HomeMy WebLinkAbout2016/04/19 - Regular BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS April 19, 2016 1. Call to Order—The Chairperson called the regular meeting to order at 9:05 a.m. 2. Pledge of Allegiance—Tom Moore led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon; Commissioner District 3 —Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 George Radovich and Joshua Luck applied for the Veterans Advisory Board. 4.1.2 Barry Northness applied for the Housing Authority Board. 4.1.3 The Liquor and Cannabis Control Board sent a list of businesses with liquor and cannabis licenses due to expire within 90 days. 4.1.4 Rosemary Julia Vasalech applied for the Lewis-Mason-Thurston Area Agency on Aging Council. 4.2 Timberland Regional Library: Cheryl Heywood gave the Timberline Regional Library update. 4.3 News Release: Melissa McFadden read a news release regarding Solid Waste Advisory Committee vacancies. 4.4 News Release: Chair Jeffreys read a news release regarding Thurston-Mason Behavioral Health Organization Advisory Board vacancies. 5. Open Forum for Citizen Input— 5.1 Steve Bloomfield spoke about what important in life and reminded everyone that some things are trivial. He suggested prioritizing things in life and not focusing on trivial items. He also thanked the Timberland Regional Library. 5.2 Cheryl Williams spoke about AARP tax returns completed in Mason County. 6. Adoption of Agenda - Cmmr. Neatherlin/Sheldon moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; 3-aye. 7. Approval of Minutes— February 16, 2016 regular meeting minutes; March 21, 2016 briefing meeting minutes. Cmmr. Sheldon/Neatherlin moved and seconded to approve February 16, 2016 regular meeting minutes and March 21, 2016 briefing meeting minutes. Motion carried unanimously. N-aye; S-aye;J-aye. 8. Approval of Action Agenda: 8.1 Approval for the Board to execute the"Notification of Final Cost"of County Road Construction projects completed in 2015 performed by County forces. 8.2 Approval for the Board to authorize Public Works to solicit, award and enter into contract(s) for the procurement of materials and installation services to complete indoor/outdoor lighting retrofit project at the North Bay Case Inlet Water Reclamation Facility. Announcement of award(s) will be scheduled during a regular Commission meeting. 8.3 Approval of the agreement with iFiberone; LLC for job recruitment advertising at a rate of $400 per month for a four-month term. 8.4 Approval to call for Request for Proposals (RFP) for Visitor Information Centers to be funded from lodging tax for services in 2017. The proposals are due by May 25, 2016. Specifications are available on our website—www.co.mason.wa.us or by calling the Commissioners'office. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS April 19, 2016 - PAGE 2 8.5 Approval to call for Request for Proposals (RFP) for Tourism Promotion/ Small Festival Marketing to be funded from lodging tax for services in 2017. The proposals are due by May 25, 2016. Specifications are available on our website—www.co.mason.wa.us or by calling the Commissioners'office. 8.6 Approval of the Puget Sound Local Source Control Program Interlocal Agreement with Kitsap County from July 1, 2015 through June 30, 2017. Kitsap County will provide technical assistance site visits and education material to small and medium sized businesses focused on best practices and proper management of hazardous waste and stormwater. 8.7 Approval to authorize Equipment Rental &Revolving (ER&R) to declare certain vehicles and equipment as surplus and dispose of this equipment at the Washington State Surplus Sales. 8.8 Approval of a 2016 contract with CHOICE Regional Health Network in an amount of$4,000 for the Youth Marijuana Prevention and Education Program. 8.9 Approval to authorize the Office of Public Defense to hire a three-quarter time contract attorney for youth dependency cases at a rate of$4,500 per month for May 1 to December 31, 2016. 8.10 Approval of the Veterans Assistance Fund applications for: Necessity Items $150.00; Utilities $597.88 for a total of$747.88 as recommended by the Veterans Service Office. Cmmr. Neatherl in/Sheldon moved and seconded to approve action items 8.1 through 8.10 with the removal of items 8.8 and 8.9 for a separate vote. Motion carried unanimously. N-aye; S-aye;3-aye. Item 8.8 Approval of a 2016 contract with CHOICE Regional Health Network in an amount of $4,000 for the Youth Marijuana Prevention and Education Program. Ben Johnson from Mason County Public Health explained this item. Cmmr. Sheldon said he has concerns about selling practices at some businesses in Mason County. He would like to be proactive and not reactive. Steve Bloomfield commented on this item. Cmmr. Jeffreys commented on this item. Cmmr. Neatherlin/Sheldon moved and seconded to approve the 2016 contract with CHOICE Regional Health Network in an amount of$4,000 for the Youth Marijuana Prevention and Education Program. Motion carried unanimously. N-aye; S-aye; 3-aye. Item 8.9 Approval to authorize the Office of Public Defense to hire a three-quarter time contract attorney for youth dependency cases at a rate of$4,500 per month for May 1 to December 31, 2016. Susan Sergojan explained this item. The Board asked questions and made comments on this item. Steve Bloomfield spoke about this item. He said this is a huge and growing problem. Motion carried unanimously. N-aye; S-aye;J-aye. 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time- no public hearings were scheduled. 10. Other Business (Department Heads and Elected Officials) - 10.1 Frank Pinter announced that Dave Windom and Jerry Hauth have been offered and accepted employment at Mason County pending approval of the Board. Cmmr. Neatherlin/Sheldon moved and seconded to approve hiring Dave Windom as Mason County Community Services Director. Motion carried unanimously. N-aye; S-aye; J-aye. Cmmr. Sheldon/Neatherlin moved and seconded to approve hiring Jerry Hauth as Mason County Public Works Director. Motion carried unanimously. N-aye; S-aye;J-aye. 10.2 Justin Smith spoke about the upcoming Master Gardner's plant sale at Kneeland Park. They will also offer upcoming training on using drones. 11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
