Gibson, Board Member Sharon Bisser, Nursing Supervisor Board Member Annette S. McGee was absent due to an emergency family illness. Chairperson William O. Hunter called the Board of Health to order at 1:37 p.m. APPROVAL OF MINUTES Chairperson Hunter said to hold on June 4, 1990 minutes, as there was not a full quorum. ENVIRONMENTAL HEALTH DIVISION There was no one present from Environmental Health. Chairperson Hunter said he received a letter from C. J. Martin, M.D. of Hoodsport, regarding a drinking water threat at Lake Cushman Division #3, Lot 150. He added this lot had a septic tank with drain field installed by a realtor four years ago,without prior approval of the Health Department. The realtor then applied for approval and it was denied. NURSING DIVISION ADVERTISE FOR HIRE Sharon Bisser asked approval to advertise for a 3/5 part-time clerical person. This person would perform some of the duties Jovita Cole is presently doing. They would perform as receptionist, handle some typing, immunization recall and some work with prenatal classes. Jovita is working more with the WIC program. Mrs. Bisser said she has the money in her budget. Board Member Gibson asked how this position would be funded next year. Chairperson Hunter asked if she was creating a new position. Mrs. Bisser said before Mae retired, there were two full time clerical and a 3/5's contract person. When Mae retired, her duties were disbursed between the remaining clerical staff in the office. Board Member Gibson asked if this would be a new position. Mrs. Bisser replied it would. Board Member Gibson asked how the monies became available. Mrs. Bisser explained where monies came from. Board Member Gibson moved and Chairperson Hunter seconded to authorize as requested upon concurrence of the Board of Commissioners. H-aye; G-aye; M-absent. Motion carried unanimously. TRAVEL REQUEST Mrs. Bisser asked approval to send Rosemary Hilburn to a Child Protective Services Regional Meeting June 15 in Vancouver. She added one day will be paid for through CPS. She said this is an excellent opportunity for her to learn about other programs and how other people manage their caseload. Mrs. Bisser said Rosemary would also have an opportunity to attend an AIDS MASON COUNTY BOARD OF HEALTH JUNE 411990 PAGE 2 case management orientation June 14. She said it was an excellent opportunity to combine the two into one trip. Mrs. Bisser said the AIDS monies would pay for the June 14 meeting. The motel bill would be split between CPS and AIDS monies. Board Member Gibson moved and Chairperson Hunter seconded to no objection. H-aye;G-aye; M-absent. Motion carried unanimously. Mrs. Bisser requested approval to send Tammy Hupp, Avon Anderson and Rosemary Hilburn to an AIDS, Pregnancy, and Drugs meeting in Aberdeen June 20. Board Member Gibson moved and Chairperson Hunter seconded to no objection. H-aye; G-aye; M-absent. Motion carried unanimously. Mrs. Bisser requested approval to send Avon Anderson or herself to an Implications for Health Care seminar June 15 at University of Washington. The cost is $85.00 plus lunch. Mrs. Bisser said it would be more appropriate to send Avon Anderson. Mrs. Bisser said the money is in the budget. Board Member Gibson moved and Chairperson Hunter seconded to no objection. H-aye; G-aye; M-absent. Motion carried unanimously. Board Member asked Mrs. Bisser is the meeting June 20 would be repetitious of the June 14 meeting. Mrs. Bisser said it is not. One meeting explains procedures, where the other is something else. Board Member Gibson said there appears to be quite a bit of time away from the office. He questioned when the health nurses were available for clinics. Mrs. Bisser said with the CPS Regional meeting coming up in Vancouver, and their Case Manager being one of the most outstanding Case Managers in our region, it would be a "golden opportunity" to do both. Chairperson Hunter suggested Mrs. Bisser prioritize the two most important workshops, and alleviate the third. Mrs. Bisser said she would evaluate this more closely with Dr. Hoover. REQUEST FOR CLASS ATTENDANCE Mrs. Bisser asked approval to send Candy Archer to a word processing introduction class at Olympic College here in Shelton. The cost would be $106.00 Board Member Gibson stated the Board has turned down other department requests for employees to take college classes at County expense. He said we must be consistent. He said seminars are one thing, college courses are another. N-CAST I & II Mrs. Bisser said N-Cast classes are developed through the University of Washington in using skills and means of documenting what we see, in working with mothers and babies, and how they relate to each other, and helping mothers with feeding problems, etc. Mrs. Bisser said she is the only one in the office other than Kay Thykeson who has taken N-Cast 1. MASON COUNTY BOARD OF HEALTH JUNE 4, 1990 PAGE 3 Chairperson Hunter asked how long it takes. Mrs. Bisser said it usually takes about a half a day a week for three or four weeks. N-Cast I1 takes a little more time. There is a series of classes, they then go out and use the tools, then return and evaluate. She added they tie in very closely with the Region 10 Nursing Standards, which we are using in working with prenatal women and children in Birth to Three. Board Member Gibson suggested Mrs.Bisser obtain more information and get back to the Board. Mrs. Bisser said she would find out who could teach it and when, and the cost involved. STD Clinical Update Mrs.Bisser said Bill Crowell,Physician Assistant doing the(Sexually Transmitted Disease)STD clinic has been named as one of 26 across the state, to attend the STD Clinical Update in September. It will be held in Ellensburg and STD is underwriting all the conference costs. STD will not cover travel costs. She added it is a three-day conference. Board Member Gibson asked for an update of the number of calls Mr. Crowell has handled since we first began using his service. Mrs. Bisser said the number of cases has dropped considerably due to the Health Department being unable to offer assistance on a consistent basis. MATERNITY DISTRESS Mrs. Bisser said the Maternity Distress issue is at a dead stand still. She said the memo she sent to the Board was taken personally by Steve Smith. She felt it basically stated exactly what we had accomplished and what was yet to be done. RURAL HEALTH GRANT Mrs. Bisser said she did receive permission to apply for the Rural Health Grant. There will only be six funded. Six more will have technical assistance from the State. She said there will be a meeting at Mason General Hospital tomorrow to discuss how we could use the monies. She added up to $65,000 could be obtained from this grant. INFECTION CONTROL POLICY Mrs. Bisser presented the Board with an Infection Control Policy from the Yakima Health District. She said Dr. Hoover has already reviewed the policy and made a couple of changes. She briefly discussed the policy. Board Member Gibson asked if this draft applied to all the laws and procedures in the Drug Omnibus bill. Mrs.Bisser said this is the OSHA and WISHA requirements, to have an Infection Control Policy and to have available Hepatitis B vaccine to those employees at high risk. Chairperson Hunter asked when the final draft would be ready. Mrs. Bisser said she and Dr. Hoover would work on it this afternoon. Mrs. Bisser said we do have a health care policy in place for the Jail. She said it has not been established whether or not Hepatitis B is essential for all Jail staff. She added it is important to have the Jail Superintendent and Sheriff's input regarding their employees and how much risk is involved. Board Member Gibson suggested Mrs. Bisser review the policy to guarantee it meets all of WISHA's and the Drug Omnibus Bill's laws and regulations. He added the Board would review it and reply back to her. MASON COUNTY BOARD OF HEALTH JUEN 4, 1990 PAGE 4 Board Member Gibson asked if the hours were spelled out for the WISHA requirements and what they were. She said there are hours specified for basic education and annual update. He said these are the specific requirements that need to be checked. SAFETY COMMITTEE Mrs. Bisser said she did not plan any funds for travel and education in the budget for Tammy Hupp's part on the Safety Committee. Board Member Gibson told Mrs. Bisser he hoped she could come up with the funds from her budget. Mrs.Bisser said there are no monies in her budget for the Safety Committee workshop Tammy wanted to attend. She added Tammy has used Health department time and money to provide services for the Wellness Committee they have not yet charged for. Board Member Gibson suggested she look and try to identify some money in her budget. Meeting was adjourned at 2:30 p.m. due to no further business. Respectfully submitted, Rebecca S.
