Thank you for the opportunity to comment on the mitigated determination for the Alderbrook
Creek Streambank Protection Repair&Failed Off-Channel Salmonid Habitat Deconstruction
project(SEP2011-00057)located at 10 East Alderbrook Drive in Union as proposed by Brian
cGinms,North Forty Lodging LLC. The Department of Ecology (Ecology)reviewed the
environmental checklist and has the following comment(s):

Any discharge of sediment-laden runoff or other pollutants to waters of the state is in
violation of Chapter 90.48 RCW,Water Pollution Control,and WAC 173-201A,Water
Quality Standards for Surface Waters of the State of Washington, and is subject to
enforcement action.
Erosion control measures must be in place prior to any clearing,grading,or construction.
These control measures must be effective to prevent stormwater runoff from carrying soil
and other pollutants into surface water or storm drams that lead to waters of the state. Sand,
silt, clay particles, and soil will damage aquatic habitat and are considered to be pollutants.
Proper disposal of construction debris must be on land in such a manner that debris cannot
enter water of the state(e.g.,Alder Creek&Hood Canal)and stormdrains draining to waters
of the state or cause water quality degradation of state waters.
Ecology's comments are based upon information provided by the lead agency. As such,they
may not constitute an exhaustive list of the various authorizations that must be obtained or legal

Erosion shall be controlled. Removal of vegetation should be minimized and any areas
disturbed should be restored to prevent erosion and other environmental impacts.

11. Give a brief, complete description of your proposal, including the proposed
uses and the size of the project and site. There are several questions
later in this checklist that ask you to describe certain aspects of your
proposal. You do not need to repeat those answers on this page. (Lead
agencies may modify this form to include additional specific information on

Replacement shoreline protection shall be constructed using
medium sized angular rock, along 210 feet of Alderbrook Creek,
between the parking lot bridge and a small foot bridge along the
shoreline where the stream discharges into the Hood Canal. Two
approx. 30' and 60' sections shall be constructed just landward of
the active channel, using two to three man angular rock, backed with
quarry spalls and filter fabric. In addition, single rock will be used to
repair minor eroding areas (of the exising streambank rock
protection) as needed along the 210 feet.
As per the WDFW's request, a failed, manmade off-channel habitat
area shall be deconstructed by plugging a conduit located in
Alderbrook Creek, then filling the area with alluvial sediments and
native soils. The area will then be planted with native vegetation and
grass at the applicant's discretion.
12. What is the location of the proposal? Give sufficient information for a
person to understand the precise location of your proposed project
including a street address, if any, and section, township, and range, if
known. If a proposal would occur over a range of area, provide the range
or boundaries of the site(s). Provide a legal description, site plan, vicinity
map, and topographic map, if reasonably available. While you should
submit any plans required by the agency, you are not required to duplicate
maps or detailed plans submitted with any permit applications related to
this checklist The site is located off Hwy 106, south of Union on the
south shore of the Hood Canal. Section 33, Township 22N, Range
03W. The legal description is: SUNNY BEACHPCL 1 OF BLA #04-58.
B. ENVIRONMENTAL ELEMENTS:
1. EARTH:

grading proposed. Indicate source of fill. The failed off-channel habitat
(manmade) shall be filled with alluvial sediments (from the stream,
removed to keep the HR 106 culvert from becoming plugged) and
native soils, then planted with native vegetation and grass.
f. Could erosion occur as a result of clearing, construction, or use: If so,
generally describe. The WDOE's Best Management Practices shall
be followed during construction to prevent water pollution or
sedimentation, along with the WDFW's HPA provisions.
g. About what percentage of the site will be covered with impervious
surfaces after project constructions (for example, asphalt or buildings)?
The project will not add any new impervious surface to the site.
h. Proposed measures to reduce or control erosion, or other impacts to the
earth, if any:
The WDOE's Best Management Practices shall be followed during
construction to prevent water pollution or sedimentation, along with
the WDFW's HPA provisions.
2. AIR:
a. What types of emissions to the air would result from the proposal (i.e.
duct, automobile, odors, industrial wood smoke) during construction and
when the project is completed? If any, generally describe and give
approximate quantities, if known. Emissions from any heavy
equipment use shall be minor.

the site (including year-round and seasonal streams, saltwater,
lakes, ponds, wetlands)? If yes, describe type and provide names.
If appropriate, state what stream or river it flows into.

stream flows are low.
