SUBJ: Alderbrook-Hi hway 106 Re-Alignment,
Grading, Geotechnical, & Stormwater Reviews
FPA2003-00007. GRD2003-00008 & 9
Plans for the proposed State Highway 106 re-alignment in the vicinity of the Alderbrook Resort
on the South Shore of Hood Canal have been received and reviewed by Public Works. Included
in the reviewed materials is a Drainage Analysis, a Geotechnical Report with addendum, road re-
alignment plans for Highway 106, and road intersection plans and details for the reconstruction
of the Dalby Road—Hwy 106 intersection.
The geotechnical report appears to adequately address stability issues. Recommendations made
in the geotechnical report should be made conditions for project approval.
A drainage analysis (copy included to DCD)prepared by Pat McCullough, P.E., of ESA was
received directly from the engineer. The proposed drainage features appear to meet minimum
State and County Stormwater Runoff treatment and attenuation requirements. Because of the size
and complexity of the overall project, inspection of the stormwater control features through
completion is an activity most easily and effectively handled by the project's construction
inspectors and/or engineer(s). Public Works may perform random inspections during
construction to verify that adequate and appropriate Erosion and Sediment Control features are
being employed and maintained. At completion of the stormwater control facilities, Public
Works requests that the project engineer provide the County a report indicating his satisfaction
with the completed stormwater control facilities, and his acknowledgement that the completed
facilities conform with the approved plans, or he has submitted as-built drawings detailing any
changes or diversions from the approved plans. Operation and maintenance of the privately
owned stormwater control features is expected to be provided by the facility's owner. Attached
please find a copy of the Operation and Maintenance (O&M) Covenant Public Works has been
employing to fulfill this requirement. The covenant form should be completed, signed (and
notarized) by the responsible person, the signed covenant recorded with the County Auditor's
Office, and a copy of the recorded covenant delivered to Public Works for monitoring and

An intersection re-alignment plan prepared by THE SHEA GROUP, a PARAMETRIX
Company, for the proposed Highway 106—Dalby Road intersection has been received directly
from the Shea Group. The County Engineer has reviewed the intersection plans (attached), and
given his approval (attached) (Plans dated 4/24/03 Shea Group filename: 04454001 C-
PLAN.DWG).
To summarize, Public Works has reviewed grading, geotechnical, hydraulic, road alignment(s),
and other features and plans pertaining to the proposed Highway 106 re-alignment, and feel the
proposals to this point, are acceptable. -
