The property, which supports a large lodge and spa, is moderately vegetated with native
vegetation. Numerous large trees have been left and a buffer of native vegetation has been
planted around Alderbrook Creek, which cuts thru the site's parking, driveway, and cabins.

Stream enhancement project shall include the following: Enlargement of the existing pool (by approx.
60 sf), on the downstream end of the SR 106 culvert, to provide a resting area for spawning salmon
and an enlarged sediment deposition area.
The pool at the upper end of the culvert shall be re-established by dredging it of approx. 10 cubic yards
of alluvial sediments.
Existing large woody debris (LWD) that is causing streambank erosion (and collapse) shall be
repositioned or used elsewhere in the project.
Large round granite (2 to 3 man) rock shall be placed along the bank tow in conjunction with LWD to
provide roughness and bank protection, especially along the west bank between the upstream end of
the culvert for approx. 60' upstream.
From the upstream end of the culvert for approx. 75' upstream, the east bank shall be resloped to
approx. 3 to 1 and the west bank shall be resloped as much as possible with the existing
anthropogenic development (trail and parking lot). Both areas shall be replanted with native vegetation
as necessary and existing non-native vegetation shall be removed.
Large round granite (2 to 3 man) rock shall be used to create step pool habitat, to alleviate stream
energy and bank erosion, and to improve fish passage from approx. 60' upstream from the culvert for
approx. 100 feet.
Approx. 350' upstream from the culvert, for 60', a LWD anchor point shall be installed with large round
granite and LWD along the toe of an undercut, 6 to 8 foot un-vegetated bank, landward of the active
channel, to provide habitat and help protect the heavily forested slope that is above the bank.

Application for Streamlined Processing of
FISH HABITAT ENHANCEMENT PROJECTS
Addition to the Joint Aquatic Permit Application (JARPA)
Under RCW 77.55.181 you may qualify for a streamlined permit process with no fees if your project is designed to enhance fish
habitat. If your project meets the requirements below,you are entitled to the streamlined Hydraulic Project Approval(HPA)
process,exemption from the State Environmental Policy Act(SEPA),and exemption from all local government permits and fees.
To apply for the exemption process,you must provide,on the same day,a complete application package to:the Department of
Fish and Wildlife(WDFW)and all applicable local government planning and permitting departments. Local governments have
15 days to provide comments to WDFW to aid it in deciding whether your project qualifies(see below for details).
To QUALIFYfor the frsh habitat enhancement exemption you must check at least one each from A and B and provide a
letter of approval from one of the agencies listed in B.It is highly recommended you discuss your proposal with the local
Area Habitat Biologist(AHB)prior to submitting your application.

addressed through HPA conditions,WDFW may determine that the project does not qualify for the exemption process.If
