1. Call to Order—The Chairperson called the regular meeting to order at 9:05 a.m.
2. Pledge of Allegiance— Steve Andrewski led the flag salute.
3. Roll Call —Present: Commissioner District 1 - Randy Neatherlin via telephone; Commissioner District 2
—Tim Sheldon; Commissioner District 3 —Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 The Liquor and Cannabis Control Board sent a liquor license application for The Hideaway
Grill; special occasion applications for the Rotary Club of South Puget Sound and Mason
County Youth Baseball Association; and a marijuana license application for Wicked Delights.
4.1.2 Karen Monroe resigned from the Housing Authority Board.
4.1.3 Alfred Jones sent correspondence regarding County owned property on Harstine Island.
4.1.4 Robert McKibbin applied for the Board of Equalization.
4.2 News Release: Patricia Grover read the news release regarding Noxious Weed Control Board
Vacancies.
4.3 News Release: Tammey Newton read the news release regarding the Housing Authority Board
Vacancy.
5. Open Forum for Citizen Input—
5.1 Tom Davis spoke about Veterans Assistance services and the possibility of streamlining services.
5.2 Steve Bloomfield thanked Pat Grover for doing so much with so little.
6. Adoption of Agenda - Cmmr. Neatherlin/Sheldon moved and seconded to adopt the agenda
as published. Motion carried unanimously. N-aye; S-aye; J-aye.
7. Approval of Minutes— February 1, 2016 briefing minutes and March 1, 2016 regular meeting
minutes.
Cmmr. Sheldon/Neatherlin moved and seconded to approve . Motion carried
unanimously. N-aye; S-aye; ]-aye.
8. Approval of Action Agenda:
8.1 Approval of the Public Assistance Grant Agreement#D16-628 for the Presidential Disaster
Declaration 4249-DR-WA (Wind &Rain November 12-21, 2015). The public damage
assessment regarding debris removal, emergency protective measures and Roads &Bridges is
estimated at$105,728.00 total costs and damages.
8.2 Approval to appoint Deborah Soper to the Mason County Planning Advisory Commission for a
term ending March 31, 2020.
8.3 Approval of the resolution selecting the Mason County Journal as the official County newspaper
for publishing certain legal publications. Resolution 18-16 (Exhibit A)
8.4 Approval to concur with Lewis County's appointment of Brian Zylstra to the Timberland Regional
Library Board of Trustees for a term ending December 31, 2022.
8.5 Approval of the Master Service Agreement (MSA) with AlertSense to provide a mass notification
system to be used for emergency messaging throughout the County. The contract term is for 3
years and shall begin April 1, 2016 at a cost of$14,495.00 per year to be paid for by non-
departmental funds.
8.6 Approval of the Veterans Assistance Fund applications for: Necessity Items $450.00 and Utilities
$651.46 for a total of$1,101.46 as recommended by the Veterans Service Office.

8.7 Approval of the budget transfer request from the Sheriff's Office to transfer $102,048.00 from
Salaries and Benefits to Operations in Fund #208 to give budget authority to pay Pacific Security
Service invoices.
8.8 Approval of Warrants:

8.9 Approval to set a public hearing for Tuesday, March 22, 2016 at 6:30 p.m. to inform citizens of
the availability of funds and eligible uses of the state Community Development Block Grant
(CDBG) and receive comments on proposed activities, specifically funding the Community Action
Council of Lewis, Mason &Thurston Counties.
8.10 Approval to allow Emergency and Information Services Manager, Ross McDowell to sign the
Public Assistance Grant Agreement D16-734 for Presidential Disaster Declaration for funds for
Mason County for the repair or restoration of damaged public facilities as approved by Federal
Emergency Management Agency (FEMA).
8.11 Approval to post of quotes for Mason County recreation/tourism maps to be paid from lodging
tax. Quotes are due no later than March 31 and specifications are on the Mason County website
—www.co.mason.wa.us
Cmmr. Sheldon/Neatherlin moved and seconded to approve action items 8.1 through
8.11 with the exception of item 8.2 to be removed for a separate vote . Motion carried
unanimously. N-aye; S-aye;]-aye.
Item 8.2 Approval to appoint Deborah Soper to the Mason County Planning Advisory Commission-
District 2, for a term ending March 31, 2020.
No public testimony.
Cmmr. Sheldon said he will not support this appointment.
Cmmr. Neatherl in/Jeffreys moved and seconded to appoint Deborah Soper to the Mason
County Planning Advisory Commission-District 2,for a term ending March 31, 2020.
Motion carried. N-aye; S-NAY; J-aye.
9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—
9.1 Public Hearing to consider the resolution approving the sale of Mason County Surplus Property
located at 240 E. Evergreen Road (Parcel 12206-51-00015 for $6,200.00 and 250 E. Evergreen Road
(Parcel 12206-51-00016) for $6,200.00.
Frank Pinter explained this item.
Cmmr. Sheldon/Neatherlin moved and seconded to approve the resolution approving the
sale of Mason County Surplus Property located at 240 E. Evergreen Road (Parcel 12206-
51-00015 for $6,200.00 and 250 E. Evergreen Road (Parcel 12206-51-00016) for
$6,200.00 each. Motion carried unanimously. N-aye; S-aye; J-aye. Resolution 19-16

10. Other Business (Department Heads and Elected Officials)—
Jim Madsen spoke about the need for volunteers and the Court Appointed Special Advocate (CASA)
program.
Melissa McFadden said they opened up Hunter Creek bridge for 2 way traffic. She said it's a whole
team success. She also thanked Quigg Bros Construction.
11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
Cmmr. Neatherlin left the meeting at 9:47 a.m.
12. Adjournment—The meeting adjourned at 9:58 a.m.
