January 19, 2016
1. Call to Order—The Chairperson called the regular meeting to order at 9:04 a.m.
2. Pledge of Allegiance—Cheryl Williams led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim
Sheldon; Commissioner District 3—Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Economic Development Counsel sent their 4th Quarter Report.
4.1.2 USDA sent a letter regarding the Emergency Watershed Protection Program.
4.1.3 Deborah Soper applied for the Planning Advisory Committee.
4.1.4 Washington State Liquor&Cannabis Board sent a list of businesses with licenses due to
expire within 90 days.
5. Open Forum for Citizen Input -There was no citizen input.
6. Adoption of Agenda - Cmmr. Neatherlin/Sheldon moved and seconded to adopt the agenda
as published. Motion carried unanimously. N-aye; S-aye;J-aye.
7. Approval of Minutes— December 21, 2015 &January 4 & 11, 2016 briefing minutes and December
15, 2015 &January 12, 2016 regular meeting minutes
Cmmr. Sheldon/Neatherlin moved and seconded to approve December 21, 2015 &
January 4& 11, 2016 briefing minutes and December 15, 2015 &January 12, 2016
regular meeting minutes . Motion carried unanimously. N-aye; S-aye;J-aye.
8. Approval of Action Agenda:
8.1 Continued from January 5, 2016-Approval to appoint Frank Benavente to the Mason County
Housing Authority Board.
8.2 Approval of the resolution to cancel outstanding warrants which have not been presented for
payment per RCW 39.56.040.
8.3 Approval of the resolution to cancel uncollectible personal property taxes per RCW 84.56.240.
8.4 Approval for the Board to sign Acknowledgment of Receipt-2015 Property Tax Refunds
determined by RCW 84.69.020.
8.5 Approval of the Veterans Assistance Fund applications for: Food $300.00; Utilities $1211.84 and
Housing $3750.00 for a total of$5261.84 as recommended by the Veterans Service Office.
8.6 Approval of the Memorandum's of Understanding with seven school districts for use of their
facilities as Alternate Care Facilities in the event of a disaster. The school districts are as follows:
Grapeview, Pioneer, Shelton, North Mason, Southside, Mary M. Knight and Hood Canal.
8.7 Approval to set three public hearings at 9:30 a.m. as follows:
1. February 9, 2016 to consider a speed limit increase on Highland Road
2. February 9, 2016 to consider a speed limit decrease on North Bay Road
3. February 16, 2016 to consider a speed limit decrease on Belfair Tahuya Road.
8.8 Approval of the Funding Board Project Agreement with the Recreation and Conservation Office
(RCO) and authorize the Chair to sign the agreement for Coulter Creek Acquisition Phase II. This
agreement allows the County to purchase approximately 58 acres at the head of North Bay in
Mason County for planned use to include passive recreation, onsite boardwalks, view points and
restrooms.
8.9 Approval of the Professional Services Agreement between Mason County Facilities and Parks and
Capitol Land Trust for acquisition services for Coulter Creek Property.

Cmmr. Sheldon asked for Item 8.1, 8.8 and 8.9 removed for a separate vote.
Cmmr. Neatherlin/Sheldon moved and seconded to approve action items 8.1 through 8.9
with the removal of items 8.11 8.8 and 8.9 for separate votes. Motion carried
unanimously. N-aye; S-aye;3-aye.
Item 8.1 Continued from January 5, 2016-Approval to appoint Frank Benavente to the Mason County
Housing Authority Board.
Cmmr. Sheldon said he does not favor Mr. Benavente. He stated that someone else would be better
qualified for the position. He noted the investigative summary from 2009 by the State Auditor.
Cmmr. Neatherlin explained that he doesn't approve of the way this was handled.
Cmmr. Sheldon said he doesn't appreciate Cmmr. Neatherlin affixing views on him.
Cmmr. Jeffreys said she is concerned and so will not approve to appoint Mr. Benavente. She added
that there are other well fitted applicants.
Cmmr. Sheldon/Neatherlin moved and seconded to not approve Frank Benavente to the
Mason County Housing Authority Board. Motion carried unanimously. N-aye; S-aye; 3-
aye.
Cmmr. Neatherlin/Sheldon moved and seconded to appoint Dave Gjerstad to the Mason
County Housing Authority Board. Motion carried unanimously. N-aye; S-aye;3-aye.

Bill Kenny spoke on behalf of this item. Mr. Kenny clarified that the County previously acquired
Coulter Creek 1 and this is Coulter Creek 2. He stated that there is no dollar amount at this time but
there would be a 10% County match if the County goes through the steps to acquire the land.
Cmmr. Neatherlin/Sheldon moved and seconded the approval of the Funding Board
Project Agreement with the Recreation and Conservation Office (RCO) and authorized
the Chair to sign the agreement for Coulter Creek Acquisition Phase II. This agreement

Professional Services Agreement between Mason County Facilities and Parks and Capitol

unanimously. N-aye; S-aye; 3-aye
9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—There were no public hearings.

10. Other Business (Department Heads and Elected Officials) —
10.1 Announcement of Bid Awards: Melissa McFadden announced that all bids were accepted.
11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
12. Adjournment—The meeting adjourned at 9:50 a.m.
