HomeMy WebLinkAbout2016/06/07 - Regular BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS June 7, 2016 1. Call to Order—The Chairperson called the regular meeting to order at 9:05 a.m. 2. Pledge of Allegiance— Dan led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon; Commissioner District 3—Terri Jeffreys. Chair Jeffreys announced that Mr. Frank Phillips passed away. The Board and everyone in the Chamber took a moment of silence to remember Frank. He contributed a lot to Mason County and will be missed. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 The Liquor and Cannabis Board sent a special occasion application for Mason General Hospital Foundation and list of businesses with liquor and cannabis licenses due to expire within 90 days. 4.1.2 Lary Coppola resigned from the UGA Advisory Committee. 4.1.3 Olympic Panel sent notification that they will close their Shelton plant. 4.1.4 Marilyn Vogler applied for the Planning Advisory Commission. 4.1.5 Hanks Lake Road Community sent a petition to designate Hanks Lake Road a County Road. 4.1.6 Historic Preservation Commission sent a letter regarding preservation funding. 4.1.7 James Taylor applied for the Board of Equalization. 4.2 News Release: Chair Jeffreys read the news release regarding Summer 2016 Mason County Heritage Grant Cycle. 4.3 Announcement: Bid Award: The bid was awarded to: John Lupo Construction from Aberdeen for Snow Retention Guards for the Public Works Facility Buildings. 5. Open Forum for Citizen Input— 5.1 George Funk asked the Board to rescind parts of Resolution 36-11 5.2 Ken Nelson spoke about ATVs on County Roads. He presented a petition to Chair Jeffreys. 5.3 Mike Brisman spoke about ATVs on County Roads. He said he sold his ATV as it was so unclear where to use them. 5.4 John Eaton, owner of Dirt Cheap Cycles, supports new laws for ATVs. He said people leave the County to recreate. He said he is currently looking into areas where people can recreate in Mason County. 5.5 Kristine Vanderwal said she is in favor of new laws for ATVs. The Board agreed to discuss ATV's on County Roads and a possible ordinance at a future briefing. 6. Adoption of Agenda - Cmmr. Neatherlin/Sheldon moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye;J-aye. 7. Approval of Minutes— May 9 and 16, 2016 briefing minutes. Cmmr. Sheldon/Neatherlin moved and seconded to approve the May 9 and 16, 2016 briefing minutes. Motion carried unanimously. N-aye; S-aye;J-aye. 8. Approval of Action Agenda: 8.1 Approval to appoint Joshua Luck to fill an unexpired term for the citizen-at-large position on the Veterans Advisory Board for a term ending September 16, 2018. 8.2 Approval to nominate Madison Larsen and Jeanne Rehwaldt to the Thurston Mason Behavioral Health Organization Advisory Board. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS June 7, 2016 - PAGE 2 8.3 Approval of the Memorandum of Agreement and Consent to Joint Representation relating to the Washington Hydraulic Project Approval Program. 8.4 Approval to list two Mason County surplus properties; parcel 12207-34-60020 and 22213-11- 60030, with Richard Beckman Realty Group. 8.5 Approval of the Veterans Assistance Fund applications for: Food $450.00 and Utilities $290.93 and Housing $1172.25 for a total of$1913.18 as recommended by the Veterans Service Office. 8.6 Approval of the professional services contract amendment between Mason County and Robert Droll for design, engineering, bidding, permitting and project management services for Sandhill Park fields 1 and 2 improvement project. This amendment will have no cost impact to the County as the additional $14,024.00 will be paid for with grant funds. 8.7 Approval to set a public hearing for June 21, 2016 at 9:30 a.m. to consider the sale of real property located at 330 Panorama Drive (Parcel 32021-56-01026) to Bobby Gonzalez for the amount of$3,000.00. 8.8 Approval of Warrants: Claims Clearing Fund Warrant #s 8040077-8040453 $1,953,005.46 Direct Deposit Fund Warrant #s 31621-32006 $ 643,869.71 Salary Clearing Fund Warrant #s 7001918-7001947 $ 467,551.60 For a total of: $3,064,426.77 Claims Clearing YTD Total $11,238,594.09 Direct Deposit YTD Total $ 4,939,003.87 Salary Clearing YTD Total $ 5,038,832.11 8.9 Approval of the professional services contract amendment between Mason County and Robert Droll for planning, design, engineering, bidding and project/construction management services for the MCRA Infield Renovation Project for fields 6 and 7. This amendment will have no cost impact to the County as the additional $9,872.00 will be paid for with grant funds. 8.10 Approval to set a public hearing on Tuesday, June 21, 2016 at 9:30 a.m. to consider the 2016 Budget Supplemental Appropriation and Budget Transfers as follows: Current Expense (001) 1. $44,112 from Current Expense to Coroner's Office part-time Deputy. 2. $15,727 from Current Expense to Department of Emergency Management Alert Sense. 3. $4,000 from Current Expense to Auditors Office Over-time budgeting error. 4. $3916 from Current Expense to Superior Court Commissioner. (75% to 85%) 5. $33,750 from Current Expense to Indigent Defense 3/4 year additional contract at $4,500 per month. 6. $54,884 from Non-Departmental Reserve (Re-class & 1%) to Approved Re-Class. 7. $201,228 from Non-Departmental Reserve (Re-Class & 1%) to Approved Salary Adjustments. Supplemental Request(171) 1. $4,950 increase in supplies and equipment for Juvenile Services, increase from Juvenile Detention Alternatives Initiative (JDAI) Grant. Resolution 29-16 (Exhibit A) 8.11 Approval of the amendments to the Juvenile Detention Alternatives Initiative (JDAI) grant contract for 2015-2016. Juvenile Court Services budget allows funding to be spent before 6/30/2016. 8.12 Approval for the Board to authorize Public Works to set a hearing for June 21, 2016 at 9:30 a.m. to consider the adoption of the revised Mason County Comprehensive Plan Chapter VIII (Transportation) in accordance with RCW 36.70A.70. Phil Franklin explained each application and parcel and answered questions. Cmmr. Sheldon/Neatherlin moved and seconded to approve item 9.1 applications for the 2014 Current Use Open Space and Timber Land Taxation Program. Motion carried unanimously. N-aye; S-aye; J-aye. 10. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 11. Other Business (Department Heads and Elected Officials) -There was no other business. 12.
