HomeMy WebLinkAbout2016/04/26 - Regular BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS April 26, 2016 1. Call to Order—The Chairperson called the regular meeting to order at 6:05 p.m. 2. Pledge of Allegiance— Mr. Armstrong led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon was absent; Commissioner District 3—Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 We Petition and Lobby sent a letter regarding webmaster blocking. 4.1.2 The Liquor and Cannabis Board sent a liquor license application for Sunshine's Produce and Propane and a list of businesses with liquor and cannabis licenses due to expire within 90 days. 4.1.3 Law Offices of Richard Finnigan sent a letter regarding iFIBER Communications. 4.1.4 Cheryl Williams applied for the Board of Equalization. 4.1.5 Jeff Thompson sent a letter regarding the Veterans Advisory Board. 5. Open Forum for Citizen Input— 5.1 Tim Goad spoke about the Cannabis Board and allocating licenses in Mason County. 5.2 Cat Bryan said she is trying to get stores open in the County. She said they were given a 30 notice to vacate. Cmmr. Neatherlin/Jeffreys commented on this topic. 5.3 Steve Chang from Altercare spoke about medical marijuana and helping medical patients. He said the LCD has been disheartening. His overall goal is to help people. 5.4 Steve Bloomfield spoke about selling parcels of land the amount of time it will take to get land subdivided. He hopes that sometimes the County will take circumstances into account when making decisions about time frames. 5.5 Steve Andrewski commented on cannabis and sought some additional information. 5.6 Kevin Schmelezen spoke about Shelton to the Top and his litter clean up efforts. He said the MCSO has been helping him. So far, 15-20 thousand pounds of trash have been picked up so far. He asked the Board about a possible free dump day. 6. Adoption of Agenda - Cmmr. Neatherlin/Jeffreys moved and seconded to adopt the agenda as published. Motion carried. N-aye; S-Absent; 3-aye. 7. Approval of Minutes—There were no minutes for approval. 8. Approval of Action Agenda: 8.1 Approval of the Veterans Assistance Fund applications for: Necessity Items $750.00; Utilities $1,648.79 and Housing $375.00 for a total of$2773.79 as recommended by the Veterans Service Office. 8.2 Approval of Warrants: Claims Clearing Fund Warrant#s 8039061-8039166 $ 414,345.72 Claims Clearing Fund Warrant#s 8039246-8039568 $ 1,408,355.67 Direct Deposit Fund Warrant#s 30173-30852 $ 589,691.75 Salary Clearing Fund Warrant#s 7001806-7001846 $ 885,638.36 For a total of$3,298,031.50 Claims Clearing YTD Total $7,628,981.63 BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS April 26, 2016 - PAGE 2 Direct Deposit YTD Total $3,696,835.04 Salary Clearing YTD Total $3,165,813.78 8.3 Approval to appoint Rosemary Vasalech to the Lewis-Mason-Thurston Area Agency on Aging for term ending December 2017. 8.4 Approval for the Board to authorize Public Works to use the Small Works Roster to solicit bids to replace and repair one of the pump seals at Belfair Waste Water Facility lift station 1. Award will be announced at a regular scheduled Commission meeting. 8.5 Approval for the Board to authorize the Chair to sign the Title VI Non-Discrimination Agreement-Annual Update and Accomplishment Report for the reporting period from May 1, 2014 to April 30, 2015. 8.6 Approval to apply for the following Recreation &Conservation Office (RCO) grants: Youth Athletic Facilities (YAF) and the Local Parks Program for Hood Canal School District to rehabilitate their athletic fields. 8.7 Approval to authorize the Mason County Economic Development Council (EDC) to redirect the expenditure of funding in the Department of Commerce contract S16-75460-001. Instead of hiring a consulting firm to help with the economic development element of the Comprehensive Plan, the EDC will contract with Zoom Prospector Enterprise for online GIS Planning information to be used for economic development; for an annual cost of$8,100.00. EDC will also purchase customer relations management (CRM) software called Executive Pulse at a cost of$8,000.00. 8.8 Approval to sign the letter of support for the South Sound Behavioral Hospital. Cmmr. N eatherl in/Jeffreys moved and seconded to approve action items 8.1 through 8.8 with the removal of Item 8.6 for a separate vote. Motion carried. N-aye; S-Absent; J- aye. Annie Robbins, Hood Canal School Board Chair explained this item to the Board. Mr. Bastone commented on this item. He said this is very important in the community. Cmmr. N eatherl in/Jeffreys moved and seconded to approve action items 8.6 to apply for the following Recreation &Conservation Office (RCO) grants: Youth Athletic Facilities (YAF) and the Local Parks Program for Hood Canal School District to rehabilitate their athletic fields. N-aye; S-Absent; J-aye 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time— 9.1 Public Hearing to consider the sale of real property located at 92 Anthony Road, Allyn, parcel 22129-75-90092 and 93 Anthony Road, Allyn, parcel 22129-75-90093 for the price of$21,000 to Nicolae and Elena Nutu. Resolution 24-16 (Exhibit A) Frank Pinter explained Item 9.1 There was no public testimony. Cmmr. Neatherlin requested additional verbiage. Neatherli n/Jeffreys moved and seconded to adopt the resolution approving the sale of real property located at 92 Anthony Road,Allyn/Grapeview, parcel 22129-75- 90092 and 93 Anthony Road, Allyn/Grapeview, parcel 22129-75-90013 for the price of $21,000 to Nicolae and Elena Nutu and appoint Cmmr. Neatherlin to sign the official documents on behalf of the Board of County Commissioners. Motion carried. N-aye; S- Absent; J-aye. 10. Other Business (Department Heads and Elected Officials) - 10.1 Loretta Swanson spoke about the water resources bill moving forward and there may be federal funding for the Skokomish restoration project. 11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12. State Route 3, Shelton, WA and parcel#22129-75-90093, 8635 E. State Route 3, Shelton, WA, that was declared surplus by Resolution No. 71-14 at a public hearing on February 9, 2014; and WHEREAS, the Board of County Commissioners, upon the recommendation of the Property Manager, has determined that the property is surplus to the needs of the County; and WHEREAS, Mason County has received an offer to purchase the properties in the amount of$21,000 ($10,500 each) from Niculae and Elena Nutu and a public hearing was held on April 26, 2016 to consider the offer; NOW, THEREFORE, BE 1T FURTHER RESOLVED by the Mason County Board of County Commissioners that the properties described above (parcel#22129-75-90092 and#22129-75-90093) are approved at the price of$21,000 to Niculae and Elena Nutu; and BE IT FURTHER RESOLVED, that the proceeds of the sale of said property are to be dedicated first to any delinquent property tax obligations and related penalties, expenses and assessments; and next to reimbursement of the Property Management expenses; and finally to the Current Expense Fund; and BE IT FURTHER RESOLVED, that Commission Neatherlin is authorized to sign the related closing documents and the Property Manager initiate payment of 6% fee of sale price to the County's real estate agent.
