9:00 A.M. Law Library—Tim Whitehead&Eugene Austin
Commissioners Jeffreys and Sheldon were in attendance. Commissioner Neatherlin was absent.
• One-year contract with Thomson Reuters-West for Law Library wireless online patron access
(WestlawNext)for up to three concurrent users for an amount not to exceed$1,420.65/month plus
tax and is funded from the Law Library fund. The Board approved placing on the April 5 agenda.
9:15 A.M. Public Works-Melissa McFadden
Utilities&Waste Management
Commissioners Jeffreys and Sheldon were in attendance. Commissioner Neatherlin was absent.
• "Notification of Final Cost"of County Road Construction completed in 2015 that was performed
by county force will be placed on agenda.
• Update on Utilities Collection efforts. Collecting past-due amounts is the priority. Cmmr.
Sheldon asked that past-due amounts be included in the spreadsheet.
• North Bay/Case Inlet Sewer Facility Lighting Audit information was presented. Marty Grabill
provided a general update on the North Bay utility. The Board approved moving forward the
lighting work.
• Transportation Alternative Program(TAP)Grant cycle for 2018 and 2019 projects. Trail from
Port of Allyn to Coulter Creek,need for sidewalk;Matlock rails to trails project. Project needs to
be in the TIP and shovel ready,no acquisition of ROW.
9:45 A.M. Support Services
Commissioners Jeffreys and Sheldon were in attendance. Commissioner Neatherlin was absent.
• WA State Department of Veterans Affairs Governor's Advisory Board is meeting at Memorial
Hall on Thursday,April 28 from 9 a.m.to 1 p.m.and is asking for a County Commissioner to
attend to speak concerning the local assistance to veterans. Cmmr.Jeffreys stated she can attend.
• CGI Communications proposal to create videos for Mason County will be placed on agenda.
• Commissioners agreed to place their nomination of Derek Epps for the Pacific Mountain
Workforce Development Council nomination to Board of Directors on the agenda.
• Volunteer Recognition Day-April 13 and Ross will present a proclamation and an open house
will be at Public Works.
• Ross presented updates to Emergency Evacuation Procedures.This will go on an agenda.
• Discussion of the courthouse security contract. Cmmr.Neatherlin has talked to the Ginger
Brooks,Court Clerk,about managing the contract. The metal detector is not working and options
are being explored as to repair,replace or lease.
• Discussion of the proposal to change the Rules of the Board regarding limiting phone in
participation to Commissioner regular meetings. Cmmr.Jeffreys believes attendance at
Commissioner meetings and briefings is a vital role of the Commissioners and this policy says that
attendance needs to be taken seriously. Cmmr. Sheldon stated that phoning in allows him to
participate in meetings and limiting the number of phone-ins limits his ability to be a
Commissioner.
• Cmmr. Sheldon brought up the Squaxin Island tideland that the county apparently owns. Frank
will contact the Squaxin Island Tribal legal staff for information. Frank will also bring forward
information on the Pioneer Cemetery.
• Cmmr. Sheldon then brought up that he believes there are too many executive sessions scheduled
and he wants to be certain the Commission follows strict adherence to what is allowed by statute.
Commissioner Discussion—there was no discussion.
