HomeMy WebLinkAbout2016/02/23 - Regular BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS February 23, 2016 1. Call to Order—The Chairperson called the regular meeting to order at 6:04 p.m. 2. Pledge of Allegiance— Emanual Carr led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon; Commissioner District 3 —Terri Jeffreys. 5 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 The North Mason Chamber sent a letter asking the Board for support for the temporary park and ride in Belfair. 4.1.2 Ken Van Buskirk sent an email regarding Sweetwater Creek. 4.1.3 John Ellwood sent a letter regarding alleged unpermitted activities on Eells Hill Rd. 4.1.4 Sheriff Salisbury sent notification that he is relieving his staff from Courthouse Security and litter crew program duties. 4.2 Tammey Newton read a news release regarding-100 Day Challenge to End Family Homelessness. 5. Open Forum for Citizen Input— 5.1 Kevin Schmelzlen spoke about the litter problem in the City and informed the Board of the litter pick up he has been doing with volunteers every weekend. He said he hopes the County will get involved as well. He asked if the County could assist with the dump fees. He told the Board his Facebook page is called"Shelton to the top" and additional details can be found there for people wanting to know more or are interested in helping pick up litter. 5.2 Tom Davis spoke about House Bill 1145. He requested the Board add an agenda item tonight. He said holding a meeting outside the County should require more than 24 hour notice which he said is grossly inadequate. He would like a 15 day notice. Mr. Davis would like this acted on today and said he intends to stand here until a resolutions is achieved. Cmmr. Sheldon told Mr. Davis it appears he has a solution looking for a problem. He thinks they should work on things that are really a problem. He advised Mr. Davis to start with the legislature and work through a bill. Mr. Davis said he wants adequate notice. Cmmr. Sheldon said he doesn't see this as a problem. Cmmr. Neatherlin said these would special meetings and only focus on a joint interest and what is on the agenda. Tom Davis would like to have a briefing with the Board regarding this topic. Cmmrs Neatherlin/Jeffreys said they are willing to have a briefing. Cmmr. Sheldon reminded everyone they have already had a briefing regarding this topic. This is a County Commission meeting to be conducted in a business like way. The meetings deteriorate when a discussion is started but then turns into an action item. 5.3 Steve Bloomfield said there needs to be more communication amongst the elected officials within County. He mentioned the Sheriff stopping the courthouse security and litter crews. He said we shouldn't do this and it's due to lack of communication. He appreciates the opportunity for the public to attend these meetings. 6. Adoption of Agenda - Cmmr. Sheldon/Neatherlin moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; J-aye. 7. Approval of Minutes—January 25, 2016 briefing minutes and February 9, 2016 regular meeting minutes. Cmmr. Neatherlin/Sheldon moved and seconded to approve January 2S, 2016 briefing minutes and February 9, 2016 regular meeting. Motion carried unanimously. N-aye; S- aye;J 8. Approval of Action Agenda: 8.1 Continued from February 16, 2016....Approval to sign the letter of support for the Sweetwater Creek Waterwheel Park project as requested by the Hood Canal Salmon Enhancement Group, 8.2 Approval of the Veterans Assistance Fund applications for: Necessity Items $150.00 as recommended by the Veterans Service Office. 8.3 Approval of the 2015 Oath of Inventory for Machinery and Equipment pursuant to RCW 36.32.210 and Mason County Code Chapter 3.56. 8.4 Approval to voice no objections to the special occasion license application from North Mason Resources for an event to be held on February 27, 2016 at the Theler Community Center in Belfair and for the Chair to sign the related documents. Chair Jeffreys asked for item 8.1 be removed for a separate vote. Cmmr. Sheldon/Neatherlin moved and seconded to approve action items 8.2 through 8.4 with the removal of item 8.1 for a separate vote. Motion carried unanimously. N-aye; S- aye; J-aye. Item 8.1 Continued from February 16, 2016....Approval to sign the letter of support for the Sweetwater Creek Waterwheel Park project as requested by the Hood Canal Salmon Enhancement Group. Cmmr. Sheldon spoke about this item. He commented on the new draft letter and said he also feels that the landowner should be more involved. Testimony: Ken VanBuskirk spoke about item 8.1 and gave the Board additional information. He also mentioned the zoning. He asks that the UGA committee take a look at this. Mendy Harlow spoke about the grant and the grant process and gave additional information regarding this item. Commissioner Deliberations: Chair Jeffreys said she thinks a park would be phenomenal. She mentioned that over $200,000.00 has been received from in-kind donations from the community. Cmmr. Neatherlin explained he is in support of this. Cmmr. N eatherl in/Jeffreys moved and seconded to approve and sign the letter of support for the Sweetwater Creek Waterwheel Park project as requested by the Hood Canal Salmon Enhancement Group. Motion carried. N-aye; S-NAY; J-aye. 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time-There were no public hearings. 10. Other Business (Department Heads and Elected Officials)- 10.1 Lydia Buchheit read the news release regarding the Zika Virus. There is additional information available at the on the website of The Department of Health, Mason County Public Health and Center for Disease Control (CDC). 10.2 Undersheriff Barrett spoke about a fundraiser for North Mason and South Kitsap Veterans on Saturday, March 19, 2016. The Undersheriff also said they will get in touch with Kevin Schmelzlen to see how they can assist with litter pick up on County Roads. 11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
