This depattment vas recently contacted by e�representative Hof the"Alderbrook
Community Club to discuss the adequacy of the Alderbrook water system. We
were requested to evaluate the capacity at the Alderbrook water system since
you were Involved in the enlargement of the Alderbrook Inn. In addition, the
possibility for increased vater"use dne to additional lot sales existed.

Dear Mr. Johnson:
Don Leaf of the Thurston - Mason Health District, and I enjoyed
meeting with you this past March 5 to discuss the present status of
the Alderbrook water system. In view of this meeting and the subsequent
inspection, we would like to make the following comments:
1. "As built" plans for this water system were initially approved by
this Department in 1965. This approval consisted of distribution
piping for the west side of the development, a well, reservoir, and
pumping facilities. The need for the development of a comprehensive
plan and submission of plans and specifications prior to any construction
- was discussed at that time.
In June1968, plans and specifications were submitted by Whitacre
Engineers. This consisted of drawings for the remaining half of
- - the distribution system, and a second well and pumping station similar
to the first installation. This submission was reviewed and a letter
asking for several items of information was directed to the project engineer.
' A complete and satisfactory response to this letter was never received,
_ and as a result, approval was never given for this second stage of con-
struction. '
2. WAC 248-54-350 requires a minimum protection radius of 100 feet for a pub-
lic water supply well. A copy of a restrictive covenant providing this
protection is contained in the enclosed "blue book". Such protection
is required for both wells and copies of the covenants should be pro-'
vided to this Department.
3. The minimum size pipe allowed in a distribution system is 2 inch. The
1968 review letter from this Department was concerned that line under
2 inch, which was shown on the engineering plans, not be installed. Is
there distribution line under 2 inches in diameter installed within the
. second portion of the development? '
4. Bacteriological samples should be submitted on a quarterly basis. I
believe that Ms. Dilworth of the Thurston Mason Health Distrrct
has already contacted you regarding this requirement. Samples for
chemical analysis from each well should be submitted at this time.

5. Irrigation requirements for the golf course have a significant effect
! upon water usage, and this subject -should be discussed in the engineering
report.
6. We were particularly impressed with the operation and maintenance of
the existing water supply facilities. Mel West is doing an excellent
job as utility superintendent. We would encourage him to participate
in the Voluntary Water Works Certification Program, and a memo ,
discussing a Basic Water Works class was mailed to Mel earlier this
week.
In summary, "as built" plans and specifications of the existing system and
an engineering report discussing present system capabilities, future needs,
and design criteria should be submitted for approval. It is important
that a system of this size have a comprehensive plan to follow so that
.. future source and storage can be accurately predicted and such an assessment
should be included in the engineering report.

Dear Mr. Johnson:
After our telephone conversation of this past Fridays. I felt that clarification
of my March 24th letter regarding the Alderbrook water.system was needed.

As was discussed, the second portion of this system consisting of a well, re-
servoir and distribution piping, has never been approved. Because of this,
"as built" engineering plans and specifications for this half of the system
'must be submitted for review and approval. An engineering report discussing
present system capabilities, future needs and design, criteria must also be
prepared and submitted so that future source and storage needs can be accur-
ately determined. .
It is our understanding that the property report which was filed with the
_ State land Development Registration Office does not disclose the fact the
water system at Alderbrook is not State approved. In light of this, we would
recommend that the necessary information be submitted in the near future so
that the system can be approved and further complications can be avoided.
