9:00 A.M. Executive Session—RCW 42.30.110(1)(i)Litigation
Commissioners Jeffreys,Neatherlin and Sheldon met in executive session for a litigation matter
from 9:00 a.m.to 9:30 a.m. Melissa McFadden,Tim Whitehead,and Dan Lossing were in also in
attendance.
9:30 A.M. Public Works-Melissa McFadden
Utilities&Waste Management
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
• The Commissioners approved Public Work submitting a Pedestrian and Bicycle grant application
to WSDOT for design and construction of a sidewalk along the west side of Old Belfair Highway.
• Update on the Simmons Road project. Public Works has met with Squaxin Island Tribal staff and
WSDOT staff.
• Rustlewood water line break on Friday and has been repaired.

10:00 A.M. Support Services—Frank Pinter
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
• Voluntary Stewardship Program contract amendment from the WA Conservation Commission
extending the contract to 2017. A briefmg has been scheduled with Mason Conservation on May
16. Will hold any agenda items until after the May 16 briefing.
• Ross McDowell reviewed the Emergency Management Code change moving DEM under Support
Services. This will go an agenda for approval.
• Ross has circulated a draft Social Media Policy to county departments for review and comment.
He will bring back to the Commission after the review process is complete.
• Sandhill Park Caretaker contract will go the agenda for approval. Cmmr.Neatherlin mentioned
that the house needs some maintenance work. Frank will let the Parks Department know.
• A Request for Proposals for weapons screening/campus security will be issued.
• Proposal from Manke Lumber Company for property at the end of Turner Avenue and adjacent to
the Eells Transfer Station. Frank is meeting with Manke staff on Wednesday and bring forward
details.
• Teamsters labor contract for 2016-2018 has been approved by the members and is on the agenda.
• Cmmr.Jeffreys proposed the subjects for the CGI Communications video promotion of Mason
County be business,real estate,tourism and aqua culture. There was some discussion and Cmmr.
Jeffreys will discuss with CGI.
• The Commissioners discussed the impact of the location of retail marijuana stores. There are
seven stores allowed by the Liquor&Cannabis Board and at this point they appear to be clustered
in the Belfair/Allyn areas. The Commissioners asked that a briefing be scheduled to discuss how
to deal with the density of these types of business. It was also asked how the Sheriff plans to deal
with medical marijuana establishments after July 1 when they are no longer allowed.

11:00 A.M. Sheriff's Office—Sheriff Salisbury
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
• Jail outsourcing is costing approximately$100,000 per month. Request for at least three to five
more months of outsourcing. Even if jail remodel is complete,outsourcing will still be required.
• In looking at the current jail population there are 15-20 inmates that are eligible for the alternative
sentencing programs. To expand alternatives to sentencing programs,the recommendation is to
convert existing.5 CSO to full time for the litter crew,$32,570;add a new CSO for Community
Services,$65,140;add a new Records Specialist for EHM/Classification and Warrant entry,
$61,429. If the alternatives to sentencing program staffmg and equipment are approved effective
July 1,2016,the total cost is$135,054. Discussion of eligibility for the alternative programs. The

intent of the alternative program is to manage the jail population and it saves the county money
because those inmates are not in custody.
• The Sheriff is keeping the Department of Ecology litter program and they have been approved for
a van.
• Cmmr.Neatherlin stated he is good with the proposal,if the courts buy in to the alternative
sentencing eligibility. He noted if more litter is picked up,there will be additional tipping fees.
Cmmr. Sheldon stated he is good with proposal,wants to keep up no commitments and send a
message to the public that offenders are held accountable. Cmmr.Jeffreys wants to hear from the
judges of what the parameters are for the alternative sentencing eligibility;she wants to consider
the$435K request in conjunction with all requests for budget supplements. Cmmr. Sheldon stated
the county needs to keep up on commitments. Cmmr.Neatherlin stated there is money available
in the Sheriffs budget,$165K for vehicle interfund loan payment can be moved to 2017 and there
are unused salaries.
• Sheriffs office will have discussion with Superior and District Court judges to tighten up the
parameters of who will be eligible for alternative sentencing.
• Cmmr.Jeffreys brought up public records request-is there a specific record. Sheriff Salisbury
stated they were denied their request. Cmmr.Jeffreys stated a request for a salary commission
was denied,she asked if a salary commission were established,would they pull their public record
request.Cmmr.Jeffreys asked the Sheriff to make his specific request in writing.
• Sheriff Salisbury stated the jail outsourcing is time sensitive. If they can't pay outsourcing bill,
they will have to place a cap on the jail population.
• Cmmr.Neatherlin suggested delaying the vehicle loan payment and transfer the funding to jail
outsourcing cost.
• Undersheriff Barrett asked the Commission separate outsourcing issue from alternative
sentencing.
• Cmmr. Sheldon supports the budget supplement for jail outsourcing.
11:30 A.M. Volunteer Litter Pickup Proposal—Kevin Schmelzlen
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
• Kevin Schmelzlen,Shelton to the Top,has organized volunteer litter clean up in Shelton
and Webb Hill. Mr. Schmelzlen is interested in having a free dump day at transfer
stations to reduce garbage dump sites and clean up the community. His group is looking
at a"go fund me"campaign and he has talked to a few service clubs. Cmmr. Sheldon
stated there were"free dump days"in the past and it was very popular.Cmmr.Jeffreys
brought up a voucher system for free dumping so there isn't a large impact on one day.
Cmmr.Neatherlin asked Frank to research fines for dumping garbage. Mr. Schmelzlen
believes the cost of the litter has an economic impact on the county. Cost of allowing
free dumping has to be considered. Melissa McFadden will come back with an estimated
cost for free dump vouchers and the Board asked Kevin to come up with a plan to
distribute the vouchers.
