HomeMy WebLinkAbout2016/05/10 - Regular BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS MAY 10, 2016 1. Call to Order—The Chairperson called the regular meeting to order at 9:04 a.m. 2. Pledge of Allegiance— Chair Jeffreys led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon was absent; Commissioner District 3 —Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 The Mason Conservation District sent a letter regarding the WRIA Lead entity. 4.1.2 Madison Larsen applied for the Thurston Mason BHO Advisory Board. 4.1.3 The Department of Ecology sent a temporary certification for Marty Grabill. 4.1.4 The Liquor and Cannabis Board sent special occasion applications for Rancho Durango and the Highland Celtic Festival Committee. 4.1.5 Susan Holliday sent a letter in support of the national motto display. 4.2 Chair Jeffreys presented a Certificate of Good Practice to the County Engineer, Melissa McFadden. 4.3 Melissa McFadden informed the Board that Public Works employee, Larry Forsman has passed away. She said they have lost a good employee and a good friend. At the request of Commissioner Jeffreys, everyone is the Chambers took a moment of silence for Mr. Forsman. 5. Open Forum for Citizen Input—There was no citizen input. 6. Adoption of Agenda - Cmmr. Neatherlin/Jeffreys moved and seconded to adopt the agenda as published. Motion carried. N-aye; S-Absent; J-aye. 7. Approval of Minutes—April 4, 11 and May 2, 2016 briefing minutes. Cmmr. N eatherl in/Jeffreys moved and seconded to approve April 4, 11 and May 2, 2016 briefing minutes. Approval of Action Agenda: 8.1 Approval of the Veterans Assistance Fund applications for: Utilities $231.65 and Housing $200 for a total of$431.65 as recommended by the Veterans Service Office. 8.2 Approval of Warrants: Claims Clearing Fund Warrant#s 8039569-8039771 $ 701,167.51 Direct Deposit Fund Warrant#s 30853-31234 $ 644,846.59 Salary Clearing Fund Warrant#s 7001847-7001873 $ 470,676.39 For a total of: $3,298,031.50 Claims Clearing YTD Total $8,330,019.55 Direct Deposit YTD Total $3,711,274.00 Salary Clearing YTD Total $3,636,490.17 8.3 Approval of the contract renewal between Mason County and Beau White for Park attendant at Sandhill Park for 2016-2018. 8.4 Approval to set a public hearing on Tuesday, June 7, 2016 at 9:30 a.m. to consider the 2014 Current Use Open Space and Timber Land applications. 8.5 Approval of the revised Interlocal Levy Agreement between Mason County and the Shelton Metropolitan Park District. It has been determined that there is no impact to the Shelton Metropolitan Park District (MPD) due to the levy shift and the agreement is amended to reflect that the County will not pay the MPD the amount of$7,500.00. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS May 10, 2016 - PAGE 2 8.6 Approval to call for request for proposals for weapons screening/campus security for Mason County. The requests are due May 31, 2016 and specifications will be posted on the Mason County website and available from the Commissioners'office. 8.7 Approval of the Superior Court three-quarter contract with Attorney Kristen Bishopp for youth representation in dependency cases at a rate of$4,500.00 per month (pro-rated for May) to include a maximum of 60 open cases. The contract is for May 16, 2016 through December 31, 2016. Cmmr. N eatherl in/Jeffreys moved and seconded to approve action items 8.1 through 8.7. Motion carried. N-aye; S-Absent;J-aye. 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—There were no public hearings. 10. Other Business (Department Heads and Elected Officials)—There was no other business. 11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
