'f;?t;r.�:%�x �t�%'}�: t;s • a J,t-a + " s 5,i., p :jt, Dear Grace, y ^ tF61 lt3 eF t `i 1.tt+F + a Y t�t�staf My property originally consisted six blocks (Blocks 23, 24, 25, 26, 27, and 28)and 1.It s _j� 4;� partial blocks (Blocks 13, 14, 15, and 22) located between Randolph Avenue and Oak Street in the Plat of Detroit 42. All of the internal roads and 30 feet of the perimeter roads were vacated in 2002. In December of 2002, I sold just under 5 acres to Mason County for wetland mitigation in conjunction with widening GrapeviewI_,00p Road. In the process of the county purchasing the property, they had their own wetland survey completed and a copy of the corner of Ninth Street and Mecklem Avenue showing their wetland designation is enclosed. As you will notice, the Mason County's wetland boundary does not extend across Ninth Street along Mecklem Avenue as far as the one I did several years earlier in the process of building the new wetlands. I marked on the map in "blue" showing the first road location to Blocks 25 and 26. This location was eliminated when Mason County purchased the 5 acres. As an alternate route, I planned on accessing the two blocks via Oak Street south along Ninth Street to Mecklem Avenue then west to 'Tenth Street. This location is shown in "red". After surveying this road location along Mecklem Avenue it was very apparent the base material for the road is non-compactable requiring extensive excavation and back filling. I evaluated access via Tenth Street, which is shown in "fluorescent yellow"and is a rr3##ch better location for the following reasons: 1. Eliminates the need to excavate along Mecklem Avenue. 2. The road is completely out of the wetland buffer. 3. Eliminates one 90-degree turn and reduces the amount of cut and G11. w 3 J'. r ' ' : 4. Reduces road construction by about 200 feet as Oak Street is already built to kit OR Tenth Street. I recommend proceeding with the new location as shown on the enclosed drawing. Of course, I would install a culvert at the bottom of the road and the work would be done in accordance with the construction guidelines shown on the drawings completed by WestSound Engineering for the original road location along Ninth Avenue and Mecklerh { Avenue.
