July 12, 2016
1. Call to Order—The Chairperson called the regular meeting to order at 9:01 a.m.
2. Pledge of Allegiance—Jeremy Hicks led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim
Sheldon; Commissioner District 3 —Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 The Liquor and Cannabis Board sent a special occasion application for Colony Surf Club.
4.1.2 Michael and Dorthea Gilbreath and Heather West sent an objection letter regarding a rezone
on McEwan Prairie Road.
4.1.3 Crossroads Housing sent a letter regarding grant funding.
4.1.4 Kathy Geist applied for the Thurston Mason Behavioral Health Organization.
4.2 Proclamation: Chair Jeffreys read the Proclamation re: REV Up Disability Vote Count and
presented it to Auditor Karen Herr.
Karen Herr introduced Becky and Kevin Frankeburger and Chuck Orthmann and thanked them for
their efforts.
5. Open Forum for Citizen Input—
5.1 Charles Orthmann passed out literature to the Board and spoke about the Voter Accessibility
Advisory Committee. He would like to further educate the public on how important voting is.
5.2 Kevin Frankeberger spoke about making the world a better place and the need for public voting.
He wants to remove barriers and make voting accessible to all.
5.3 Jacob Rufer spoke about statutes and regulations and how difficult they can be. He objects to
the EDC proposal.
6. Adoption of Agenda - Cmmr. Sheldon/Neatherlin moved and seconded to adopt the agenda
as published. Motion carried unanimously. N-aye; S-aye;J-aye.
7. Approval of Minutes—There were no minutes to approve.
8. Approval of Action Agenda:
8.1 Approval for the Board to approve the Juvenile Detention Alternative Initiative Grant Application
for 2016-2017 in the amount of$22,000.00 and for the Chair to sign the application prior to
submission. These grant funds will enable the County to provide staff support and create and
implement alternative programming in lieu of detention. There are no matching fund
requirements for this grant. Sept 21 opiate use in Mason County.
8.2 Approval of Warrants:

8.3 Approval to set a public hearing for July 19, 2016 at 9:30 a.m. to take public comment on
placing a ballot proposition on the 2016 general election ballot to form a Mason County
Metropolitan Park District.
Cmmr. Neatherlin/Sheldon moved and seconded to approve action items 8.1 and 8.2 and
remove item 8.3 for a separate vote. Motion carried unanimously. N-aye; S-aye; J-aye.
Item 8.3 Approval to set a public hearing for July 19, 2016 at 9:30 a.m. to take public comment on
placing a ballot proposition on the 2016 general election ballot to form a Mason County Metropolitan
Park District.
Cmmr. Sheldon said he has concerns about this and would like more time for more discussion. He
thinks this is too early and will not be voting to have this hearing.
Cmmr. Neatherlin said this is only to set a hearing. If the public decides they want a parks district it
will be their choice.
Cmmr. Jeffreys would love to hear from the public and a hearing is a way to do that.
Testimony:
Jacob Rufer asked questions about territorial extent of this proposal.
Steve Andrewski said to give public time to review this, he hopes the Board will consider having this
at an evening and daytime meeting.
Cmmr. N eatherl in/Jeffreys moved and seconded to set a public hearing for July 19, 2016
take public comment on placing a ballot proposition on the 2016 general election ballot
to form a Mason County Metropolitan Park District and to extend the comment period to
an evening meeting if the public chooses. Motion Carried. N-aye; S-NAY; J-aye
Cmmr. Sheldon said this is one of the most rushed jobs he's seen in all the Commission meetings he
has attended.
The Board spoke about this item and shared information.
9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—
9.1 Public Hearing to consider adopting an ordinance adding a chapter to County Code Chapter 14,
relating to the sale and discharge of fireworks.
Dave Windom explained this item and the proposed changes.
Jeremy Hicks said he works for North Mason Fire District. He explained the details of the
proposed ordinance. He said this ordinance mirrors state law and the only addition is the
emergency clause. He stated they cannot restrict fireworks on tribal land.
Public Testimony:
Jack Huggins said he is concerned for the people and organizations that have planned ahead and
then fireworks are banned and then they have lost money.
Steve Andrewski said he understands because he does Oysterfest and he knows it's a risk. He
said they will still have fireworks unless it's an emergency situation and deemed unsafe.

Jack Bassbinder said people do fireworks before July 4th and continue after.
Karen Gower commented on this proposed ordinance. She said Bans don't work. She thinks
some of the wording in the ordinance needs to be changed.

The Board had a discussion.
Tim Whitehead answered questions from the board regarding"wording"
Cmmr. Sheldon/Neatherlin moved and seconded to adopt an Ordinance adding a
chapter to County Code Chapter 14, relating to the sale and discharge of fireworks
and omitting the words"or prohibiting"in Section 14.19.050. Motion carried
unanimously. N-aye; S-aye;J-aye
10. Boards Reports and Calendar—The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
11. Other Business-David Windom
