September 20, 2016
1. Call to Order—The Chairperson called the regular meeting to order at 9:04 a.m.
2. Pledge of Allegiance—Annette McGee led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim
Sheldon was absent; Commissioner District 3 —Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 The liquor and Cannabis Board sent a special occasion application for Sunrise Equine Rescue.
4.1.2 Steven Rose applied for the Historical Preservation Commission.
4.2 News Release/Mason County Historic Preservation Commission-Michael MacSems read the
news release regarding three open positions on the Historic Preservation Commission.
4.3 Timberline Regional Library Update-Cheryl Heywood introduced Jenny Grenfell manager of
the North Mason Library. Ms. Heywood spoke about some of their new programs and
upcoming events.
4.2 Dave Windom introduced Kristopher Nelson, the new Permitting Manager.
5. Open Forum for Citizen Input—
5.1 Steve Andrewski spoke about OysterFest and reminded everyone that money from Oyster Fest
goes back to the Community. OysterFest will be held October 1 and 2, 2016.
6. Adoption of Agenda - Cmmr. Neatherlin/Jeffreys moved and seconded to adopt the agenda
as published. Motion carried. N-aye; S-Absent; J-aye.
7. Approval of Minutes— September 12, 2016 briefing minutes.

8. Approval of Action Agenda:
8.1 Approval for Chair to sign the County Road Administration Board Rural Arterial Program
(RAP) Final Prospectus and all other pertinent documents for a county road culvert
replacement project on North Island Drive.
8.2 Approval for the Board to authorize the following: 1. Public Works/UW Management to
advertise a Request for Proposals (RFP) to obtain a contract to provide grinder pump
maintenance services to single family residential properties that connect to the North Bay
Case Inlet or Belfair Sewer Systems; and authorize Public Works to interview, select and
execute the contract. Selection will be announced at a regular Commission meeting.
8.3 Approval to jointly award the Community Development Block Grant (CDBG) in the amount of
$30,000 to the Economic Development Council of Mason County $20,000 and North Mason
Chamber of Commerce $10,000; providing community outreach and program education
throughout the County.
8.4 Approval of the contract with OSG Dozing, LLC. for the Mason County Recreation Area
(MCRA) Infield Renovation fields 6 and 7 project to be funded in part through a grant from
the State Recreation and Conservation Office (RCO).
8.5 Approval to adopt the Mason County Social Media Policy, Blogging Policy, Facebook
Standards and Twitter Standards.
8.6 Approval to set a public hearing for October 11, 2016 at 9:30 a.m. to consider a code
amendment for Low Intensity Mixed Use in the Shelton Urban Growth Area.

8.7 Approval of the Veterans Assistance Fund applications for: Necessity Items $450.00; Utilities
$848.18; and Housing $650.00 for a total of$1,948.18 as recommended by the Veterans
Service Office.
8.8 Approval to allow signature authority to the Community Services Director for Consolidated
Contract Amendments for changes in contracts not exceeding $15,000.
8.9 Approval for the Board to sign a letter of support for Mason Transit Authority to Washington
State Department of Transportation to support MTA's funding efforts through the Public
Transportation Consolidated Grant Program for the 2017-2019 biennium.
8.10 Approval to set a public hearing for October 11, 2016 at 9:30 a.m. to consider rezoning two
parcels from Rural Industrial (RI) to Rural Commercial 5 (RC5). Parcels are located adjacent
to SR119 west of Hoodsport (parcel 42210-34-90020 and 42210-34-90010).
8.11 Approval to set a public hearing for October 11, 2016 at 9:30 a.m. to consider rezoning
parcel # 12233-50-00009 from Rural Industrial to Rural Commercial 5.
8.12 Approval to set a public hearing for October 11, 2016 at 9:30 a.m. to consider correcting a
mapping error for a parcel mapped as"Long Term Commercial Forest"that is designated as
"In-Holding Lands"(parcel 61936-11-00040).
8.13 Approval of Warrants:

Cmmr. Neatherling/Jeffreys moved and seconded to approve action items 8.1 through
8.13 as presented. Motion carried. N-aye; S-Absent;J-aye.
9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—
9.1 Public Hearing to take public comment on awarding the Solid Waste Drop Box Haul Service
Agreement to Mason County Garbage Company, Inc. out of Shelton, for collection and hauling of
solid waste drop boxes from the Belfair, Hoodsport and Union stations to the main Solid Waste
Transfer Station on Eels Hill Road.
Melissa McFadden explained this item and explained the scoring criteria. She requested the
Board approve awarding the contract to Mason County Garbage, Inc.
Questions:
Cheryl Williams asked when this would expire.
Melissa McFadden said at this time they are still working on the contract.
There was no public testimony.
Cmmr. Neatherling/Jeffreys moved and seconded to approve awarding the Solid Waste

10. Board's Reports and Calendar—-The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
11. Other Business (Department Heads and Elected Officials)Board's Reports and Calendar
11.1 Jeff Vrabel read a News Release regarding Mason County Recreational Area (MCRA) Fields 6 and
7 projects.
11.2 Sheriff Salisbury announced that Chief Tom Haugen passed away over the weekend. He asked
everyone remember Chief Haugen. He said it's a huge loss.
Cmmr. Jeffreys said Mr. Haugen had worked for the County for 30 years.
Cmmr. Neatherlin and Jeffreys asked for a moment of silence to remember Tom Haugen.
Everyone in the room took a moment of silence to remember Tom Haugen.
11.3 Dave Windom announced that the burn ban has been lifted.
12. Adjournment—The meeting adjourned at 9:59 a.m.
