Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Neatherlin and Jeffreys met in Closed Session from 9:00 a.m.to 9:55 a.m,with Bill Kenny and Frank Pinter for labor discussion. Cmmr. Sheldon was absent. 9:39 A.N4. Erceoutiye Session RGIA1 42 3n 11n( v:)Litigation-canceled 9:45 A.M. Support Services-Bill Kenny Commissioners Neatherlin and Jeffreys were in attendance. Cmmr. Sheldon was absent. • Request to Superior Court regarding Therapeutic Courts was presented by Cmmr. Jeffreys. Judge Amber Finlay was in attendance and stated Superior Court accepts the request and will report back to the Commissioners. Cmmr. Jeffreys asked that the report include the 5-year funding plan that includes the anticipated mental health tax and any other resources. • The Commissioners agreed to schedule quarterly county-wide Elected Officials&Directors meetings. The first meeting will be in mid-February and Cmmr.Jeffreys will work with Frank Pinter on the budget update information. Diane will work on scheduling the meeting. • Capital Land Trust agreement will be placed on the agenda. This is for acquisition services for Coulter Creek property. Mr.Kenny reported there have been discussions with Capital Land Trust about not making this property too restrictive. Passive recreation will be allowed,hiking, kayaking,etc. Cmmr.Jeffreys wants to be able to allow commercial vendors such as for kayaking or concessionaire. • Frank will work with Brian Matthews on pursuing a refinance for the current Public Works Buildings loan with State of WA for a lower interest rate. • Frank stated the City approved the levy shift agreement for the Metropolitan Park District. • Frank stated he met with Department of Commerce regarding the$1.5M appropriation for the Belfair sewer. The intent of the funding is to pay down existing loans. Cmmr.Neatherlin asked if the money can be used to make the regular loan payments and redirect the REET and.09 money to construction. Frank stated the funding is to pay down existing loans and he will work with the Commissioners to identify which loans to pay down. • The CDBG application for microenterprise project was submitted last week to Commerce. 10:15 A.M. Public Health&Human Services—Vicki Kirkpatrick Commissioners Neatherlin and Jeffreys were in attendance. Cmmr. Sheldon was absent. • Lydia Buchheit received approval to place the Memorandum of Understanding with seven Mason County School Districts for use of facilities for Alternate Care Facilities for mass distribution/care centers in the event of a disaster. • The Commissioners agreed to appoint Cmmr.Jeffreys as Mason County's representative on the Thurston Mason BHO. Vicki will place on tomorrow's agenda for approval. Commissioner Discussion Commissioners Neatherlin and Jeffreys were in attendance. Cmmr. Sheldon was absent. • Discussion of the proposed Simmons Road project. The Commissioners do not support making it a one-way road. Cmmr. Jeffreys will explore funding options from TIB. 10:30 A.M. BREAK from 10:40 am. To 10:45 a.m. 10:45 A.M. Treasurer—Lisa Frazier Commissioners Neatherlin and Jeffreys were in attendance. Cmmr. Sheldon was absent. • Ms.Frazier presented information on several annual items that will be placed on the agenda for approval: Cancellation of Warrants;2015 Property Tax Refunds and Uncollectible Personal Property Taxes. Public Works-Brian Matthews&Melissa McFadden Utilities&Waste Management-Brian Matthews/Erika Schwender • Introduced David Smith,Transportation Engineer. • Public hearings will be set to consider speed limit changes on Highland Road,North Bay and Belfair Tahuya Road. Discussion of existing speed limits and proposed changes. Public Works will schedule a workshop for Pickering Road in the area,will notify local property/business owners and Harstine Island residents and will let the Commissioners know when this is scheduled. • Staff will announce bid award information for culvert pipe,culvert linings and erosion control and asphaltic materials at the January 19 Commission meeting. • Melissa presented information on emergency road restrictions. • Discussion of Landon Road,off of North Shore Road. When there is a high water event there can be issues with this area. A resident creates a sand bag berm causing the water to be diverted and flood the roadway. Staff is concerned with liability this causes and the property owner has refused to remove the sand bags. There is no county solution to fix the drainage problem. The property owner could upgrade their drainage system. Cmmr.Neatherlin asked if the County could help the property owner upgrade their drainage system because the water goes over the county road. Staff noted that this is the natural path of water. There was discussion of the culvert above this area that passes water through. A letter will be sent to the property owner to not sand bag this area. • Utility collection status-Erika reported it's the start of the billing cycle so there is no updated information to report. Erika did report on the status of the shut off notices that have gone out. Cmmr.Jeffreys requested that absent a policy(staff is working on developing a policy), one staff person be the contact for final payment arrangements and the arrangements be consistent. • Cmmr.Neatherlin attended the SWAC meeting and the discussion was around privatizing the county utilities which he said was very informative. Commissioner Discussion—there was no discussion.
