HomeMy WebLinkAbout2016/03/01 - Regular BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS March 1, 2016 1. Call to Order—The Chairperson called the regular meeting to order at 9:03 a.m. Cmmr. Neatherlin led a prayer regarding the tragedy in Belfair last Friday. 2. Pledge of Allegiance —Chair Jeffreys led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon was absent; Commissioner District 3 —Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 The residents of Beards Cove sent a letter regarding nuisance property on Anchor Drive. 4.1.2 A citizen sent a letter regarding County staff. 4.1.3 The Liquor and Cannabis Board sent notification of businesses with liquor and cannabis licenses due to expire within 90 days. 4.1.4 Timberland Regional Library sent a letter regarding the appointment of Brian Zylstra to the Library Board. 4.2 Exceptional Service Award - Debbie Riley spoke about Mason County Environmental Health Specialist, Alex Paysse. She said he went above and beyond his call of duty. Commissioner Jeffreys presented Alex will a green star. 4.3 News Release: Chair Jeffreys read a news release regarding the Lewis-Mason-Thurston Area Agency on Aging Advisory Council. Cmmr. Sheldon joined the meeting via telephone. 5. Open Forum for Citizen Input— 5.1 Conley Watson spoke the importance of not flushing medications down the drain as it causes pollution and causes harm to marine life in Puget Sound. There is a medication drop box in front of the Sheriff's office and one in North Mason. 5.2 Rhoda Eaton said this is the first day of spraying in the County. She would like the County to look into and analyze the alternatives to spraying. Allan Eaton responded to Ms. Eaton. He said there are effects to being a no spray county and it takes a toll on the roads. 6. Adoption of Agenda - Cmmr. Neatherlin/Sheldon moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; 3-aye. 7. Approval of Minutes—There were no minutes to approve. 8. Approval of Action Agenda: 8.1 Approval of the Veterans Assistance Fund applications for: Necessity Items $350.00; Utilities $568.96; and Housing $1000.00 for a total of$1918.95 as recommend by the Veterans Service Office. 8.2 Approval for the Board to authorize ER&R to declare certain equipment and vehicles as surplus and dispose of at the Washington State Surplus Sales and Ritchie Bros. Auctioneers. 8.3 Approval for the Board to authorize Public Works Utilities Division to enter into a two year contract with Tacoma Diesel & Equipment, Inc. for annual generator services. Payment for the services will be proportionately applied to the five utility systems and the funding for the work will be paid out of the following accounts: North Bay, Rustlewood and Belfair. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS March 1, 2016 - PAGE 2 8.4 Approval for the Board to authorize Public Works to enter into a contract with Correct Equipment to install new electrical panels at lift stations 2 and 3 for the Rustlewood Sewer System for the amount of$12,970.00 plus shipping and the funding for the work will be paid from the Rustlewood account. 8.5 Approval for the Board to authorize Public Works to enter into a contract with Correct Equipment to purchase and install a Missions Control lift station Telemetry and Monitoring System for Rustlewood Wastewater Treatment Plant and lift stations. The cost is $12,360.94 and will be paid from the Rustlewood account. 8.6 Approval to amend Resolution No. 45-15 for the Community Development Block Grant (CDBG) Microenterprise Program changing the funding request to $269,210. Resolution 15-16 (Exhibit A) 8.7 Approval to appoint William Kysor and William Sharp to the Lewis-Mason-Thurston Area Agency on Aging Advisory Council for terms ending December 2017. 8.8 Approval of the Memorandum of Agreement(MOA) between Mason County and Washington State University Extension that provides funding for WSU Extension to provide programs in Mason County based on the 2016 budget. 8.9 Approval of the resolution for the Teamsters General Service Collective Bargaining agreement for employees to apply to participate in the Public Employees Benefits Board (PEBB) program for medical insurance and sign the Governmental Function Attestation form as required for the application package. Resolution 16-16 (Exhibit B) 8.10 Approval of Winter 2016 Heritage Grant to North Bay Historical Society in the amount of $5,000 for producing short videos for public use and archiving pertaining to the history of the Sargent Oyster House. 8.11 Approval of the following non-represented reclassification requests, effective March 1, 2016, that were received during the"Exceptional Request Window of Opportunity"and sign the revised Non-Represented Salary Scale Range Alignment Resolution: Resolution 17-16 (Exhibit C) • Chief Deputy (Assessor's Office) to Chief Deputy Assessor, Range 29 Step 3 • Chief Appraiser (Assessor's Office) to Range 29 Step 5 • Personal Health Manager to Range 34 Step 4 • Program Manager II (Health Department) to Environmental Health Manager, Range 34 Step 4 • Chief Deputy Prosecuting Attorney to Range 46 Step 1 • Administrative Supervisor (Prosecutor's Office) to Administrative Manager, Range 29 Step 5 • Road Operations & Maintenance/ER&R Manager to Randy 38 Step 4 (remove special pay) • Public Works Director to Range 46 Step 5 (remove special pay) • Support Services Director to Range 46 Step 5 (remove special pay) • Engineer I (Public Works) to Range 26 • Engineer I (Public Works) working out-of-class to Engineer II • Finance Manager (Public Works) to Range 31 Step 4 • Assistant Road Maintenance Manager to Road Operations & Maintenance Assistance Manager, Range 34 Step 4 (remove special pay) • Therapeutic Court Program Manager I to Range 25 Step 1 (permanent reclassification) Court Administrator to Superior Court Administrator to Range 35 Step 1 8.12 Approval of the Memorandum of Understanding (MOU) with AFSCME Local Union 1504 for the following reclassifications, effective March 1, 2016, that were received during the "Exceptional Request Window of Opportunity": • District Court Clerk Supervisor to Administrative Assistant, Range 25 • Senior Accounting Technician (Auditor's Office) to Financial Analyst, Range 27 8.13 Approval of the reclassification of the Senior Accounting Technician to Program Support Technician, Teamsters General Services contract, effective March 1, 2016. The Departments BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS March 1, 2016 - PAGE 3 of Community Development and Public Health have been combined creating the Community Services Department and due to the expanded duties this position is being reclassified. 8.14 Approval of the Letter to the Department of Ecology requesting a temporary upgrade of Marty Grabill's Group II Wasterwater Operator Certification to a Group III Certification in order to meet regulatory requirements until permanent staff can be hired. Cmmr. Neatherlin/Sheldon moved and seconded to approve action items 8.1 through 8.14. Motion carried unanimously. N-aye; S-aye;3-aye. Cmmr. Jeffreys commented on the reclassifications. Cmmr. Neatherlin spoke about the reclassifications. Cmmr. Sheldon thanked the staff for all their work on the reclassifications. 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—There were no public hearings. 10. Other Business (Department Heads and Elected Officials) — 10.1 Sheriff Salisbury spoke about the tragedy in Belfair last week. He thanked everyone and all agencies for their response. He said every piece of equipment they asked for was used. Sheriff Salisbury Cmmr. Sheldon thanked the MCSO for the professionalism during this tragic event. Cmmr. Sheldon left the meeting. Cmmrs Neatherlin and Jeffreys echoed the sentiments of Cmmr. Sheldon. 11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12. RESOLUTION AMENDING RESOLUTION NO. 45-15 FOR COMMUNITY DEVELOPMENT BLOCK GRANT(CDBG) MICROENTERPRISE PROGRAM WHEREAS, Mason County is applying to the state Department of Commerce for a Community Development Block Grant(CDBG); WHEREAS, it is necessary that certain conditions be met as part of the CDBG application requirements; WHEREAS, Frank Pinter, Budget Manager is authorized to submit this application to the State of Washington on behalf of Mason County; WHEREAS, resolution 45-15 passed on September 22, 2015 authorized an application request for $250,000 NOW, THEREFORE, be it resolved that the Mason County Commission authorizes submission of this CDBG application to the state Department of Commerce to increase the request from $250,000 to $269,210 for a Local Microenterprise Assistance Program, and certifies that, if funded, it; Will comply with applicable provisions of Title I of the Housing and Community Development Act of 1974, as amended, and other applicable state and federal laws; Has provided and will provide opportunities for citizen participation that satisfy the CDBG requirements of 24 CFR 570.486; Has provided technical assistance to citizens and groups representative of low- and moderate-income persons that request assistance in developing proposals; Will provide opportunities for citizens to review and comment on proposed changes in the funded project and program performance; Will not use assessments against properties owned and occupied by low- and moderate-income persons or charge user fees to recover the capital costs of CDBG-funded public improvements from low- and moderate-income owner-occupants; Will establish a plan to minimize displacement as a result of activities assisted with CDBG funds; and assist persons actually displaced as a result of such activities, as provided in the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended; Will conduct and administer its program in conformance with Title VI of the Civil Rights Act of 1964 and the Fair Housing Act; will affirmatively further fair housing (Title VIII of the Civil Rights Act of 1968); has adopted (or will adopt) and enforce a policy prohibiting the use of excessive force by law enforcement agencies within its jurisdiction against any individuals engaged in nonviolent civil rights demonstrations; and has adopted (or will adopt) and implement a policy of enforcing applicable state and local laws against physically barring entrance to or exit from a facility or location that is the subject of such nonviolent civil rights demonstration within its jurisdiction, in accordance with Section 104(1) of the Title I of the Housing and Community Development Act or 1974, as amended; and NOW, THEREFORE, BE IT RESOLVED that the Mason County Board of Commissioners designates Frank Pinter as the authorized Chief Administrative Official and the authorized representative to act in all official matters in connection with this application and Mason County's participation in the State of Washington CDBG Program. MASON COUNTY'S GENERAL SERVICES COLLECTIVE BARGAINING UNIT ARE REQUESTING REVIEW BY THE HE'ALTH CARE AUTHORITY TO PARTICIPATE IN THE WASHINGTON STATE INSURANCE PLANS WHEREAS,the Health Care Authority administers the medical, dental,life,and long term disability insurance coverage for the employees of the state of Washington,as set forth in chapter 41.05 RCW; and, WHEREAS, Mason County representing the General Services Collective Bargaining Unit has reviewed the state insurance plans,chapter 41.05 RCW,RCW 41.04.205, chapter 182-08 WAC,and chapter 18242 WAC; and, WHEREAS,we deem the state insurance plans as providing desirable insurance coverage for the employees of Mason County employees; and, WHEREAS,we certify that all employees enrolled are eligible to participate in the state insurance plans; BE IT RESOLVED,that the Board of County Commissioners does hereby request approval by the Health Care Authority to allow participation in the state insurance plans for the employees of the General Services Collective Bargaining Unit, subject to the requirement of RCW 41.04.205 and the rules adopted thereunder.
