse Prevention Services in our schools as part of our DSHS-Division of Behavioral Health Services grant deliverables in an amount not to exceed $20,000. 8.3 Approval of the Veterans Assistance Fund applications for Utilities $152.00 as recommended by the Veterans Service Office. 8.4 Approval for the Board to authorize the Water&Wastewater Manager job classification and allow Human Resources to proceed with the process needed to amend the non-union salary range alignment table and authorize Public Works to advertise, interview and hire to fill the position. Resolution 64-16 (Exhibit A) 8.5 Approval of the purchase and rehabilitation contract between Mason County and Homes First! for Veteran's Shelter and permanent supportive housing for low income/and or BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS October 4, 2016- PAGE 2 homeless veterans. The cost will be $100,000 provided by revenue generated from document recording fees as allowed per Engrossed Second Substitute House Bill 2163 and Substitute House Bill 2060. 8.6 Approval for the Chair to sign a three year lease for the Mason County Sheriff's Office Substation located in the Belfair Landing Complex. The rent including expenses shall remain the same as the previous lease and the only additional cost to the County will be an additional $349 per month for electricity. 8.7 Approval of the resolution establishing an Interfund Loan from ER&R(Equipment Rental & Revolving) to Current Expense for the purchase of hand held radios at a cost of$56,181.52 and half the cost of 16 new vehicles at an estimated cost of$375,000 purchased by the Mason County Sheriff's office in 2016. The interfund loan will be repaid in 2017, 2018 and 2019 through the Current Expense Budget process. Resolution 58-16 (Exhibit B) 8.8 Approval of the Interlocal Agreement between Mason County and Thurston County per RCW 71.20.110 to provide local county funding for Developmental Disabilities program services in Mason and Thurston Counties. 8.9 Approval of the Memorandum of Understanding between Mason County and Woodworkers Local Lodge W38 I.A.M. Corrections and Support Staff Collective Bargaining Unit. 8.10 Approval of the January 2016 through December 2018 Collective Bargaining Agreement (CBA) for the Woodworkers Local Lodge W38 I.A.M. representing Mason County Corrections and Support Staff. 8.11 Approval of the resolution establishing the allocation of Millage and Liquor taxes funding to the Thurston Mason Behavioral Health Organization from April 1, 2016 until terminated. Resolution 59-16 (Exhibit C) 8.12 Approval of Warrants: Claims Clearing Fund Warrant #s 8042918-8043167 $1,595,989.01 Direct Deposit Fund Warrant #s 34771-35162 $ 707,464.11 Salary Clearing Fund Warrant#s 7002197-7002239 $ 528,144.17 For a total of........................................................................... $2,831,597.29 Claims Clearing YTD Total $24,862,083.82 Direct Deposit YTD Total $10,163,664.30 Salary Clearing YTD Total $10,628,872.72 8.13 Approval of the Interagency Agreement, IAA17477 between the State of Washington Administrative Office of the Courts and Mason County Juvenile Court Services for Court Appointed Special Advocates (CASA) programs in the amount of$60,214. 8.14 Approval of the Interagency Agreement, IAA17431 between the State of Washington Administrative office of the Courts and Mason County Juvenile Court Services for BECCA Bill programs and services in the amount of$74,168. The services will be utilized to provide Truancy, At-Risk Youth, and Children in Need of Services programs per RCW 13.32A. 8.15 Approval of the contract for Professional Services between Mason County and Strengthening Foundations Counseling, LLC, to continue Functional Family Therapy services with Probation Youth and Families. 8.16 Approval to voice"No Objections"to a special occasion license for the North Bay Historical Society for an event to be held on October 8, 2016 in Allyn, WA and to have the Chair sign the application. Cmmr. Neatherlin/Sheldon moved and seconded to approve action items 8.1 through 8.16 with the removal of item 8.7 for a separate vote. Motion carried unanimously. N-aye; S-aye;J-aye. The interfund loan will be repaid in 2017, 2018 and 2019 through the Current Expense Budget process. Frank Pinter explained this item. Cmmr. Sheldon asked about the funding source. Frank said the interfund loan can be paid for by the MCSO budget and the amount will be reduced with interest at 1.52%. Cmmr. N-aye; S-Nay; J-aye. 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time— 9.1 Public Hearing to consider an Ordinance changing the speed limit on Old Belfair Highway from 45 mph to 35 mph from Milepost 0.00 to North of NE McKnight Road, approximate mile post 0.60. Dave Smith explained this item. Public Testimony: Ken VanBuskirk said he is happy the speed limit is being lowered and also mentioned dips in the road that limit site. Patty Kleist said she supports this. Testimony Closed. The Commissioners deliberated and discussed this item. Cmmr. Neatherl in/Sheldon moved and seconded to approve and an Ordinance changing the speed limit on Old Belfair Highway from 45 mph to 35 mph from Milepost 0.00 to North of NE McKnight Road, approximate mile post 0.60 and to change"Pickering" Road on the Resolution to"Old Befair Hwy". Motion carried unanimously. N-aye; S-aye;J-aye Ordinance 60-16 (Exhibit D) 9.2 Public Hearing to consider an Ordinance changing the speed limit on Agate Road from 45 mph to 35 mph in both directions, beginning at the intersection of state route 3-Milepost 0.00 through and beyond the school speed zone at Pioneer Middle School, to approximately 1.00 and the school speed zone will remain as is. Sheldon/Neatherlin moved and seconded to approve an Ordinance changing the speed limit on Agate Road from 45 mph to 35 mph in both directions, beginning at the intersection of state route 3-Milepost 0.00 through and beyond the school speed zone at Pioneer Middle School, to approximately 1.00 and the school speed zone will remain as is. Motion carried unanimously. N-aye; S-aye; J-aye Ordinance 61-16 (Exhibit E) 9.3 Public Hearing to consider a resolution approving the 2017 Annual Construction Program. Melissa McFadden explained this item and answered questions. Public Testimony: Jeff Carey spoke about this item. Testimony closed. N eatherl in/Jeffreys moved and seconded to approve the Resolution approving the 2017 Annual Construction Program with the redaction of the Homer Adams Road culvert replacement. Motion carried. N-aye; S-Nay;J-aye Resolution 62-16 (Exhibit F) 9.4 Public Hearing to consider a resolution adopting the 2017-2222 Six Year Transportation Improvement Program (TIP). Melissa McFadden explained this item and answered questions. Public Testimony: Jeff Carey spoke about this item and said that TIP CAP is trying to gain input from the citizens. Ken VanBuskirk said he appreciates TIP CAP. He thinks there would be an opportunity to use Rasor Road. He said concurrency is very important. Testimony closed. Commissioner Deliberations: Cmmr. Sheldon said he wished this plan was more specific. Cmmr. Neatherlin said he is in favor of this. Cmmr. Nealtherlin/Jeffreys moved and seconded to approve a resolution adopting the 2017-2222 Six Year Transportation Improvement Program (TIP) striking Homer Adams Road culvert replacement project. Other Business— Departments Heads and Elected Officials. 11.1 Undersheriff Barrett introduced new Jail Chief, Kevin Hanson. Chief Hanson told the Board about himself and his knowledge and experience. The Board welcomed Chief Hanson. 12. J F INTERFUND LOAN FROM ER&R TO CURRENT EXPENSE TO PURCHASE SHERIFF OFFICE HAND HELD RADIOS AND VEHICLES WHEREAS, in the 2016 budget process the Board of Mason County Commissioners approved funding for the purchase of hand-held radios at a cost of$56,181.52 and for the purchase of 16 new vehicles at a cost of$375,000,for the Mason County Sheriff's Office;and WHEREAS, it is determined that there is a need for an Interfund loan pursuant to Resolution 17-10, Interfund Loan Policy and Procedures to pay for a portion of the expense associated with the purchase of the hand held radios and vehicle;and WHEREAS,the Board of Mason County Commissioners are committed to appropriating the funding necessary to repay the Interfund loan installments associated with approval of the Interfund loan in the 2017,2018 and 2019 Current Expense budget process. WHEREAS,Thurston and Mason Counties agreed to enter into an Interlocal Agreement,Resolution #42-15 forming the TMBHO organization, effective April 1,2016; and WHEREAS,RCW 70.96A.087 provides that each City and County shall devote no less than two percent of its share of liquor taxes and profits to the support of a program of alcoholism and other drug addiction j WHEREAS,RCW 71.20.110 provides 1)In order to provide additional funds for the coordination and provision of community services for persons with developmental disabilities of mental health services;the county governing authority of each county in the state must budget and levy annually a tax (Millage)in a sum equal to the amount which would be raised by a levy of two and one half(2-1/2) } cents per thousand dollars of assessed value against the taxable property; and WHEREAS,the Board of Mason County Commissioners adopted Resolution#66-15 adopting the 2016 Mason County Budget including the allocation of Millage and Liquor Tax funding to Thurston County for Mental Health,Developmental Disabilities and Chemical Dependency services; and WHEREAS,based on the 2016 Thurston County Budget, 50%of millage funding was allocated for mental health(Regional Support Network) and substance use disorder services with the other 50%going to the Thurston Mason Developmental Disabilities program; and i WHEREAS,the TMBHO organization is now the successor to and has replaced Thurston Mason ' Regional Support Network and Chemical Dependency services created by Interlocal Agreement between Thurston County and Mason County dated October 21, 1980 assuming all obligations under RCW Chapter 71.24.
