HomeMy WebLinkAbout2016/08/02 - Regular BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS August 2, 2016 1. Call to Order—Vice Chair Sheldon called the regular meeting to order at 9:00 a.m. 2. Pledge of Allegiance—Conley Watson led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon; Commissioner District 3 —Terri Jeffreys was absent. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 The Liquor &Cannabis Board sent a liquor license application for The Bistro at Lakeland Village. 4.1.2 C. Paul Gregory sent a letter regarding property on North Shore Road. 4.1.3 Cascade Resource Management sent a letter pertaining to seedling survival and scotch broom treatment. 5. Open Forum for Citizen Input— 5.1 Bob Harris thanked the Mason County Sheriff's Office (MCSO) and the Board for the work on the MCSO office budget. He said he sees a lot of negativity although he thinks it's important to realize that a lot has been accomplished and he appreciates the MCSO. He said the sheriff's budget has increased by 40%. He said they have 8 new deputies and the addition of the North Mason precinct which is wonderful. He said the MCSO is outstanding. He also said the Sheriff's office has approximately 40 new vehicles, new corrections officers and pay increases for command staff and deputies. He said it bothers him that Sheriff Salisbury keeps asking for more and more money and is now asking for a salary increase for himself. He thinks putting this on a ballot to let the public decide if the Sheriff should get a raise is a good idea. He also suggests that the Sheriff should also pay for putting this one the ballot. 6. Adoption of Agenda - Cmmr. Neatherlin/Sheldon moved and seconded to adopt the action agenda with the removal of Item 8.6 as this item is not ready for adoption at this time. Motion carried. N-aye; S-aye; J-Absent. 7. Approval of Minutes—July 25, 2016 briefing minutes and June 14, 21 &28 regular meeting minutes. Cmmr. Neatherlin/Sheldon moved and seconded to approve the July 25 briefing minutes and June 14, 21 &28 regular meeting minutes. Motion carried. N-aye; S-aye;J-Absent. 8. Approval of Action Agenda: 8.1 Approval of amendment #1 revising the Professional Services Agreement (PSA) executed on January 27, 2016 between Mason County and Capitol Land Trust serving as the lead for the acquisition of the property detailed in the Coulter Creek Phase II project. This amendment corrects and clarifies terms specific to payment, indemnification and expenses as well as new terms including: Order of Precedence, Funding Source, Progress Reports, Work Product, Public Records, Ethics in Public Service and Entity Identification. 8.2 Approval of the resolution to authorize County Road Project(CRP) 2010-Arcadia Road, Hot-Mix- Asphalt overlay projects and authorize the Chair to sign all pertinent documents and to authorize Public Works to advertise, set bid opening date/time and award contact. The contract award will be announced at a regular Commission meeting. Resolution 47-16 (Exhibit A) 8.3 Approval of the resolution authorizing the Clifton Lane Road Closure (milepost 0.00 to 0.200) from 6:00 a.m. to 10:00 p.m. for the annual"Taste of Hood Canal"on August 13, 2016. Resolution 48-16 (Exhibit B) BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS August 2, 2016 - PAGE 2 8.4 Approval of the Veterans Assistance Fund applications for: Utilities $342.46 as recommended by the Veterans Service Office. 8.5 Approval for the Information Services (IS) Manager to purchase a new telephone/communications system from Avaya Communications Solution for the amount of $224,114.46 which includes the first year of support; and to authorize the IS Manager to sign the purchase agreement. Item 8.5 Frank Pinter clarified this agreement is with Cerium (for Avaya communications system) and the actual cost will be $250,043.09 for both components with a 1.2% interest rate. Cmmr. Neatherl in/Jeffreys moved and seconded to approve action items 8.1 through 8.8 except for the previously removed item 8.6 and item 8.5 as corrected. Motion carried. N-aye; S-aye;3-Absent. 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time— No public Hearings. 10. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. Michael Henrich introduced himself. He is a new reporter at The Mason County Journal. He moved here from Connecticut and prior to that he worked in Montana for 12 years. He said is thrilled to be here. Cmmr. Sheldon reiterated what he said about the Open Public Meetings Act(OPMA) last week. He said he thinks it's important to follow the rules of the OPMA. 11. Other Business (Department Heads and Elected Officials)—There was no other business. 12.
