HomeMy WebLinkAboutSPI2022-00041 - SPI Inspections - 5/25/2022 MASON COUNTY COMMUNITY SERVICES Building,Planning,Environmental Health,Community Health Site Pre-Inspection Notes Project#:SP12022-00041 to determine feasibility of building on tax parcel #22330-50-00153 Date of Site Visit/Meeting: May 25, 2022 General property description:Site is located off NE Tahuya Blacksmith Rd. Property can be accessed by an existing driveway.The site is currently developed with a cabin, bulkhead, retaining walls, and stairs down the hill towards the lake. Near the shoreline is maintained as lawn. Near the cabin includes evergreen trees with no shrub understory. Zoning:The zoning designation for the site is Rural Residential 5 (11135). Standard setbacks for this zone are a 25-foot front yard setback, a 20-foot setback for back yards, and a 5-foot setback for side yards per provision that lots less than 100 feet shall have standard side setbacks equal to 10%of the lot width at the building location.The front yard refers to the lot line adjacent to the property access, including access easements.The setbacks are measured from structures above grade such as roof overhangs (roof gutters), and other structures/appurtenances, including heat pumps exempt structures, etc. An administrative variance can be applied for to get a reduction in the required setbacks (minimum of 5 feet for sides, minimum of 10 feet for front and rear) if the lot meets certain criteria. Other setbacks can apply when critical areas are present, see below. All setbacks are measured from the furthest projection of the structure (including roof eves and gutters). Height limit per Mason County Code (MCC) 17.04.224(c) is 35 feet. Size limit per MCC 17.04.224(b) is 3,000 square feet for accessory building not to include dwellings. Shorelines: Shoreline Designation under the Mason County Shoreline Master Program (MCSMP) is Residential. Shoreline buffer is 100 feet plus a 15-foot building setback for a total of 115 feet. No vegetation clearing or new impervious surfaces are authorized in the buffer except as provided below. However,the Mason County Resource Ordinance uses a "common line" provision per MCC 8.52.170 (E)(3)(b). Common line was not evaluated during this site pre-inspection.The buffer is considered 15 feet waterward of the common line and must meet all buffer restrictions described above. Per MCC 8.52.170(D)(4)(g)an existing legally established landscaped area (mowed grass, flower beds, orchard trees, shrubs, and trees) may be maintained including mowing, weeding, trimming, replacement of vegetation types, placing landscape walls no more than two feet in height, and excavating or placing topsoil or compost not exceeding six inches in depth or ten cubic yards in total. Docks: New or expanded docks are allowed on Haven Lake with a building permit (over 120 square feet), a Shoreline Exemption using the JARPA form (up to $10,000 in valuation, otherwise a Substantial Development Permit), a SEPA Checklist, and Habitat Management Plan prepared by a qualified fish and wildlife professional. New or expanded docks must meet dimensional requirements listed in MCC 17.50.320.State (Hydraulic Project Approval-HPA). Maximum Overall Length. (a) Freshwater Dock. Measured from the waterward edge of the structure, the overall length of docks shall not exceed 60 feet from OHWM for single waterfront lots (single use). Bulkhead: Bulkhead repairs/replacements are allowed with the following permitting requirements with Mason County: Building Permit,SEPA and Shoreline Exemption. Enforcement:Code violations occurred on this property in regard to the bulkhead and to the existing cabin.The railroad tie bulkhead was replaced without permits and an addition to the house was constructed without permits. Permits were not completed after the fact for either item.The bulkhead may be permitted after the fact in combination with the proposed new dock.The bulkhead will need as built drawings and engineering.
