HomeMy WebLinkAbout2016/01/26 - Regular BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS January 26, 2016 1. Call to Order—The Chairperson called the regular meeting to order at 6:06 p.m. 2. Pledge of Allegiance—Steve Bloomfield led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon via telephone; Commissioner District 3—Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Housing Finance Commission sent notice for a public hearing. 4.1.2 Bill Sharp applied for the Lewis Mason Thurston Area Agency on Aging Council. 4.2 News Release: Brian Matthews read the news release re: Community Meeting- Pickering Road Speed Limit. The meeting will be on Thursday February 11, 2016 at Central Mason Fire and EMS Station. 5. Open Forum for Citizen Input— 5.1 Tom Davis apologized for his behavior at the briefings yesterday. He explained that he sounded off without reminding himself where he was. He stated that he is always very appreciative to the Board and he hopes they know his heart is in the right place. He also commented on the 1/10 of 1% and how the monies are spent. He said Cmmr. Sheldon stated he wanted to make sure this money was used effectively. Cmmr. Jeffreys thanked Mr. Davis for his service to the Veterans. Cmmr. Sheldon said he stands behind Mr. Davis. 5.2 Steve Bloomfield thanked Tom Davis for his dedication beyond everyone's expectations. He also reminded the Board about the request for land for the Mason County Historical Society. He said they would like to have a museum and they are willing to negotiate on the size of the property. 6. Adoption of Agenda - Cmmr. Neatherlin/Sheldon moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; ]-aye. 7. Approval of Minutes—Approval of the January 19, 2016 regular and briefing meeting minutes. Cmmr. Sheldon/Neatherlin moved and seconded to approve the January 19, 2016 regular and briefing minutes. Motion carried unanimously. N-aye; S-aye; 3-aye. 8. Approval of Action Agenda: 8.1 Approval of the Veterans Assistance Fund applications for: Necessity Items $450.00; Utilities $2084.98 and Housing $800.00 for a total of $3334.98 as recommended by the Veterans Service Office. 8.2 Approval of Warrants: Claims Clearing Fund Warrant #s 8035190-8035348 $ 80,048.87 Claims Clearing Fund Warrant #s 8035684-8035839 $ 485,593.49 For a total of: $565,642.36 Claims Clearing YTD total $38,113,967.63 Direct Deposit YTD total $14,351,340.59 Salary Clearing YTD total $15,871,491.77 8.3 Approval of the Hood Canal Regional Septic Loan Program Interlocal Agreement between Clallam, Jefferson, Kitsap, Mason and Kitsap Public Health. This agreement continues and expands the Hood Canal Regional Septic Loan Program to offer loan assistance to citizens of the BOARD OF MASON COUNTY COMMISSIONERS'PROCEEDINGS January 26, 2016 - PAGE 2 participating jurisdictions to address failing or malfunctioning onsite sewage systems to protect public health and water quality. Debbie Riley explained this item. Cmmr. Neatherl in/Sheldon moved and seconded to approve action items 8.1 through 8.3. Motion carried unanimously. N-aye; S-aye; J-aye. 9. 6:30 p.m. Public Hearings and Items Set for a Certain Time—There were no public hearings. 10. Other Business (Department Heads and Elected Officials) — 10.1 Justin Smith said that this weekend they will have 4-H Community Day and Master Gardner's field day is coming soon at Memorial Hall. Justin said an update on the seaweed grant should be coming up soon and added that they submitted a full proposal for a training program. 11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
