Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Sheldon and Neatherlin met in Closed Session from 9:00 a.m.to 9:30 a.m.for labor discussion with Bill Kenny and Frank Pinter. Commissioner Jeffreys was absent. 9:30 A.M. Review of Draft Amended Boating Ordinance—Diane Zoren/Tim Whitehead/Deputy Dugan Commissioners Sheldon and Neatherlin were in attendance. Commissioner Jeffreys was absent. • Review of proposed amendments to the Boating Ordinance. In response to citizen's complaints, staff is recommending the distance from shore a boat can operate at certain speeds to 200 feet. The amendments also bring Mason County's regulations in line with state regulations. A public hearing will be scheduled on June 21. 10:00 A.M. Support Services-Bill Kenny Commissioners Sheldon and Neatherlin were in attendance. Commissioner Jeffreys was absent. • The Commissioners agreed to reappoint the current Lodging Tax Advisory Board members. • Ross McDowell provided an update on the emergency management grants. • Ross then reminded the Commissioners of the Cascadia Rising Earthquake Exercise. There will be an exercise after the June 7 Commission meeting for an emergency meeting for a disaster declaration. • Dawn Twiddy provided information on updating the Whistleblower Policy. This will be placed on the agenda. • Frank Pinter presented a request to list two surplussed Mason County parcels—12207-34-60020& 22213-11-60030 with Beckman Realty. • Frank provided information on a Department of Justice grant application for Therapeutic Courts that will be submitted. • Allyn Belfair Subarea Citizens Advisory Committee will be delayed to next Monday's briefing due to Cmmr.Jeffreys'absence. 10:30A.M. BREAK 10:45 A.M. Public Works—Jerry Hauth/Melissa McFadden Utilities&Waste Management Commissioners Sheldon and Neatherlin were in attendance. Commissioner Jeffreys was absent. • Reminder a public hearing has been scheduled to consider a private line occupancy permit for S&S Property Investments,LLC on Somers Drive. • Staff provided information on Hanks Lake Road that is privately owned by Green Diamond. It would have to be brought up to county standards. Staff will contact Green Diamond. • Discussion of the proposed Belfair Bypass and the connector road. • Cmmr. Sheldon brought up the need for an operations and maintenance plan for the North Bay Wastewater Treatment Facility. Melissa has been working on developing a plan. 11:15 A.M. Community Services/Public Health—Lydia Buchheit Commissioners Sheldon and Neatherlin were in attendance. Commissioner Jeffreys was absent. • Public Health has prepared the 2015 annual report and 5 year plan for the mental health tax. Because the programs are new,reauthorizing the tax is necessary in order to continue the programs and the success will be measured. A public hearing is scheduled for May 24 to consider reauthorizing the tax. The tax supports the Therapeutic Courts which include Family Recovery Court,Adult Felony Drug Court,Veterans Court and Mental Health Court and intensive case management services through contracts with Mental Health Professionals and Northwest Resources. Board of Mason County Commissioners' Briefing Meeting Minutes May 16,2016 • Cmmr. Sheldon asked Lydia to research if the tax rate be higher than 1/10 of 1%and can it go to vote of the people. It was noted that in order for the tax to continue with no lapse,notice must go to Department of Revenue by June 9,2016. • Staff will circulate the annual report and establish a process on how to budget the Mental Health Fund. Commissioner Discussion Commissioners Sheldon and Neatherlin were in attendance. Commissioner Jeffreys was absent. • Cmmr.Neatherlin brought up the Squaxin Island Tidelands.
