Support Services—Frank Pinter Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. • Diane presented a resolution that would allow Support Services staff to issue the Veterans Assistance checks without prior Commissioner approval for those weeks the Commissioners do not meet in a regular business meeting. This was approved to go on the Action Agenda. • Jeff provided status updates for the following:work on MCRA Fields 6 and 7 is scheduled to start September;Sandhill Park is scheduled spring 2017 and there was discussion of the project; Coulter Creek's appraisal came in at$583K and sale documents should be coming in the 3rd quarter. • Parks Advisory Board news release recruitment will be issued. • Resolution to update the County Code Chpt.2.49 Parks&Trails Advisory Board will be placed on the Action Agenda. • Resolution with Hood Canal School District for RCO Grant will be forthcoming • Jeff presented an amendment of the Interagency Agreement with WA State Department of Enterprise Services. • An RFP will be issued for Custodial/Janitorial Services. Cmmr.Neatherlin asked that biohazard clean-up for the jail be included as a service option. • Frank recommended the Courthouse Weapons Screening/Campus Security contract be awarded to Pacific Security. An RFP was issued and three proposals were received. • Request to issue RFP for Real Estate Professional Services. Current contract was awarded 9/2/14 for one year to Sept.2015;extended on 8/4/15 to 9/30/16 so it's time to issue RFP. • MOU with North Mason School has expired and that will be renewed. • Cmmr. Sheldon brought up the Manke land swap proposal. Frank will bring forward information in a briefing that will be scheduled mid-July. • Public Works staff is working on a proposal regarding ATV's on county roads. 9:45 A.M. MasonWebTV—Dedrick Allan Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. • Need adequate time for set up and Powerpoint presentations prior. Have speakers go to designated spot so they can be heard. Dedrick is working with Hood Canal Cable to have access to camera in corner. Board of Health configuration needs to be changed for better viewing. 10:00 A.M. Noxious Weed Control Board—Patricia Grover Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. • Approval to place the Participating Agreement between USDA Forest Service and Mason County Noxious Weed Control Board on the Action Agenda. 10:15 A.M. BREAK 10:20 A.M. Public Works—Jerry Hauth Utilities&Waste Management Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. • Dave Smith presented a speed limit change proposal on Pickering Road and requested a hearing be set on Tuesday,July 19. Cmmr. Sheldon brought up the option to allow ATV's on county roads for those roads that are 35 MPH and raising the speed limit above that removes this area from being an option to run ATV's. Cmmr.Jeffreys stated there was a public meeting and the citizens concern is to lower the speed limit in the commercial area and have some speed limit consistency. ATV use was not a subject discussed. Jerry pointed out that to lower the speed limit it would take a lot of enforcement. Board of Mason County Commissioners'Briefing Meeting Minutes June 20,2016 • Interlocal Agreement between City of Bremerton and Mason County to work cooperatively to provide public works and equipment services is on Tuesday's Action Agenda. • Request the Board execute Change Order Number 1 for the lift stations 2 and 3 electrical panel replacement/upgrade project was approved to move to Action Agenda. • FYI-2016 Mason County Overlays(CRP 2002-2003)awarded to Miles Sand&Gravel out of Puyallup,WA with their bid price of$989,926.83. • Deputy Director,Public Works,Utilities Reclassification Request to Range 44 as recommended by Human Resources will be placed on the Action Agenda. • Belfair recharge pond has a hole and they are reviewing options. • Staff has been informed the County needs to find another place for the bio solids. Jerry has contacted the City of Shelton and a lab analysis will need to be done. • Letter from Hall Equities—Jerry is meeting with City of Shelton tomorrow. Cmmr.Jeffreys understands a joint response from the City and County could help with the situation. 11:00 A.M. Community Services—Dave Windom Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. • Barbara Adkins and Tim Whitehead presented the option to place a moratorium on Medical Cannabis Cooperatives due to the Medical Cannabis Act amendment that repealed Collective Gardens and replaced them with medical cannabis"Cooperatives"effective July 1,2016. This will allow time to determine the best course of action. Discussion of how to shut down the Collective Gardens. Tim Whitehead will contact other counties to see how they are doing this. Sheriff enforcement is needed. Cmmr.Jeffreys requested staff to contact the Liquor&Cannabis Board to see if there are any license requests for Cooperatives in Mason County. • Dave provided a status of update of Community Services. Seeking applications for Permit Assistance Manager and Code Enforcement. Dave is requiring staff to use all tools available for enforcement including ticketing offenders. He is working on Public Health funding. 11:30 A.M. Superior Court—Judge Sheldon Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. • DSHS County Program agreement for IV-D funds that reimburses Court Commissioner time. • Cmmr. Sheldon asked for the Judge's opinion on the electronic home monitoring(EHM)program that was presented by the Sheriffs office. Judge Sheldon stated she didn't attend the meeting with the Undersheriff but in general the Judges are in favor of EHM. There are limitations on how much the judges can use EHM. While serving the jail sentence,the Sheriff can run a program that allows options. • Cmmr.Neatherlin asked how the Public Defender program worked before the Public Defense Department was created. Judge Sheldon stated they contracted with Public Defense attorneys and used off-contract attorneys for over flow. Commissioner Discussion—as needed NOON BREAK 2:00 n r4 Planning n dyiseyy Commission We:tee s 3:00 P.M.noon Community Services—Tammey Newton,Housing Coordinator 2060&2163 Housing Funding Requests • Tammey presented recommendations for Housing Funds(ESHB 2060 and ESHB 2163)for the period of July 2016—July 2017. A review panel was created including members from North Mason,South Mason and Mason County Public Health and Human Services employees. The panel recommends the following recommendations:Coordinated Entry,$40,066;Emergency Shelter,$57,738;Prevention,$77,985;Transitional Housing,$11,000;Capital Projects,$85,000; Homeless Program Coordination,$56,425;Homeless Youth,$70,375;Domestic Violence, $47,625 for a total of$446,212. Of these awards,the panel recommends that 32%be designated Board of Mason County Commissioners'Briefing Meeting Minutes June 20,2016 specifically to North Mason for the following: Emergency Shelter,$6,750;Capital Projects, $59,500;Homeless Program Coordination,$56,425;Prevention,$20,000. The capital projects will be decided by the Commissioners and staff will bring forward recommendations. The awards will be placed on next week's agenda for approval and the Community Services Director will be authorized to sign the contracts. 3:30 n M.
