September 27, 2016
1. Call to Order—The Chairperson called the regular meeting to order at 6:07 p.m.
2. Pledge of Allegiance—Chair Jeffreys led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim
Sheldon; Commissioner District 3 —Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 The Port of Grapeview sent their final budget.
4.1.2 The Liquor and Cannabis Board sent a special occasion license for North Bay Historical
Society and a list of Businesses with liquor and Cannabis licenses due to expire within 90
days.
4.1.3 The Freedom Foundation sent a letter regarding the Open Public Meetings Act.
4.1.4 Employment Security Department sent a letter regarding the Accessible Communities Act.
Addition: Ken Van Buskirk sent comments regarding item 8.2 on tonight's agenda.
5. Open Forum for Citizen Input—
5.1 Ken VanBuskirk asked to confirm and clarify sections of the minutes from August 29, 2016
Briefings.
5.2 Kevin Schmelzlen spoke about Rich Geiger and said he was a wonderful person. He also spoke
about Shelton to the Top. On the day of caring, they cleaned of over 20 thousand pounds of
trash. The City of Shelton donated funds to dispose of the trash. He said for approximately 24
thousand pounds of trash it was around $1000. He would like to work with more community and
service groups to make this a more county wide effort.
6. Adoption of Agenda —
Cmmr. Sheldon moved and seconded to adopt the agenda with the removal of item 8.2.
Motion failed due to lack of a second.
Cmmr. Sheldon said would like to delay this so the public will have an opportunity to learn more
about this item.
Cmmr. N eatherl in/Jeffreys moved and seconded to adopt the agenda as written. Motion
carried. N-aye; S-NAY; J-aye.
7. Approval of Minutes —August 29, 2016 briefing minutes.
Cmmr. Sheldon/Neatherlin moved and seconded to approve the August 29, 2016 as
revised adding the words"Finance Plan". Motion carried unanimously. N-aye; S-aye;J-
aye.
8. Approval of Action Agenda:
8.1 Approval for the Board to authorize Public Works/Utilities and Waste Management to accept
and sign the 2015-2017 Coordinated Prevention Grant Agreement(number W2RCPG-
maCoUW-00012) between Washington State Department of Ecology and Mason County
Utilities Management for solid waste programs.
8.2 Approval for the Board to authorize the Deputy Director/U &W Manager to submit a grant
application to the Department of Ecology for design of Belfair Phase 2 collection system.
8.3 Approval for the Board to authorize Public Works/U &W Management to use the County
Municipal Research and Services Center (MRSC) Roster to select and enter into agreement(s)

for electrical and software installations and repair services during the 2016 and 2017 calendar
years.
8.4 Approval to set a public hearing on October 11, 2016 to consider the sale of real property
located at 180 E. Peebles Court, Shelton (parcel 32127-54-00110).
8.5 Approval of the Interlocal Agreement between Mason County and Mason Transit Authority
(MTA) allowing MTA continued use of the William 0. Hunter Park as a bus stop and
authorizing MTA to replace the current bus stop shelter.
8.6 Approval of the professional services contract amendment between Mason County and Robert
Droll, Landscape Architect, for design, engineering, bidding, permitting and project
management services for Sandhill Park Fields 1 and 2 Improvement project funded in part
through a grant from the Washington State's Recreation and Conservation Office (RCO).
8.7 Approval of the contract with Pacific Security for armed and unarmed weapons screening for
courthouse and campus security. The estimated one year cost for basic services is $139,478
unless the county requires additional security coverage and shall start on October 1, 2016 and
end on September 30, 2017
8.8 Approval of the Veterans Assistance Fund Applications for Food $150.00 and Utilities $158.99
for a total of$308.99 as recommended by the Veterans Service Office.
8.9 Approval to authorize Public Works, Utilities &Waste (U &W) Management Division, to use the
County Municipal Research and Services Center (MRSC) Roster to select and enter into an
agreement for Water and Wastewater Management Services.
Item 8.2 &8.6 will be removed for separate votes.
Cmmr. Neatherlin/Sheldon moved and seconded to approve action items 8.1
through 8.9 with the exception of Item 8.2 and 8.6 for separate votes. Motion
carried unanimously. N-aye; S-aye; 3-aye.
Cmmr. Neatherlin would like to discuss Item 8.6 first.
Jeff Vrabel said $450,000 and $225,000 is a RCO grant with a county match. Mr. Vrabel said
this item is just a time"extension"to complete the project.
Item 8.6 Approval of the extension of the professional services contract amendment between

professional services contract amendment between Mason County and Robert

Item 8.2 Approval for the Board to authorize the Deputy Director/U &W Manager to submit a
grant application to the Department of Ecology for design of Belfair Phase 2 collection system.
Jerry Hauth explained this item this item. He said there is a deadline for this grant so they
wanted to get this moved forward at this time.

Questions:
Ken VanBuskirk asked about Phase 2 and said phasing was eliminated in 2011.
There was a discussion about this item.
Public Testimony:
Ken VanBuskirk said he would like this tabled until after the election. Belfair can't afford
anymore construction and it needs a break. He asked the residents be notified. He urges
the Board to not commit to something that may turn into a disaster.
Testimony Closed.
Commissioner Deliberation:
Cmmr. Sheldon echos what Mr. VanBuskirk stated. He said he would like to hold off on this
item until after the election. He stated the Belfair UGA is too large to service. He said he is
not voting for this and he would like to inform the citizens and receive some feedback from
the public.
Cmmr. Neatherlin said he agrees with Cmmr. Sheldon and added that the previous
Commission has obligated this County. He said there were tons of public meeting at the time
this was decided. He said there are obligations that now need to be fulfilled.
Cmmr. Sheldon said if they go forward with this, it will add more debt. He would like to hear
from others regarding this item. He thinks it's prudent to wait until after the election.
Cmmr. Jeffreys stated that the system needs to be expanded into areas that are zoned for
expansion and invite expansion. She said this grant will not be available for another two
years. She encourages growth and invites growth the County needs to be able to
accommodate it. She will support this.
Cmmr. Sheldon said there are other options.

authorize the Deputy Director/U &W Manager to submit a grant application to
the Department of Ecology for design of Belfair Phase 2 collection system. Motion

9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—There were no public hearings.
10. Other Business (Department Heads and Elected Officials)—There was no other business.
11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
12. Adjournment—The meeting adjourned at 7:05 p.m.
