HomeMy WebLinkAbout2016/09/06 - Regular BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS SEPTEMBER 6, 2016 1. Call to Order—The Chairperson called the regular meeting to order at 9:01 a.m. 2. Pledge of Allegiance— Chair Jeffreys led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon; Commissioner District 3—Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 The Liquor Control Board sent applications for Mason General Hospital Foundation, Shelton High School Touchdown Club, Bent Bine Brew Company and Belfair Grocery. 4.1.2 Janet O'Conner sent a letter regarding Wave Cable. 4.1.3 Hood Canal Improvement sent a letter regarding E. Dalby Road repair. 4.2 Presentation of 2017 Budget Requests. Presented by Leo Kim. Leo Kim explained the process and compliance regarding budgets. He confirmed that the numbers are not projected but submitted. Cmmr. Sheldon confirmed that revenue is down 8% and expenses up 3.4% and said it's going to be a hard budget. Chair Jeffreys stated that the information will be available on the Auditor's website. 4.3 Proclamation: Chair Jeffreys read the proclamation for National Preparedness Month and presented it to Ross McDowell. 5. Open Forum for Citizen Input— 5.1 Kristin Fabry, Executive Director of Mason County Historical Society spoke about land needed for a new heritage museum. She requested approximately 10 acres of land along Highway 101 and West Dayton Airport Road. She stated they have an abundance of donated historical items although they are in storage and cannot be displayed as the current museum location doesn't have the space. She stated this would be a benefit for tourism as well. 5.2 Steve Bloomfield said he is on board with the Historical Society. He spoke about land next to Public Works. 5.3 Annette McGee spoke about the Historical Society. She stressed the need for space for donated items. She reiterated that she is not asking for money but asking for County owned land. Cmmr. Sheldon reiterated that the County has owned this property since 2005 and a hotel can build on leased land as well. He also mentioned Rahn Redmond's letter. 5.4 Neal Winders spoke about Friends of the Park. He said they are withdrawing assistance for fields 6 &7 project. Frank Pinter said they are still working on the Memorandum of Understanding (MOU). Cmmr. Neatherlin said the Board hasn't seen the MOU yet. 6. Adoption of Agenda - Cmmr. Approval of Minutes—August 8, 15 &22 briefing minutes and July 26 &August 16 &23, 2016 regular meeting minutes. Cmmr. Sheldon/Neatherlin moved and seconded to approve the August 8, 15 &22 briefing minutes and July 26 &August 16 & 23, 2016. Motion carried unanimously. N- aye; S-aye; 3-aye. 8. Approval of Action Agenda: 8.1 Approval to appoint James Thomas to the Planning Advisory Commission for term ending July 31, 2018. 8.2 Approval to appoint Adin Welander and Leanna Krotzer to the Mason County Parks and Trails Advisory Board for terms ending September 6, 2020. 8.3 Approval to award $450,000 for 2016 for the Belfair Sewer from the Rural County Sales & Use Tax Fund (.09) for the annual Phase 1 capital project related debt service. 8.4 Approval to award the Mason County Historical Society a $5000 from the Summer 2016 Heritage Grant to preserve historical Forest Festival film on DVD for public viewing. 8.5 Approval of the Veterans Assistance Fund applications for Housing $1,000 as recommended by the Veterans Service Office and per Resolution 35-16. 8.6 Approval for the Board to authorize Equipment Rental &Revolving (ER&R) to declare certain County vehicles as surplus and dispose of the vehicles at the Washington State Surplus Sales. 8.7 Approval for the Board to set a public hearing for October 4, 2016, at 9:30 a.m. to consider a speed limit changes on Old Belfair Hwy milepost 0.00-0.60; from 45 miles per hour to 35 miles per hour. 8.8 Approval for the Board to set two public hearings for Tuesday, October 4, 2016 at 9:30 a.m. to receive public comment on the following: 1. 2017 Annual Construction program 2. 2017-2022 6 year TIP (Transportation Improvement Program) 8.9 Approval of Warrants: Claims Clearing Fund Warrant#s 8041930-8042185 $1,626,564.29 Claims Clearing YTD total $22,239,141.21 Direct Deposit YTD total $ 8,160,210.40 Salary Clearing YTD total $ 8,719,355.05 8.10 Approval for the Board to set a public hearing on October 4, 2016 at 9:30 a.m. to consider a speed limit change on Agate Road Milepost 0.00-1.00; from 45 miles per hour to 35 miles per hour. Item 8.4 will be removed for a separate vote. Conley Watson asked if Item 8.2 is regarding the Metropolitan Parks District(MPD). Chair Jeffreys said no. Annette McGee asked if the Parks Board would dissolve if the Metropolitan Parks District is in effect. Chair Jeffreys said no and explained if the MPD is approved it could take up to a year to negotiate the details. Cmmr. Neatherlin/Sheldon moved and seconded to approve action items 8.1 through 8.10 except for items 8.1 and 8.3 to be removed for a separate vote. Motion carried unanimously. N-aye; S-aye;J-aye. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS September 6, 2016 - PAGE 3 Item 8.3 Approval to award $450,000 for 2016 for the Belfair Sewer from the Rural County Sales &Use Tax Fund (.09) for the annual Phase 1 capital project related debt service. Frank Pinter explained this item and said the revenues vary annually. He said in rural counties there is a rebate from the state from taxes and is to be used for infrastructure. Annette McGee said she questions using tax payer money to pay for something started by the Commissioners in only one district. Testimony: Cmmr. Sheldon said he is not voting for this. Cmmr. Neatherlin said this .09 fund has been in effect for many years and it's important that Belfair doesn't collapse as it will impact all of Mason County. Cmmr. Jeffreys commented on this. She said it encourages growth. She is supportive of item 8.3. The Board had a discussion regarding this item. Cmmr. Sheldon moved to approve to award $250,000 for 2016 for the Belfair Sewer from the Rural County Sales&Use Tax fund (.09) for the annual Phase 1 capital project related debt service. Motion failed due to lack of a second. Cmmr. N eatherl in/Jeffreys moved and seconded to approve item 8.3 Approval to award $450,000 for 2016 for the Belfair Sewer from the Rural County Sales&Use Tax Fund (.09) for the annual Phase 1 capital project related debt service. Item 8.4 Approval to award the Mason County Historical Society a $5000 from the Summer 2016 Heritage Grant to preserve historical Forest Festival film on DVD for public viewing. Michael MacSems explained this item. Annette McGee said she doesn't like the verbiage as it's more than only Forest Festival film. Cmmr. Neatherl in/Sheldon moved and seconded to approve action items 8.4 Approval to award the Mason County Historical Society a $5000 from the Summer 2016 Heritage Grant to preserve historical film on DVD for public viewing. Motion carried unanimously. N-aye; S-aye; J-aye. 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time— 9.1 Public Hearing to consider a Private Line Occupancy permit for Ed and Susan Bye Trust. Staff: Loretta Swanson Cmmr. Neatherlin/Sheldon moved and seconded to approve a private line occupancy permit for a new utility crossing under Triton Head Drive at 120 N. Triton Head Drive (parcel 22406-50-00011)for the Edward and Susan Bye Trust. Motion carried unanimously. N-aye; S-aye;J-aye. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
