As part of this department's review of your permit application, a Resource Lands and
Critical Areas (RLC) site inspection was performed on your property. Below you will find
comments made regarding the proposed development and its critical values.
This information is based on County and State regulations as they exist to date. These
regulations may change and may affect the requirements for development of the subject
property.

Comments RLC for William Maher
Site visit on 8/09/01 . The comprehensive plan designation of the
area is Rural. The site is heavily forested with large second
growth, made up of a mix of evergreens and deciduous trees. A
primitive road accesses the property. The property owner stated
that this road was put in quite some time ago, before the County
was regulating wetlands and other critical areas. It appears that
the road would be grandfathered as is. However bringing in more
fill or rock to maintain or improve the existing road may require
additional permits, including a Mason Environmental Permit to put
fill within a wetland vegetated buffer. The lot has a significant
slope on the East side. Near the East Property line there is a
bench, (the highest point on the property) where a cabin, or other
residence is proposed. A type 5 stream lies to the SW of this
bench. A 90 foot buffer / setback would be required on both sides
of this type 5 stream. A measurement was taken, and it appears
that there would be room on the proposed development site to
construct a residence and still maintain the required stream
buffer. A more significant issue is a large wetland that appears to
take up 1/3 to 1/2 of the property. Depending upon where the
wetland edge lies and the type of wetland the required wetland
buffer / setback could be as much as 140 feet, and severely limit
the proposed development of the property. A wetland delineation
would need to be done in order to determine the wetland edge
and wetland type. Due to the slopes (20 - 25%) near the
proposed development site a geological assessment or report
would be needed prior to any building permits being issued. This
assessment or report would address slope stability, erosion
control and storm water management. Enclosed please find the
following chapters of the Mason County Resource Ordinance,
Wetlands, Fish and Wildlife Habitat Conservation Areas, and
Landslide Hazard Areas. As the various buffers required on this
property may overlap, and limit a building envelope variances
may be needed to be able to site a residence, well. If a septic
system has already been approved it would be vested under the
regulations in existence at the time that is was approved, and may
not be subject to the previously mentioned buffer and setback
requirements of the Mason County Resource Ordinance, however
it would still be subject to the requirements of the Mason County
Environmental Health Department regulations.
