NOTICE IS HEREBY GIVEN that the Mason County Civil Service
Commission will hold a public hearing on Thursday, July 18, 2024, at 5:00 p.m. at 423 N.
51h Street, Shelton, WA 98584.
SAID HEARING will be to consider revisions to the following Civil Service
Rules: 5.4 A. Recruitment and Eligibility Qualifications relating to citizenship. See
attached

S. RECRUITMENT & ELIGIBILITY
5.1 Announcement of Examination:
A. All externally advertised examinations shall be published, posted or advertised
at least fifteen (15) days prior to the announcement's closing date as
determined by the chief examiner or commission. Notices shall be posted or
advertised on the county website as determined by the chief examiner or
commission.
B. All promotional examinations shall be publicized at least fifteen (15) days prior
to the closing date by sending the announcement to all sheriff's office
employees via email and may include posting the announcement as determined
by the commission or chief examiner. The announcement shall state the plan for
the examination process and list the components of the examination process as
required by Section 6.10.
5.2 Filing of Applications: All applicants for positions in the classified service that are
advertised externally to the sheriff's office must submit a signed application on the
form prescribed by the commission. All applications must be received in the
commission's office within the time limit fixed in the official announcement of
examination.
A. Promotional Exams: All applicants for promotional examinations must submit
a notice of intent to test or other required materials as specified in the official
announcement to the chief examiner within the time limit fixed in the official
announcement of examination.
B. Application Fee: All applicants for exams advertised externally to the sheriff's
office may be required to pay an appropriate application fee in accordance with
applicable Mason County ordinances, taking into account the ability of the
applicant to pay. An application shall not be considered received until the
appropriate application fee has been paid if required.
5.3 Change of Applicant's Address: All applicants are responsible for notifying
the commission in writing of any change of address and or status. Notice will
be accepted via email.
5.4 Qualifications: To be eligible for examination, applicants must meet the
qualifications as set out in the announcement. The commission shall prescribe for each
position such qualifications as in its judgment are necessary for job performance.
Unless specifically designated otherwise by the commission or state law, the following
shall be qualifications for all positions:
A. Citizenship. An aApplicants must be a citizens of the United States, a lawful
permanent resident, or a deferred action for childhood arrivals (DACA) recipient
who can and able to speak read, and write, and speaIkthe English language so
as to be easily understood.
B. Age. The minimum employee age shall be stated in the announcement of
examination. The commission shall permit filing by applicants not more than
one (1) year under the specified minimum age. If such applicants are
successful in passing the examination, their eligibility shall be held in abeyance
until they reach the required minimum age, at which time they must report
reaching the minimum age in writing. They shall then be placed on the eligibility
list in accordance with their final examination ratings. Any eligibility so attained
shall expire with that of other eligibles from the same examination.
5.5 Proof of Qualifications: The chief examiner may require evidence of a satisfactory
degree of education, training, experience, or any other qualifications required for
eligibility.
5.6 Rejection of Application: The chief examiner shall reject any application or
applicant for appointment, promotion, or re-employment for any of the following
reasons:
A. The applicant lacks the minimum qualifications set forth in the examination
announcement.
B. The applicant has made a false statement on the application with regard to
any material facts.
C. The applicant has been dismissed for cause from any classified position in a law
enforcement agency within the preceding twelve (12) months and no grievance
or appeal is pending.
D. The applicant, after notification, did not appear at the time and place
designated for examination.
E. The applicant has directly or indirectly paid or promised to pay any money or
other valuable thing to any person to achieve appointment, promotion, or re-
employment.
5.7 Deputy Sheriff Lateral Entry: An eligibility list for deputy sheriff may be created
from the names of persons who are or have been employed within the last twelve (12)
months by another civilian law enforcement agency as full-time, paid, peace officers
having law enforcement authority. Applicants must possess current certification by the
Washington State Criminal Justice Training Commission or equivalent state-approved
basic law enforcement academy certification from another state and meet the following
qualifications:
A. Meet minimum qualifications of a Mason County deputy sheriff; and
B. Have the ability to obtain an equivalency certification within the first twelve (12)
months of employment by meeting the standards of the Washington State
Criminal Justice Training Commission; and
C. Have successfully completed the testing process and been hired by another
jurisdiction from a civil service commission certified eligibility list or other like
process; and
D. Have successfully completed a probationary period with the current or
previous employer; and
E. Have been continuously employed by the present or previous employer as a
general authority police officer or deputy sheriff with a general authority law
enforcement agency in the United States, performing general authority
enforcement of the criminal and traffic laws of that state, in either a patrol or
investigative capacity, for at least twelve (12) months.
5.8 Corrections Officer Lateral Entry: An eligibility list for corrections officer may be
created from the names of persons who are or have been employed by another civilian
law enforcement agency as full-time, paid, civilian corrections officers. Applicants must
possess current corrections officer certification by the Washington State Criminal
Justice Training Commission or have equivalent state approved corrections officer
training certification from another state and meet the following qualifications:
A. Meet minimum qualifications of a Mason County corrections officer; and
B. Have the ability to obtain an equivalency certification within the first twelve (12)
months of employment by meeting the standards of the Washington State
Criminal Justice Training Commission; and
C. Have successfully completed the testing process and been hired by another
jurisdiction from a civil service commission certified eligibility list or other like
process; and
D. Have successfully completed a probationary period with the current or
previous employer; and
E. Have been continuously employed by the present or previous employer as a full-
time, paid, civilian corrections officer for at least twelve (12) months.
5.9 Conditional Admission: If there is doubt as to whether an applicant meets the
minimum qualifications, the chief examiner may admit the applicant to an examination,
provided that the particular requirements are met to the satisfaction of the chief
examiner before the applicant is placed on the eligibility list.

The regular meeting was called to order at 5:00 p.m. by Chairperson Sue Ickes.

1. Approval of Minutes: April 18,2024, regular meeting minutes.
Cmmrs. Naulfferrier moved and seconded to approve the April 18, 2024, regular meeting minutes as
submitted. Motion carried unanimously.
2. Open Forum for Citizen Input - No public input.
3. Chief Examiner Update
3.1. Position Tracking - 15 vacant funded positions: Community Service Officer-3,
Corrections Deputy-5, Deputy Sheriff-3, Financial Assistant-1, and Support
Specialist-3
3.2. Patrol Corporal and Patrol Sergeant Promotional Written Test - June 20, 2024;

3.3. Approval to set a public hearing on July 18, 2024, at 5:00 p.m. to consider
revisions to Civil Service Rule 5.4 Qualifications.
Cmmrs. Nault/Ferrier moved and seconded to approve setting a public hearing on July 18, 2024,
at 5:00 p.m. to consider revisions to Civil Service Rule 5.4 Qualifications. Motion carried
unanimously.
3.4. Approval to post a promotional announcement for Corrections Corporal.
Cmmrs. Nault/Ferrier moved and seconded to approve posting a promotional announcement for
Corrections Corporal position. Motion carried unanimously.
4. Sheriff's Office Update presented by Chief Beyer.
4.1. Corrections - They are looking to establish an eligibility list to fill vacant
corporal positions.
4.2. Patrol - Two Community Service Officer applicants are being considered for
the Patrol division. There is a possibility of a lateral applicant.
4.3. Support Staff - A new Support Specialist staff will begin on July 1. Currently,
there are five staff and all but one are in training. An additional applicant on
the eligibility list will be interviewed. They will delay bringing on additional
new staff to be able to manage the current staff in training.

Extra Help -Approval was requested to extend an extra help position for
another four months. Barbara Hubbard has filled in six times as support staff.
Her current four-month term will end on June 30.
Cmmrs. Nault/Ferrier moved and seconded to approve an additional four months of extra help
for Barbara Hubbard through October 2024. Motion carried unanimously.

The Mason County Civil Service Commission will establish a promotional eligibility list for the position of
Corrections Corporal in the Mason County Sheriff's Office.
NOTE:
If five or less candidates apply, Mason County will utilize the services of an outside agency to conduct a
Work Performance Rating (WPR) and rank the candidates according to their score.
If six or more candidates apply, Mason County will utilize the services of an outside agency to conduct a
Supervisory Skills and Abilities (SSA) process to rank the candidates according to their score.
Minimum Qualifications
Two years of experience working as a Mason County Corrections Deputy which includes completion of the
probationary period.
Eligible candidates must not have any pending disciplinary action against them.
General Description
An employee in this class performs a variety of law enforcement duties in the Mason County Jail or in other
related units. Corporals provide guidance and assistance to entry level Corrections Deputy in the performance
of their duties. Under the general directions of the Sergeant, assist the Sergeant as directed; assume the duties
of the Sergeant in their absence; and may provide backup for a supervisor in another unit.
Work is performed in accordance with established policies and procedures of the Sheriff's Office and is
supplemented by frequent specific instructions. The employee is subject to the hazards of corrections work.
Work is performed under the general supervision of the Sergeant and is evaluated for adherence to department
policies and for effectiveness of assigned duties.
Examples of Duties (duties include but are not limited to the following)
Supervises in the absence of the Sergeant, observes, and instructs subordinates in the enforcement of Jail
Policies and Procedures as written in the Jail Policy Manual, Inmate Manual, Department Manual, and State
laws.
Disseminates information as directed.
Conducts shift briefing and equipment and safety inspections.
Prepares reports including statistical data collection and evaluation. Reviews reports, logs, and other records
prepared by assigned personnel to assure accuracy, adequacy and content, compliance with applicable
policies, rules and laws and proper disposition.
Counsels subordinates and makes recommendations to the Sergeant on performance appraisal, training,
recognition and disciplinary actions.
Establishes and maintains effective working relationships with department personnel, other agencies and the
general public. Serves as a communication link between the staff and management.
Performs the duties required of Sergeants and Correctional Deputies, as necessary.
Maintains a standard of conduct which promotes respect and confidence from all department personnel.
Performs other duties as assigned.
The Corrections Corporal position requires a wide variety of physical activities to varying degrees based on
varying work circumstances. Required physical activities include walking, standing, sitting, running, jumping,
balancing, climbing, crawling, kneeling, bending, stooping, crouching, reaching, lifting, carrying, dragging,
throwing, pushing/pulling both objects and people, handling, digital dexterity, twisting, talking, hearing and
seeing. A Corrections Corporal must be able to clearly distinguish and identify colors; safely drive a vehicle with
unassisted vision; accurately discharge a firearm (either hand) with unassisted vision; clearly discriminate
electronic, mechanical and human sounds and/or operate other required equipment in a safe and lawful manner
for the protection/safety of the public, of self and of other employees.
Submit Notice of Intent
Submit your notice of intent to civil service via email at civilservice@masoncountywa.gov. You will receive
confirmation. If you do not receive confirmation, it is your responsibility to follow up with civil service and
show that you did send your intention to test within the timeframe allowed.
Following the close of the promotional announcement on August 1, 2024, the number of candidates will be
reviewed to determine the process.
Work Performance Rating— Five or less candidates
If five or less candidates apply, Mason County will utilize the services of an outside agency to conduct a
Work Performance Rating (WPR) and rank the candidates according to their score.
Supervisory Skills and Abilities—Six or more candidates
If six or more candidates apply, Mason County will utilize the services of an outside agency to conduct a
Supervisory Skills and Abilities (SSA) process to rank the candidates according to their score.
The SSA will be August 27 or 28, 2024. (Keep your calendar open during this week) You will be notified
of the exact date, time, and location.)
Each candidate will be notified of their score and rank on the eligibility list within one week of the WPR or SSA. Mason County

DESCRIPTION:
A limited commissioned employee of the Mason County Sheriff's Department Office whose primary
duties are to investigate animal complaints generated by citizens within the Mason County Sheriff's
Department's Office's jurisdiction.
ESSENTIAL FUNCTIONS: (Any one position may not include all the duties listed nor do the listed examples
include all tasks which may be found in positions of this class.)
Investigation of complaints, evidence gathering, taking photographs and statements, issuing citations
if necessary, compiling related reports and appearing in court to present information when
appropriate.
Documentation of resolution of complaints. Pick up injured and abandoned animals and those
animals impounded by the Sheriffs Department Office.
Participation in euthanasia as required. Perform other duties as assigned that may not be directly
related to the functions of animal control.
The Animal Control Officer will be responsible for investigating and resolving citizen's complaints
relative to, but not limited to, animal nuisances, violations of State laws and local ordinances, inhumane
treatment, property damage, animal bites to humans and related animal control problems/concerns.
Complaints may vary and include many different types and species of animals.
Duties may include patrol of assigned areas and enforcement of animal related state laws and local
ordinances, dissemination of information regarding statutory requirements to animal owners, issuing of
warnings, preparation of case investigation reports, as well as impounding animals when required.
The Animal Control Officer must become familiar with current local ordinances and the Revised Code
of Washington regulations concerning animals and agency policy and must have the ability to
communicate these regulations politely and clearly to the general public.
Must be accurate in recording of daily activity, to include all stops and public contacts via an officer's
notebook.
Must greet the public and answer the phone appropriately when at the Sheriff's Department Office,
taking and retrieving messages, providing pertinent information and assistance in whatever process
is needed.
Needs sufficient command of the in-house computer system to enter animal data and enter, update
and search complaint records.

Must observe Mason County Sheriff's Department Office Policies and Procedures relating to the safe
and official operation of county vehicles and promptly report all accidents and any citizen issues
having to do with the discharge of assigned duties to the appropriate person.

Responsible for independently accomplishing daily objectives of a specialized enforcement or
compliance support function.
Recommends updates to forms and department policy.
Interacts with Mason County Sheriff's Office employees, correction officers, law enforcement
agencies, court officials, prosecutor's office, and the public on issues in assigned duty areas.
Reviews and processes time sensitive legal documents from criminal justice, social services,
professional organizations, citizens, and public disclosure requests to ensure accuracy,
completeness, and legal compliance with federal and state laws and sheriff's office policy.
Initiates legal documents as needed. Clarifies, and/or provides guidance on Revised Codes of
Washington, various types of court orders, subpoenas, affidavits and other legal documents to
assist officer(s) in the field in determining proper legal course of action.
Answers inquiries and receives requests for service from citizens and staff by phone, mail, fax,
and in person. Provides information and instructions or makes contacts and referrals to persons
and organizations.

Processes permits and legal documents as needed, which may include various types of court
orders, subpoenas, affidavits, warrants and other legal documents and may include cash handling.
Administrative support to the Sheriff, his Command Staff and/or other leadership as needed.

This position may at times experience highly stressful situations in the process of resolving
problems under strict deadlines.
This position is expected to function with considerable independence and have latitude in

DISTINGUISHING FEATURES:
The Support Specialist I works with a variety of complex software and legal systems on a daily
basis including multiple Mason County systems, jail systems, and state and federal reporting
systems.
The Support Specialist I class is distinguished from the Support Specialist 11 & III classifications by
their emphasis on learning and becoming proficient in the various tasks and functions of the
position to which they are assigned. Support Specialist I's will generally work under closer
supervision with less independence until proficiency is acquired.

Provides a variety of duties associated with the management and maintenance of the central file system
mandated by law and required for the proper operation and administration of a law enforcement agency
