July 5, 2016
1. Call to Order—The Chairperson called the regular meeting to order at 9:00 a.m.
2. Pledge of Allegiance—Ina Culberson led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim
Sheldon; Commissioner District 3 —Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Jon Decker applied for the Solid Waste Advisory Committee.
4.1.2 Michaela Forbes sent a letter regarding speed bumps on Walker Park Road.
4.1.3 The Bureau of Indian Affairs sent a letter regarding Title 25 and "In Trust"properties.
4.1.4 Jill Himlie applied for the Thurston Mason Behavioral Health Organization.
5. Open Forum for Citizen Input—There was no citizen input.
6. Adoption of Agenda - Cmmr. Sheldon/Neatherlin moved and seconded to adopt the agenda
as published. Motion carried unanimously. N-aye; S-aye; J-aye.
7. Approval of Minutes—June 20, 2016 briefing minutes
Cmmr. Neatherlin/Sheldon moved and seconded to approve the June 20, 2016 briefing
minutes . Motion carried unanimously. N-aye; S-aye;J-aye.
8. Approval of Action Agenda:
8.1 Approval to voice no objection to the Special Occasion application for Allyn Community
Association for events to take place on July 15-17, 2016 at Allyn Waterfront Park and for the
Chair to sign all pertinent documents.
8.2 Approval of the Professional Services Contract Amendment #3 with Edward L. Mund authorizing
Mr. Mund to provide Public Health Emergency Response planning and training services for the
amount of$60.00 per hour for a maximum consideration of$10,000.00 through June 30, 2017.
There is no match requirement or County expense.
8.3 Approval of the resolution amending Resolutions 140-00 and 124-06 allowing County offices and
Departments to charge a returned item fee in the amount of$40.00 for all returned payment
types. Resolution 37-16 (Exhibit A)
8.4 Approval for the Board to authorize Public Works to use the Municipal Research and Service
Center(MRSC) Consultant Roster to select and enter into a contract with a consultant to assist
with creating the County Road Safety Plan and authorize the Chair to sign all pertinent
documents.
8.5 Approval of the Veterans Assistance Fund applications for: Necessity Items $300.00; Utilities
$486.26 and Housing $827.11 for a total of$1613.37 as recommend by the Veterans Service
Office.
8.6 Approval of the resolution authorizing the Chair to sign the Local Agency Financing Contract
Series 2016B, Local Agency Tax Certificate, Certificate Designating Authorized Agency
Representative and documents to bind the Local Option Capital Asset Lending (LOCAL) program
funds for the purchase of the Voice Over Internet Protocol and Laserfische systems.

8.7 Approval of the Request for the Proposals for the Mason County Professional Services Contract
for real estate services. The current contract with Richard Beckman Realty will expire on
September 30, 2016.

8.8 Approval of the resolution authorizing the distribution of the Public Utility District Excise Tax, per
RCW 54.28.090. The Mason County Current Expense Fund will receive $619,346.94 and the
City of Shelton will receive $78,233.45. Resolution 39-16 (Exhibit Q
8.9 Approval of the State Homeland Security Program Fiscal Year-15 Grant Contract E16-221 for
$13,001.00 from the Washington State Military Department and U.S. Department of Homeland
Security for performance period 9-1-2015 through 3-31-2017; and to authorize Ross McDowell
to sign the grant agreement.
8.10 Approval of Warrants:

Cmmr. Sheldon clarified that the agreement for Item 8.6 says"for an amount not to exceed
$300,000.00".
Cmmr. Neatherlin/Sheldon moved and seconded to approve action items 8.1 through
8.10. Motion carried unanimously. N-aye; S-aye; J-aye.
9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—There are no public hearings.
10. Board's Reports and Calendars-The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
11. Other Business (Department Heads and Elected Officials) —There was no other business

AMENDS RESOLUTION NO.140-00&RESOLUTION NO.124-06
ALLOWING COUNTY OFFICES&DEPARTMENTS
TO CHARGE A RETURNED ITEM FEE FOR ALL RETURNED PAYMENT TYPES
WHEREAS, it is a convenience to the public to be allowed to make payments to the County in the form of
a check,cashier's check, money order or by electronic means(debit/credit card,electronic check);
WHEREAS, it has been determine that charging a returned item fee on all forms of payment types
requiring reprocessing is necessary to recover some of the labor, handling costs and bank fees;
WHEREAS,the Mason County Treasurer is recommending the returned item fee be increased to$40,00;
NOW,THEREFORE, be it hereby resolved that Mason County offices and departments are authorized to
make a charge of forty dollars($40.00)to reprocess returned payment items effective July 15,2016;
BE IT FURTHER RESOLVED,that each County office or department shall receive a copy of this resolution
and shall post a notice to this effect within view of the public within their office or department.

Authorization for the acquisition of personal property and execution of
a financing contract and related documentation relating to the
acquisition of Equipment
WHEREAS,Mason County(the"Local Agency")has executed a Notice of Intent to the Office of State
Treasurer,in the form attached hereto as Annex I(the"NOI"),in relation to the acquisition of and the financing of
the acquisition of the Property,as defined below,under the provisions of RCW eh 39.94;and
WHEREAS,it is deemed necessary and advisable by the Commission of the Local Agency that the Local
Agency acquire the equipment and/or personal property identified on Annex 1 attached hereto("Property");and
WHEREAS,it is deemed necessary and advisable by the Commission of the Local Agency that the Local
Agency enter into a Local Agency Financing Contract with the Office of the State Treasurer,in the form attached
hereto as Annex 2(the"Local Agency Financing Contract"),in an amount not exceed$350,000.00 plus related
financing costs in order to acquire the Property and finance the acquisition of the Property;
WHEREAS,the Local Agency will undertake to acquire and/or improve the Property on behalf of and as
agent of the Washington Finance Officers Association(the"Corporation")pursuant to the terms of the Local
Agency Financing Contract,and in accordance with all applicable purchasing statutes and regulations applicable to
the Local Agency;and
WHEREAS,the Local Agency desires to appoint the individuals set forth in Annex 3 as the representatives
of the Local Agency in connection with the acquisition of the Property and execution of the Local Agency Financing
Contract(each an"Authorized Agency Representative");
NOW,THEREFORE,BE IT RESOLVED,by the Commissioners of Mason County as follows:
Section I.The individuals holding the offices or positions set forth in Annex 3 are each hereby appointed
as a representative of the Local Agency in connection with the acquisition of the Property and execution of the Local
Agency Financing Contract and all other related documents. A minimum of two Authorized Agency
Representatives shall be required to execute any one document in order for it to be considered duly executed on
behalf of the Local Agency.
Section 2.The form of the Local Agency Financing Lease attached hereto as Annex 2 is hereby approved
and the Authorized Agency Representatives are hereby authorized and directed to execute and deliver the Local
Agency Financing Contract,in an amount not to exceed$350,000 plus related financing costs,and in substantially
the form attached hereto with such changes as may be approved by the Authorized Representatives,for the
acquisition of the Property and financing of the acquisition of the Property.
Section 3.The Local Agency hereby authorizes the acquisition of the property as agent of the Corporation
in accordance with the terms and provisions of the Local Agency Financing Contract.
Section 4.The Authorized Representatives are hereby authorized to execute and deliver to the Office of
State Treasurer all other documents,agreements and certificates,and to take all other action,which they deem
necessary or appropriate in connection with the financing of the property,including,but not limited to,any
amendment to the NOI,any tax certificate and any agreements relating to initial and ongoing disclosure in
connection with the offering of securities related to the financing.
Section 5.This resolution shall become effective immediately upon its adoption..

Resolution ofthe Local Agency adopted/passed at a regular meeting of the Board of Commissioners held on the
