HomeMy WebLinkAbout2016/05/03 - Regular BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS MAY 31 2016 1. Call to Order—The Chairperson called the regular meeting to order at 9:02 a.m. 2. Pledge of Allegiance— Ginger Brooks led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon; Commissioner District 3 —Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 The Liquor and Cannabis Board sent a special occasion application for North Mason Rotary Club and marijuana license applications for the Raucus Group, Marijuana Mart and Newday Growery and notice that Prana had discontinued sales of marijuana on March 24, 2016. 4.1.2 The Economic Development Council sent their first quarter report. 4.1.3 Barry Fischer applied for the Noxious Weed Control Board. 4.1.4 Ken Nelson sent a letter regarding ATV's on County roads. 4.2 News Release-Barbara Adkins read a News Release regarding the Planning Advisory Commission Vacancy. 4.3 News Release-Dave Smith read a News Release to seek public comment on draft Transportation Element of the County Comprehensive Plan. 4.4 Proclamation —Chair Jeffreys read the Proclamation for National Correctional Officers'and Employees'Week and presented one to Chief Spurling and Jim Madsen. 5. Open Forum for Citizen Input— 5.1 Tim Goad reiterated what he said last week. He commented on the revenues from cannabis and commented on the LCB. 5.2 Tom Davis expressed his concerns pertaining to the merge of DCD and Public Health. He spoke about the new Community Services Director. He has concerns about where public health is going in Mason County. 5.3 Charles Orthman spoke about the Shelton Poverty Advisory Board meeting tomorrow @ 3:30 p.m. Cmmr. Sheldon said Mr. Windom comes highly recommended. 6. Adoption of Agenda - Cmmr. Neatherl in/Sheldon moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye;J-aye. 7. Approval of Minutes— March 28, 2016 briefing minutes and April 12, 19 &26 regular meeting minutes. Cmmr. Sheldon/Neatherlin moved and seconded to approve the March 28 briefing minutes and April 12, 19 &26 regular meeting minutes. Motion carried unanimously. N- aye; S-aye; 3-aye. 8. Approval of Action Agenda: 8.1 Approval to reappoint Robert McKibbin to the Board of Equalization for the term ending May 31, 2019. 8.2 Approval of the Veterans Assistance Fund applications for: Utilities $1,426.04 and Housing $650.00 for a total of$2076.04 as recommended by the Veterans Service office. 8.3 Approval for the Board to authorize Public Works to select legal counsel specializing in cable franchises and authorize the County Engineer to enter into a personal services agreement with the selected firm. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS MAY 3, 2016- PAGE 2 8.4 Approval for the Board to set a public hearing for Tuesday, May 24, 2016 at 6:30 p.m. to receive public comment for the Private Line Occupancy permit for Scott Barnard, DBA S&S Property Investments, LLC on Somers Drive for water, power and telephone lines for parcels 22032-50- 00920 and 22032-50-90921. 8.5 Approval of the resolution assigning the administration and fiscal responsibility of the Courthouse Security program to the Mason County Clerk. Resolution 25-16 (Exhibit A) 8.6 Approval to set a public hearing on Tuesday, May 24th, 2016 for 6:30 p.m. to take public comment on the renewal of 1/10 of 1% sales and use tax for chemical dependency and/or mental health treatment services. 8.7 Approval for the Board to authorize the County Engineer to submit a Pedestrian and Bicycle grant application to design and construct a sidewalk along Old Belfair Hwy. This project is included in the adopted six year Transportation Improvement Program (TIP) using local funds. 8.8 Approval of the January 2016 - December 2018 Collective Bargaining Agreement (CBA) for the Teamsters Union Local No. 252 representing Mason County General Services Employees. Cmmr. Sheldon/Neatherlin moved and seconded to approve action items 8.1 through 8.8 with the exception of item 8.6 to be removed for a separate vote. Motion carried unanimously. N-aye; S-aye; 3-aye. Item 8.6 Approval to set a public hearing on Tuesday, May 241h, 2016 for 6:30 p.m. to take public comment on the renewal of 1/10 of 1% sales and use tax for chemical dependency and/or mental health treatment services. Tom Davis commented on this item. Cmmr. Neatherl in/Sheldon moved and seconded to approval to set a public hearing on Tuesday, May 24th, 2016 for 6:30 p.m. to take public comment on the renewal of 1/10 of 1% sales and use tax for chemical dependency and/or mental health treatment services. Motion carried unanimously. N-aye; S-aye;J-aye. 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—There were no public hearings. 10. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 11. Other Business (Department Heads and Elected Officials) —There was no other business. 12. Z ^ �� MASON COUNTY WEAPONS SCREENING/CAMPUS SECURITY WHEREAS,the Mason County Board of County Commissioners holds the well being and safety of its employees in the highest regard; WHEREAS, weapons screening and campus security has been provided by county correctional staff and/or by entering into a professional services contract; WHEREAS,the Mason County Sheriff's Office had managed this service; have now released the program to the Commissioners and it has been determined the weapons screening and campus security program would be best managed by the Mason County Clerk with assistance from Emergency Management; WHEREAS, NOW THEREFORE BE IT RESOLVED,the Board of County Commissioners hereby assign the fiscal and administrative management of the weapons screening and campus security(budget#001-208)to the Mason County Clerk with assistance from Emergency Management.
