HomeMy WebLinkAbout2016/02/02 - Regular BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS February 2, 2016 1. Call to Order—The Chairperson called the regular meeting to order at 9:03 a.m. 2. Pledge of Allegiance— Gerald Apple led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon; Commissioner District 3 —Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Hood Canal Improvement Club sent a letter of Support for Jeff Nunnemaker's appointment to the Parks &Trails Advisory Committee. 4.1.2 USDA sent a letter of response regarding the Emergency Watershed Protection Program. 4.1.3 William Kysor applied for the Lewis-Mason-Thurston Area Agency on Aging Council. 4.1.4 The Port of Grapeview sent a response letter regarding boating safety. Commissioner Jeffreys read the letter from the Port of Grapeview. 5. Open Forum for Citizen Input— 5.1 Gerald Apple invited everyone to the SADD (Students Against Destructive Decisions) spaghetti feed and silent auction event on February 20, 2016 at Shelton High School-SUB at 5:30 p.m. A $10 donation is recommended. Mr. Apple passed out a flyer and announced that proceeds go to Relay for Life. 5.2 Abey from Girl Scout Troup 42331 reminded everyone that Girl Scout cookies are now for sale and they can also be purchased to send to troops overseas through Operation Cookie Drop. 6. Adoption of Agenda - Cmmr. Sheldon/Neatherlin moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; J-aye. 7. Approval of Minutes—There were no minutes for approval. S. Approval of Action Agenda: 8.1 Approval of consolidated contract C17118 amendment 6 adding statements of work for: Natural Estuaries Program Onsite Sewage Management Round 6; Office of Immunization and Child Profile; and Immunization Information Systems. There are no budgetary effects for 2016 and the additional $100,000.00 will be budgeted in 2017. 8.2 Approval of the Ordinance amending County Code Chapter 2.88 alternate locations for regular Commission meetings and allowing joint meetings between County legislative authorities. 8.3 Approval of the Veterans Assistance Fund applications for: Necessity Items $300.00; Utilities $862.87 and Housing $770.00 for a total of$1,932.87 as recommended by the Veterans Service Office. 8.4 Approval of the resolution to approve County Road Projects (CRPs) 2006-2008. The three road projects are as follows: 2006-Bear Creek Dewatto Road (Clear Zone Project); 2007-Bear Creek Dewatto Road (Guardrail Project); and 2008-Arcadia Road (Guardrail Project) and authorize the Public Works County Engineer to advertise, set bid dates/times and award contract. The Federal Highway Administration will contribute 90% of the cost for each project with a 10% match from the County. Resolution 04-16 (Exhibit A); Resolution 05-16 Exhibit B; Resolution 06-16(Exhibit C) 8.5 Approval to appoint Jeff Nunnemaker and Brad Bryant to the Parks and Trails Advisory Board for a four-year term ending on December 31, 2019. From February 1 — December 31, 2016 for intensive case management services for veterans suffering from mental illness and/or chemical dependency. The total 2016 contract is for $95,674.00 shall add 2016 reporting requirements and a Client Satisfaction Survey Tom Davis said Item 8.2 concerns him. Cmmr. Jeffreys said they have been following this closely and sometimes certain things do necessitate meeting in other counties. Diane Zoren explained that there are two bills - 1. Authorizes holding out of county seat and 2. Authorizes out of County meetings with another legislative authority when a common interest is shared. Tom Davis would like Items 8.2 and 8.7 pulled for separate votes. Cmmr. Neatherlin/Sheldon moved and seconded to approve action items 8.1 through 8.7 with the removal of Items 8.2 and 8.7 for separate votes. Motion carried unanimously. N-aye; S-aye; ]-aye. Item 8.2 Approval of the Ordinance amending County Code Chapter 2.88 alternate locations for regular Commission meetings and allowing joint meetings between County legislative authorities. Tom Davis has concerns about this item. Cmmr. Sheldon said he feels confident this cannot be abused. Cmmr. Neatherlin said he understands the concern although it would only be if the item was of mutual interest. Cmmr. Neatherlin moved to approve the Ordinance amending County Code Chapter 2.88 alternate locations for regular Commission meetings and allowing joint meetings between County legislative authorities. Motion failed due to lack of a second. Cmmr. Sheldon/Neatherlin moved and seconded to table this item for two weeks (February 16, 2016). Motion carried unanimously. N-aye; S-aye;]-aye. From February 1 — December 31, 2016 for intensive case management services for veterans suffering from mental illness and/or chemical dependency. The total 2016 contract is for $95,674.00 shall add 2016 reporting requirements and a Client Satisfaction Survey. Health Director Vicki Kirkpatrick explained this item. Testimony: Tom Davis said he would like to reduce recidivism and said this collaboration would help do that. Mr. Davis reiterated his role by stating he advocates for veterans in court. He thinks this is money well spent. Cmmr. Jeffreys said she had concerns about a paid mentor. She thought this change needed vetting. She understands now but she was adamant about a full vetting. She thanked Mental Health professional involved and Tom Davis for his advocacy for veterans. Cmmr. Neatherlin/Sheldon moved and seconded to of the contract amendment with Mental Health Professionals, LLC. From February 1— December 31, 2016 for intensive case management services for veterans suffering from mental illness and/or chemical dependency. The total 2016 contract is for$95,674.00 shall add 2016 reporting requirements and a Client Satisfaction Survey. Motion carried unanimously. Other Business (Department Heads and Elected Officials) —There was no other business. 11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
