1. Call to Order—The Chairperson called the regular meeting to order at 9:03 a.m.
2. Pledge of Allegiance— Dave Salzer led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin was absent; Commissioner District 2—
Tim Sheldon; Commissioner District 3 —Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Bryan Gaume and Barbara Harvey submitted letters regarding diving activities at Hidden
Cove in Hoodsport.
4.1.2 The Liquor Control Board sent a special occasion application for Shelton Mason Chamber of
Commerce.
4.1.3 The Bureau of Indian Affairs sent information for proposed acquisitions of"in trust"
properties parcel 42111-44-00000 and 42111-42-00060.
4.2 News Release: Chair Jeffreys read the news release regarding a Veterans Advisory Board
Vacancy.
5. Open Forum for Citizen Input—
5.1 Randy Churchill thanked the Board for the new sign in the Chambers. He reminded everyone
that"In God We Trust" is the national motto.
5.2 Howard Spear thanked the Board for putting up the "In God We Trust" sign in the Chambers.
5.3 Pat Tarzwell commented on the pledge of allegiance.
5.4 Susan Holliday said she agrees with the motto.
5.5 Mary Lynn Kaylor commented and spoke about the National Motto.
5.6 Doug Coles reminded everyone that the motto of Shelton is "Christmas Town".
5.7 Brian Guame spoke about Hidden Cove in Hoodsport and voiced his concerns regarding
Hydrosports Dive and Travel.
5.8 Jeff Walton said this meeting has been refreshing. He commented on the diving community in
Mason County.
5.9 Tom Davis spoke about County restructuring. He feels the public has been left out of the process
of hiring a new Director for Community Services Department.
5.10 Amy Wilson spoke about a land use issue near the Angleside Hill area. She said there is a
logging project anticipated and she fears it will have negative effects on the neighborhood in
many ways.
5.11 Dave Salzer suggests the possibility of cooperative options for this.
5.12 Allan Radke said he would just like people to wait on this.
6. Adoption of Agenda - Cmmr. Sheldon/Jeffreys moved and seconded to adopt the agenda as
published. Motion carried unanimously. N-Absent; S-aye; 3-aye.
7. Approval of Minutes— February 22, 2016 briefing minutes and March 22, 2016 regular meeting
minutes
Cmmr. Sheldon/Jeffreys moved and seconded to approve the February 22, 2016 briefing
minutes and March 22, 2016 regular meeting minutes. Motion carried unanimously. N-
Absent; S-aye; J-aye.
8. Approval of Action Agenda:

8.1 Approval to appoint Cheryl Anne Dunning to the Lewis-Mason-Thurston Area Agency on
Aging Advisory Council for a term ending December 2018.
8.2 Approval of the Veterans Assistance Fund applications for: Necessity Items $900.00; Utilities
$1,275.53 and Housing $2,150.00 for a total of$4,325.53 as recommended by the Veterans
Service Office.
8.3 Approval for the Board to approve and execute the contract between Mason County and
Mason County Fire District 11 to provide fire protection and emergency medical services at
the Public Works Facility property.
8.4 Approval to set a public hearing on April 19, 2016 at 9:30 a.m. to consider the sale of real
property located at 92 Anthony Road, Belfair, parcel 22129-75-90092 and 93 Anthony Road,
Belfair, parcel 22129-75-90013 for the price of$21,000 to Nicolae and Elena Nutu.
8.5 Approval of Warrants:

8.6 Approval of the Professional Services Contract between Mason County and Education Services
District (ESD) 113 for an amount not to exceed $20,000.00 to provide Substance Abuse
Prevention Services in Mason County Schools.
8.7 Approval of the January 2016 through December 2018 Collective Bargaining Agreement for
Teamsters Union Local #252 representing Mason County Probation Services Employees.
8.8 Approval for the Chair to sign a one year contract with Thomson Reuters-West for Law
Library wireless online patron access (WestlawNext) for up to three concurrent users, for an
amount not to exceed $1,420.65 per month plus tax; effective through March 2017.
Cmmr. Sheldon/Jeffreys moved and seconded to approve action items 8.1 through 8.8.
Motion carried unanimously. N-Absent; S-aye; J-aye.
9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—There were no public hearings.
10. Other Business (Department Heads and Elected Officials) —There was no other business.
11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings - Commissioner Sheldon suggested moving agenda
items around so that "Board's Reports and Calendars" come before "Other Business" in case further
discussion is needed.
12. Adjournment—The meeting adjourned at 10:23 a.m.
