Gibson, Board Member Sharon Bisser, Nursing Supervisor Mike Byrne, General Services Director John Denison, Environmental Health Specialist GUESTS IN ATTENDANCE: Merle & Norma Cameron, Lake Cushman The Board of Health was called to order at 1:35 p.m. by Chairperson William O. Hunter. ENVIRONMENTAL HEALTH DIVISION KOHLER APPEAL - BOARD DECISION Chairperson Hunter stated that the Board had one item which was held over from the last public hearing. Board Member Gibson stated that pursuant to examination of the information presented at the Board of Health on August 6, 1990 regarding Tim Kohler's appeal of the revocation of site approval; I hereby move to Board Member Gibson/Hunter moved and seconded to uphold the decision of Environment Health on May 31, 1990, to revoke the site approval for Tim Kohler, Lot 150, Division 4, Lake Cushman. Motion carried. G-aye; H-aye; M-resigned 8/31/90. Norma Cameron questioned what the applicant would do with the drainfield. Chairperson Hunter stated that the Board is pursuing this with the Prosecutor's office. NURSING DIVISION COMMUNICABLE DISEASE POLICY Sharon Bisser, Nursing Supervisor, questioned what the status is on the County Communicable Disease Policy. Chairperson Hunter stated that the Prosecutor's office is reviewing it. ADMINISTRATION OF HEPATITIS B VACCINE Ms. Bisser asked if the County Health Department is supposed to charge for administering the Hepatitis B Vaccine. In the past, the County has discouraged one fund subsidizing another fund. The Sheriff's Department is planning to do their own through the State contract. The Sheriff will pay for the jail and road deputy staff vaccinations. She questioned if they were to waive the administrative fee for County employees. MASON COUNTY BOARD OF HEALTH SEPTEMBER 10, 1990 - PAGE 2 Ms. Bisser stated that FPD #5 has already offered the hepatitis B vaccine to their personnel. There have been questions from other fire districts though that are required to offer the vaccine. Board Member Gibson/Hunter moved and seconded to waive the administrative fee for County employees. HEARING SET - AIDS CLASS FEE Sharon Bisser, Nursing Supervisor, requested the Board establish a public hearing to consider establishing a $5.00 fee per person for the AIDS Class which is required by DSHS for foster parents, day care, and other personnel. The Nursing Division has received a lot of requests for the classes. Board Member Gibson/Hunter moved and seconded to call for a public hearing on October 1, 1990 at 1:30 p.m.to establish a $5.00 fee, per person, for the AIDS class. Motion carried. G-aye; H-aye; M-resigned 8/31/90. STATE CONTRACT VACCINES Ms. Bisser informed the Board that the State has decreased the administrative fee for vaccines provided through State contracts. She questioned if the County's fee would need to be changed by a public hearing, since fees have been established by public hearing. Board Member Gibson stated that since it was a directive from the State, to go ahead with the charge. It is a lesser fee than is being charged by the County. TRAVEL REQUEST Sharon Bisser presented the following travel request items to the Board for consideration. 1) Dr. Hoover, Sharon Bisser, and Rosemary Hilburn to attend the State Public Health Infectious Disease Conference on October 24 - 25 at Yakima. The fee is $35.00 each. Ms. Bisser stated that the infectious disease is taking up more and more staff time. With the new staff in the Health Department it is an important workshop to attend. Chairperson Hunter felt that it would be a lot of time away for the amount of staff. 2) Candy Archer and Diane Crabtree to attend the Crippled Children Services meeting September 17 - 18. This is paid by the CCS grant. Ms. Bisser informed the Board that there are major changes in how the CCS program is funded and she would like to see Candy Archer and Diane Crabtree to attend the workshop. Ms. Archer helps Ms. Crabtree to do the coordination of the program. Board Member Gibson/Hunter moved and seconded that there are no objections for Candy Archer and Diane Crabtree to attend the CCS meeting on September 17 - 18. Motion carried. G-aye; H-aye; M-resigned 8/31/90. 3) WIC Staff - Carolyn Auseth, Kay Thykeson; and MCH - Avon Anderson to attend the Prenatal Substance Abuse meeting October 10 - 11 in Olympia. This meeting is $25.00 each plus the expense for lunch. MASON COUNTY BOARD OF HEALTH SEPTEMBER 10, 1990 - PAGE 3 This is the closest workshop in the state. Chairperson Hunter interjected that there is very little information on the prenatal affects of drugs. Board Member Gibson/Hunter moved and seconded that there are no objections to the travel request for Carolyn Auseth, Kay Thykeson and Avon Anderson to attend the October 10 - 11 meeting in Olympia. Motion carried. G-aye; H-aye; M-resigned 8/31/90. 4) Bill Crowell, PA-C to attend the Sexually Transmitted Disease (STD) Workshop in Ellensburg. The fee is $25.00 per day. The State will pay all but the travel and time. Ms. Bisser requested the Board authorize travel and a stipend. Board Member Gibson noted that the County does not pay stipends. Board Member Gibson/Hunter moved and seconded that there are no objections to pay the travel based on the $0.20 per mile. Motion carried. G-aye; H-aye; M-resigned 8/31/90. 5) Tammy Hupp to attend the Health Educator's Conference in Moses Lake on September 20 - 21. Board Member Gibson/Hunter moved and seconded that there are no objections for Tammy Hupp to attend the conference on September 20 - 21 in Moses Lake. Motion carried. G-aye; H- aye; M-resigned 8/31/90. 6) Kay Thykeson, Jovita Cole and Carol Auseth to attend a Statewide meeting for WIC staff on October 4 & 5. Board Member Gibson/Hunter moved and seconded that there are no objections to the above- mentioned travel request as presented. Motion carried. G-aye; H-aye; M-resigned 8/31/90. Board Member Gibson/Hunter moved and seconded that there are no objections for Dr.Hoover, Sharon Bisser, and Rosemary Hilburn to attend the Infectious Disease workshop on October 24 - 25. Motion carried. G-aye; H-aye; M-resigned 8/31/90. AUTHORIZATION TO ADVERTISE - DENTAL ASSISTANT The Board was informed that the Consolidated Contract covers the expense for a dental assistant. Ms.Bisser requested authorization to fill the vacancy they have in that position. The Health Department originally had a dental hygienist,but that individual didn't stay. Ms.Bisser now requested authorization to advertise for a dental assistant position. There would be two hours supervision per month from the dentist of the dental assistant. Board Member Gibson/Hunter moved and seconded to authorize the Health Department to advertise for a dental assistant as requested. Motion carried. G-aye; H-aye; M-resigned 8/31/90. CONTRACT APPROVAL Ms. Bisser questioned who the Board wants to sign for all of the contracts for the Health Department. In the past, they have been signed by the Business Administrator/Health Officer. MASON COUNTY BOARD OF HEALTH SEPTEMBER 10, 1990 - PAGE 4 Their contracts include: Consolidated Contract Child Protective Services Contracts AIDS Contract School Contracts - AIDS, Early Learning Skokomish Tribe - Immunization Clinic Local Doctors - Providing Vaccines, Etc. Chairperson Hunter asked that any new contacts be brought before the Board of County Commissioners. Board Member Gibson added that they should be run through the Budget Director. NURSING DIVISION - PERSONNEL Dr. Hoover, Health Officer, will be out of state on September 19 - 26 visiting her mother. Sharon Bisser will be out of state on September 26 - October 5 and Diane Crabtree will be in charge of the office. FLU VACCINE The flu vaccines will be available October 1, 1990.
