JUNE 28, 2016
1. Call to Order—The Chairperson called the regular meeting to order at 6:00 p.m.
2. Pledge of Allegiance—Chair Jeffreys led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim
Sheldon; Commissioner District 3 —Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 William Kysor and Linda Amar applied for the Thurston Mason Behavioral Health Organization
Advisory Board.
4.1.2 Amy Wilson expressed concern over a land swap on Angleside.
4.1.3 Steve VanDenover resigned from the Planning Advisory Committee.
4.2 Melissa McFadden announced the Contract Award: 2016 Hot-Mix Asphalt Overlay (County
Road Project 2002-2003). Miles Sand and Gravel was awarded the contract.
4.3 Jeff Vrabel read the News Release regarding Mason County Parks &Trails Advisory Board
Vacancies. The Board meets the first Tuesday of each month.
4.4 Barbara Adkins read the news release regarding a Planning Advisory Commission Vacancy for
District 1.
5. Open Forum for Citizen Input—
5.1 Neal Winders, Director of Friends of the Parks spoke about the TPL survey and the Metropolitan
Parks District(MPD). He would like feedback and an update.
The Board agreed this will be discussed soon.
5.2 Monte Ritter spoke about RCO grants.
5.3 Teri King announced the 4th of July event at Walker Park and invited the community to attend.
6. Adoption of Agenda - Cmmr. Sheldon/Neatherlin moved and seconded to adopt the agenda
as amended adding a new item 11.1 pertaining to the Skokomish Watershed Action letter
of support for a grant. Motion carried unanimously. N-aye; S-aye; J-aye.
7. Approval of Minutes—June 13, 2016 briefing minutes.
Cmmr. Neatherlin/Sheldon moved and seconded the June 13, 2016 briefing minutes.
Motion carried unanimously. N-aye; S-aye;J-aye.
8. Approval of Action Agenda:
8.1 Approval of the 2016 Program Agreement (Court Commissioner) with the Washington State
Department of Social and Health Services, Division of Child Support to expire on June 30, 2021.
This agreement is necessary to maintain funding. The current agreement expires June 30,
2016.
8.2 Approval of the amendment for the Voluntary Stewardship Program grant; funded through the
Washington Conservation Commission; adding $120,000 to the current grant and extends the
end date from June 30, 2016 to June 30, 2017.
8.3 Approval to set a public hearing on Tuesday, July 19, 2016 at 9:30 a.m. to consider proposed
speed limit changes on Pickering Road.

replacernent/upgFade project and payffient will be applied te the Rustleweed Account 111.
8.5 Approval of the sub-recipient agreement with The Community Action Council of Lewis, Mason
and Thurston Counties for service provision under a Public Services Washington State
Community Development Block Grant(CDBG). This project is fully funded by the CDBG grant.

8.6 Approval of the sub-recipient agreements with Enterprise for Equity and Washington State
University Extension Office for the"Building Connections-Strengthening Businesses in Mason
County"project.
8.7 Approval of the 2016-2017 recommendations for the Housing Fund contract allocations (ESHB
2060 &ESHB 2163) as follows:

8.8 Approval to extend the Interagency Agreement(K1237) between Mason County and
Washington State Department of Enterprise Services for engineering and architectural services
related to the energy efficiency upgrades at the Mason County Jail. The current agreement is
set to expire on June 30, 2016 and this amendment extends the expiration date to December
31, 2017.
8.9 Approval of the Participating Agreement number 16-PA-11060900-006 between the U.S.
Department of Agriculture and Mason County Noxious Weed Control Board for the amount of
$20,000 for the period from July 1, 2016 through September 30, 2021 for a project to stop the
spread and reduce the existing populations of invasive plants to prevent negative impacts on
watershed functions, wildlife habitat, human and animal health and recreational activities.
8.10 Approval of the Veterans Assistance Fund applications for: Necessity Items $150.00; and Utilities
$586.86 for a total of$736.86 as recommended by the Veterans Service Office.
8.11 Approval of the resolution amending Resolution 13-16 (Veterans Assistance) allowing staff to
issue checks without prior Commission approval in those weeks there is no Commission
meeting. Resolution 35-16 (Exhibit A)
8.12 Approval of the January 2016 through December 2018 Collective Bargaining Agreement for the
Teamsters Union Local 252 representing Mason County Appraisers Unit.
8.13 Approval of the letter to The Washington State Department of Transportation regarding the
Shelton Hills Project.
8.14 Approval of the letter of support to Peninsula Community Health Services to expand health
services to Belfair.
Cmmr. Sheldon commented on item 8.13.
Cmmr. Neatherlin commented on items 8.9, 8.11, 8.13 and 8.14.
Cmmr. Jeffreys explained item 8.14.
Cmmr. Neatherl in/Sheldon moved and seconded to approve action items 8.1 through
8.14 excluding item 8.4 which was previously removed. Motion carried unanimously. N-
aye; S-aye; J-aye.
9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—
9.1 Public Hearing to consider the sale of surplus property located at 330 Panorama Drive Shelton,
WA (Parcel 32021-56-01026). Staff: Frank Pinter.

Frank Pinter explained this item. The documentation is on the website.
There was no public testimony.
Cmmr. Neatherlin/Sheldon moved and seconded to approve the sale of real property
located at 330 Panorama Drive, Shelton, WA(parcel 32021-56-01026) for the
amount of$3000 to Bobby Gonzales. Motion carried unanimously. N-aye; S-aye; J-
aye. Resolution 36-16 (Exhibit B)
10. Boards Reports and Calendars—The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
11. Other Business (Department Heads and Elected Officials) —
11.1 Justin Smith, WSU Extension spoke about the new happenings at WSU Extension office.

The Board replaced item 11.1 with another item for consideration.
Chair Jeffreys explained this item. She stated the timeline is tight hence it being added tonight.
She said the Skokomish Watershed Action team asked if the County would sign on to a letter of
support for a grant proposal for a flood plain by design program grant for the State Flood Plains
grant to pay the county portion for restoration activities in the Skokomish Valley. The letter has
already been signed by the Skokomish Tribe as well as others.
The Commission discussed this item.
Melissa McFadden gave some input and answered questions.
Cmmr. Neatherlin/Sheldon moved and seconded to authorize the Chair to sign on to
the proposed letter of support for the flood Plain by design grant application for the
Mason Conservation district grant proposition for Washington State flood plains by
design grant to pay the county portion of restoration activities in the Skokomish
Valley. Motion carried unanimously. N-aye; S-aye;3-aye.
11.2 Discussion to consider a 60 day moratorium on medical cannabis cooperatives under the
authority of RCW 36.70A.390. Staff: Barbara Adkins
Barbara Adkins explained this proposed moratorium. Washington State has changed their rules
so it will have an impact. Collective Gardens will no longer be legal on July 1 and Cooperatives
will take over. Tonight she asked the Board to either place a moratorium on cooperatives and
set a hearing within 60 days; to take public comment on the proposed moratorium-or-do
nothing and allow the state to regulate this.

Cmmr. Neatherlin said it would be prudent to have a public hearing.
Cmmr. Sheldon said he is concerned and said a 60 day moratorium wouldn't do harm and could
prevent them from making the same mistakes as in the past. He would like to play on the safe
side and is in favor of a moratorium.
Tim Whitehead said a decision needs to be made by July 1, 2016.
Chair Jeffreys mentioned her concern for public nuisance.
Cmmr. Neatherlin is not in favor of a moratorium at this time. He said knee jerk reactions
haven't worked in the past.
Cmmr. Jeffreys said she would like to take time to figure this out to make sure everything is
done correctly. She's comforted by knowing patients will still be able to get their medical
cannabis.
Cmmr. Sheldon said he would like to learn what types of actions the Liquor and Cannabis Board
will take. He added that it's prudent to take 60 days to gather information.
Cmmr. Sheldon/Jeffreys moved and seconded to enact a 60 day moratorium on
medical cannabis cooperatives and set a public hearing at a later date within the 60
days. Motion carried. N-NAY; S-aye;J-aye.

A RESOLUTION AMENDING RESOLUTION NO. 13-16
VETERANS ADVISORY BOARDNETERANS'ASSISTANCE
WHEREAS, Mason County established a levy per RCW 73.08.080 for the purpose of creating
the Veterans'Assistance Fund for the relief of honorably discharged veterans or for veterans
discharged for physical reason with an honorable record;
WHEREAS, RCW 73.08.035 authorizes the establishment of a Veterans'Advisory Board;
WHEREAS,the Mason County Commissioners adopted Resolution No.58-13 establishing the
Veterans Advisory Board (VAB). The VAB will consist of ten members;
two appointed members of each of the following Mason County National Veterans' Organizations:
American Legion,Veterans of Foreign Wars,40 et 8 and Disabled American Veterans and two Mason
County resident Veterans.
WHEREAS, RCW 73.08.010 provides for the relief of indigent and suffering veterans and their
families or the families of those deceased veterans,who need assistance and on February 10,2015,
the Board of Mason County Commissioners set the annual limit of cash award from the Mason County
Veterans'Assistance Fund to eligible veterans at$800 dollars to be spent on specific types of relief as
noted in#2 below and set the catastrophic award at$300; on February 16, 2016 the annual cash
award was increased to $1,000 per eligible veteran;
WHEREAS,the VAB has requested the issuance of checks to the Veterans be expedited and
the recommendation is to amend the process allowing Mason County staff to issue checks without
prior Commissioner approval in those weeks there is not a regular Commission meeting.
NOW,THEREFORE BE 1T RESOLVED by the Board of Mason County
Commissioners that:
1. The Veterans'Assistance Fund may be disbursed to indigent veterans and their families or the
families of those deceased in the amounts not to exceed one thousand dollars($1,000.00) per
applicant per calendar year,
2. Approval of the $1,000 dollar assistance shall be granted for only past due rent, mortgage, or
utilities:
a. Utilities include electric,water,firewood,wastewater(sewer), natural gas and/or
propane.
b. Necessity Items (Attachment R in Operating Policy) (Not to include tobacco and
alcoholic beverages).
c. Obtain State ID card (one time only).
d. Reinstate driver's license (one time only).
3. Veteran Assistance funds shall not duplicate other available assistance for the purposes
stated in#2.
4. If any Veterans'Assistance Committee determines an applicant is in need of assistance due to

any event, catastrophic illness or other significant change in circumstance which comes into
being unexpectedly and is beyond the applicant's management or control,the Committee may
request in writing that the Board of Mason County Commissioners consider approval of an
amount not to exceed three hundred ($300.00) dollars per applicant in any calendar year.
5. All requests for funding shall be approved by the Veterans'Service Officer and the Board of
Mason County Commissioners. In those weeks there is no regular Commission meeting,
Mason County staff who are authorized signers on the Veterans'Assistance Bank Account are
authorized to issue assistance checks without prior Commission approval. Those checks
issued will be reported to the Commissioners.
6. RCW 41.04.005 and other provisions of RCW Title 73 shall govern eligibility assistance to
veterans and/or families.
7. The County defines"indigent and suffering"to mean the current poverty level as defined by the
United States Department of Health and Human Services, for a period of time: previous 90
days or average of previous year.
8. As per RCW 73.08.070, the County shall assist indigent veterans with burial or cremation
costs of($300.00) minimum or up to six hundred ($600.00) dollars. This is in addition to the
$1,000 dollar limitation above in#2.
9. If any applicant knowingly and or unknowingly defrauds or provides false or misleading
information, or misuses funds,the applicant will be barred from receiving any further
assistance.
Effective this 28th day of June 2016.

RESOLUTION NO.
APPROVAL OF SALE OF SURPLUS PROPERTY
WHEREAS, Mason County owns the real property parcel#32021-56-01026, 330 Panorama Drive,
Shelton, WA that was declared surplus by Resolution No. 18-13 at a public hearing on April 9, 2013; and
WHEREAS, the Board of County Commissioners, upon the recommendation of the Property Manager,
has determined that the property is surplus to the needs of the County; and
WHEREAS, Mason County has received an offer to purchase the property in the amount of$3,000.00
from Bobby J. Gonzales and a public hearing was held on June 28, 2016 to consider the offer;
NOW, THEREFORE, BE IT FURTHER RESOLVED by the Mason County Board of County
Commissioners that the property described above (parcel #32021-56-01026) is approved at the price of
$3,000.00 to Bobby J. Gonzales; and
BE IT FURTHER RESOLVED, that the proceeds of the sale of said property are to be dedicated first
to any delinquent property tax obligations and related penalties, expenses and assessments; and next to
reimbursement of the Property Management expenses; and finally to the Current Expense Fund; and
BE IT FURTHER RESOLVED, that Commissioner Neatherlin is authorized to sign the related closing
documents and the Property Manager initiate payment of 6% fee of sale price to the County's real estate
agent.
