Proiect Description:

This permit, with conditions, is granted pursuant to the Mason County Resource
Ordinance (Chapter 17.01 MCC.) Nothing in this permit shall excuse the applicant
from compliance with any other federal, state, or local statutes, ordinances, or
regulations applicable to this project. This permit may be rescinded if the permitee
fails to complete the project as proposed or fails to comply with the standards of this
ordinance.

Conditions:
1.) Temporary erosion control measures must be implemented to prevent water quality
degradation of adjacent waters or wetlands. Silt fencing must be installed and maintained
until u become established.

2.) A Hyd is Project Approval from the Washin Department of Fish +Wildlife
must be granted prior to start of work. X
3.) The applicant acknowledges that the prof will be completed as proposed, so that the
project will be consistent with all applicable standards of the Mason County Resource
Ordinance.
4.) Approved per dimension submitted site plan in the SEPA document and
labeled AO.4. X
5.) The activities and reco'si4mendations of the Habitat Management Plan shall be
implemented and a fol -up sis_pectiwn shall be conducted by planning staff prior to
final approval. X
6.) The approval of this project is subject to the recommendations and specifications outlined
in the attached geotechnical report or assessment. Structures and/or land modifications
(grading, cuts,fills, etc.)required in the geotechnical report/assessment, may require a
seperate permit. The geotechin shall remain attached to the
approved building plans. X
7.) The project engineer shall pr to Mason County a report indicating satisfaction with
the completed stormwater control facilities, and ack o t that the completed
facilities conform with the approved plans. X
8.) An Operation and Maintenance Covenant shall mpleted, signed and recorded with
the Mason County Auditor's Office, and a copy oft core ered to
Mason County Public Works Department. X

FINDINGS OF FACT
MASON ENVIRONMENTAL PERMIT # MEP2003-00004
APPLICATION DATE: 4/3/03
Mason County has reviewed the above referenced application for a Mason Environmental Permit
and finds it in conformance with all applicable County land use regulations in effect at the time of
application.
FINDINGS
The proposed Mason Environmental Permit(MEP)is for the following activity:
As part of remodel&reconstruction of existing Alderbrook Inn campus and relocation of State
Route 106 in area adjacent to Inn the permitted activity will include:
• Relocation of the existing parking further away from Alderbrook Creek,removal of
existing culverts and replacement with bridges and/or open bottom culverts to provide
fish passage at Alderbrook Creek where it crosses the existing and proposed location of
SR106.
• Recreation of sinuosity and spawning back channels on Alderbrook Creek,planting of
native vegetation in place of moved parking, at the old highway 106 location.
• On Dalby Creek,removal of existing culverts,replacement with a bridged open bottom
culvert at existing and proposed location of SR106.
• Relocation of two type V streams.
• Logging, grading and road construction on steep slopes and within the stream buffers for
Alderbrook and Dalby Creek.
• Mitigation for impacts to existing wetland in path of proposed SR106 relocation.
The proposed Mason Environmental Permit is compliant with the following conditions:
1. The proponent has paid the prescribed fees.
2. The proponent has filed a complete application which includes:
a. A description of the proposed project.
b. A scale drawing showing the restoration area as well as the resulting lots.
c. An approved Habitat Management Plan
d. An approved Drainage Analysis
e. An approved Geotechnical Report
f. A temporary stormwater and sediment control plan
3. That the applicant's proposal was circulated to all applicable county departments and outside
agencies without any comments being received.The site was also posted and notice mailed to
adjacent property owners per Title 15, again without comments being received.
CONCLUSION
In conclusion,this application for a Mason Environmental Permit is consistent with the above
criteria. The following conditions have been attached to the approval:
1.The activities and recommendations of the Habitat Management Plan shall be implemented and
a follow-up site inspection shall be conducted by planning staff prior to final approval.
2.Temporary erosion control measures must be implemented to prevent water quality
degradation of adjacent waters or wetlands. Silt fencing must be installed and maintained until
upland vegetation has become established.
3.A Hydraulic Project Approval from the Washington State Department of Fish+Wildlife must
be granted prior to start of work.
4.The applicant acknowledges that the project will be completed as proposed, so that the project
will be consistent with all applicable standards of the Mason County Resource Ordinance.
5.Approved per dimensions and setbacks on submitted site plan in the SEPA document and
labeled AO.4.
6.The approval of this project is subject to the recommendations and specifications outlined in
the attached geotechnical report or assessment. Structures and/or land modifications(grading,
cuts, fills,etc.)required in the geotechnical report/assessment,may require a separate permit.
The geotechnical report/assessment shall remain attached to the approved building plans.
7. The project engineer shall provide to Mason County a report indicating satisfaction with the
completed stormwater control facilities,and acknowledgement that the completed facilities
conform with the approved plans.
8.An Operation and Maintenance Covenant shall be completed,signed and recorded with the
Mason County Auditor's Office,and a copy of the recorded covenant delivered to Mason County
Public Works Department.
RECOMMENDATIONS
I,being the Manager of the Mason County Planning Department,hereby attest to and certify that
appropriate provisions have been made for this Mason Environmental Permit and hereby
recommend approval. In addition these facts evidenced by the contents of the file for this short
subdivision.
