HomeMy WebLinkAbout2016/05/09 - Briefing BOARD OF MASON COUNTY COMMISSIONERS' BRIEFING MINUTES Mason County Commission Chambers,411 North 5th Street,Shelton,WA Week of May 9,2016 Monday,May 9,2016 8:30 A.M. Superior Court—Judges Sheldon,Finlay and Goodell Commissioners Jeffreys and Neatherlin were in attendance;Commissioner Sheldon was absent. • The request is for approval of a 6-month contract with Robert Sauerlender for remainder of 2016 at 85%f Superior Court Judge's salary for.8 FTE. Currently the Court Commissioner contract is .6 FTE at 75%of the Judge's salary and expires June 30,2016. They would need a supplemental budget of approximately$7,866. If this position is increased to .8 FTE,the Miscellaneous Court Commissioner line item will be reduced in 2017. Cmmr.Jeffreys wants to review this request in conjunction with all the other budget supplement requests. Cmmr.Neatherlin stated he supports this request for the remainder of 2016. Judge Sheldon noted the impact of the increased dependency cases is part of the reason for the request to increase the hours of this position. 9:05 A.M. Sheriff Salisbury Commissioners Jeffreys and Neatherlin were in attendance;Commissioner Sheldon was absent. • Sheriff Salisbury talked about requests his office has received for the Sheriffs office to clean up solid waste on private property. Sheriff pointed out the litter crew cleans up on county road right of way and they cannot enter private property. Debbie Riley joined the briefing and stated Public Health does not refer people to the Sheriff s office but staff has requested assistance from deputies when visiting dump sites for safety. • ORV on county roadways. Cmmr.Neatherlin stated he is favor but because he understood the Sheriff was not supportive,he has been reluctant to move it forward. Sheriff Salisbury noted this is allowed only on county roads with 35 MPH and because this is so limited,it would be very hard to enforce. 9:15 A.M. Public Health&Human Services—Lydia Buchheit Commissioners Jeffreys and Neatherlin were in attendance;Commissioner Sheldon was absent. • Casey Bingham reviewed the$6,031 amendment to the Consolidated Contract and the Board agreed to place it on the agenda. • Cmmr.Jeffreys brought up services that are currently provided through the BHO and the Commissioners need to decide if they want to continue this practice. One is mental health tax money generated from property tax that is transferred to Thurston County,now the BHO,and there is some type of liquor tax used for prevention. Staff will research this. • Communicable Disease Nurse is retiring and staff requested permission to recruit and hire this position. Cmmr.Neatherlin asked that Lydia contact the new Director,Dave Windom,and verify he is fine with filling this position. • Lydia is working on the mental health tax report and she understands the Superior Court Judges are working on their report and it should be complete by May 18. 9:30 A.M. Support Services—Frank Pinter Commissioners Jeffreys and Neatherlin were in attendance;Commissioner Sheldon was absent. • News release announcing Community Services&Public Works Directors will be placed on next Tuesday's agenda. • Potential topics for the May 31 meeting in Belfair: Department of Ecology to discuss contaminated sites in north Mason in relationship to CARA's(bring map);Fish&Wildlife intention with their property in Belfair(former Thai Restaurant);review from TIP-CAP;WSDOT update on SR 3 widening and review of the varying speed limits. • Frank Pinter presented information from a Manke's inquiry regarding Castle Property logging operation and swapping for property next to Transfer Station. Cmmr.Jeffreys understood the parcels had a similar value. Frank will provide more information. Board of Mason County Commissioners' Briefing Meeting Minutes May 9,2016 • Frank explained the Mental Health tax deadline. If this tax is to continue with no lapse, resolution approving the tax needs to be to Department of Revenue by June 9,2016. The public hearing is scheduled on May 24. • Property offer for parcel 32021-56-01026;counter offer at$3,000. • Cmmr.Jeffreys talked about the ORCAA budget that will be voted on in June. Diane will confirm Cmmr. Sheldon can attend the June meeting. ORCAA will start requiring cannabis producers to register as a pollution source and they anticipate that will generate$40,000. • The Board agreed to reappoint Dave Gjerstad to the Housing Authority. • There is a request from the Belfair Allyn Subarea Advisory Committee for another briefing. Cmmr.Jeffreys is meeting with the Chair and Vice-Chair so a briefing will not be scheduled at this time. • Public Defense is requesting the contract for the%time dependency attorney be placed on the Tuesday agenda. • Interviews will be scheduled with the Veterans Advisory Board and Behavioral Health Organization(BHO)applicants. The Commissioners will nominate the BHO selections to the governance board for final selection. • Frank is meeting with Community Services staff on Tuesday to plan for Dave Windom's arrival on May 23. 10:20 A.M. BREAK 10:30 A.M. Judge Sheldon provided information for Juvenile Dependency Cases that shows Mason County is #8 statewide. The Commissioners agreed to place the Court Commissioner contract on next week's agenda at 85%of Judge's salary. 10:15 A.M. Public Works-Melissa McFadden Utilities&Waste Management Commissioners Jeffreys and Neatherlin were in attendance;Commissioner Sheldon was absent. • Approval for Public Works to request proposals(RFP)for the hauling of Solid Waste Drop Box bins from the Belfair,Hoodsport,and Union Drop Box Stations to the Shelton Transfer Station. • Jennifer Beierle reviewed the county utility collection status. There was discussion of how/when a property can be foreclosed on due to non-payment of utilities. • Hanks Lake,private road past Mill 5. Public Works previously briefed that an option is a road improvement district in order to bring the road into the county road system. • Pickering Road speed limits were discussed. Public Works is collecting data,this will be briefed again and a hearing will be scheduled. 11:00 A.M. Discussion of Recreational Marijuana Regulations—Mike Dorcy,Tim Whitehead,Barbara Adkins Commissioners Jeffreys and Neatherlin were in attendance;Commissioner Sheldon was absent. • Seven marijuana retail stores are now allowed in Mason County by WA Liquor&Cannabis Control Board(LCCB)and there is concern with a concentration of approved stores in the north end. The Commissioners want to be proactive with County Code if and when Mason County may be granted additional retail stores. Zoning allows for placement in the UGA's and certain RAC's. An option is to allow only a certain number in each UGA or require a certain distance between retail stores.Medical marijuana laws change July 1 and enforcement will probably be left to local authorities. Building Department can enforce land use. Several establishments have applied to the LCCB yet have not applied for county building permits. There needs be a discussion with the Sheriff regarding enforcement. • There is no interest in soliciting LCCB to reassign retail licenses from other counties. Commissioner Discussion— Commissioners Jeffreys and Neatherlin were in attendance;Commissioner Sheldon was absent. • Belfair Allyn UGA Committee-Cmmr.Jeffreys is meeting with a few of the members about their role. • Diversion House discussion.
