The deck of the floating pier was replaced without being properly permitted. The purpose of
this project is to obtain an after the fact permit from Mason County and a new permit from
Mason County and the WDFW to complete required construction necessary to bring the
repaired section of the pier into compliance with WDFW's standards for overwater
structures. A permit from the U.S. Army Corps of Engineers has also been applied for.

The existing structure, which was repaired without permits in 2017, was permitted in 1994 by
Mason County and consists of a 7' by 106' floating pier and two finger piers (8.5' x 12' & approx.
14.5' x 12') that are constructed primarily of wood and encapsulated float material. The
unpermitted repair work consisted of replacing the original decking with Alaska yellow cedar
decking. Both Mason County and the Washington Department of Fish and Wildlife (WDFW) are
requiring that the repaired floating pier be grated and meet the WDFW's percentage and light
passage standards to the extent that it is possible (i.e. due to the presence of the float
capsules). Approximately 346 sf of pultruded grating with 60 percent light passage will be
added. Thirty-two, 12" by 12" metal, float landing feet will also be added to the pier structure to
prevent it from grounding out during low tides. The landing feet will provide one foot of seabed
clearance. An associated 4' x 16' ramp, two steel pilings, and a modular plastic 6' x 69' floating
pier with several smaller modular floats were not repaired, nor is any repair work proposed.

Equipment and materials will be driven to the site. The equipment will consist of various hand
tools. Work on the project is tentatively scheduled to begin after the receipt of all required
permits and approvals. Work will be completed during daylight working hours normal to a rural
neighborhood.
In order to maintain the present water quality of the Hood Canal during work, Best Management
Practices will be implemented. BMPs are defined as physical, structural, and/or managerial
practices that prevent or reduce the pollution of water (WDOE). The following applicable BMPs
shall be used to insure that water quality is not degraded by erosion and sedimentation from
rainfall at the site:
• All existing native vegetation, including submerged aquatic vegetation will be preserved.
• Equipment shall be cleaned and checked daily for leaks.
• All work will occur during low tides when there are no tidal waters beneath the work area.
• Prior to commencing work each day, geo-textile fabric will be spread over the dry beach
grade before commencement of project construction in order to contain any manmade
construction debris. At the completion of construction each day, the geo-textile fabric
will be removed from the shoreline at the site, along with all construction debris. All
debris will be disposed of at a licensed landfill or other licensed disposal site.
The following Spill Prevention Control measures shall also be followed:
• The contractor will supply the site with a portable bathroom if an onsite bathroom is not
available for workers, so that liquid or solid waste will not become a source of
stormwater pollution.
• The contractor shall be responsible for alerting the appropriate authorities in the event of
a hazardous spill.
• The contractor shall be able to perform basic control, containment, and/or confinement
operations within the capabilities of the resources and personnel protective equipment
available. In other words, small spills, such as paint or oil, shall be promptly and fully
collected and disposed of at a suitable disposal site. In the event of a significant spill, a
fish kill, and/or if fish are observed in distress the Washington State Department of
Ecology (800.258.5990) and the Washington State Department of Fish and Wildlife's Area
Habitat Biologist, Joshua Benton (360.602.0364), will be notified immediately.
All activities are within the 100-year flood plain. The nearest waterbody is a Type Np stream and
the Hood Canal.
